June 28, 1966 Public Hearing on the request for a zone change for the Zieser and the McKimens properites on Fast Pine Street, to allow the Gulf Oil Company to construct a Service Station, Restaurant, and Motel Complex on this property. There were no objections presented to this change. A motion was made by Jantzer to allow this variance. 2nd by Tonn. Motion carried. Public hearing on the request for a zone change for the Fletcher property on N. 10th Street. As there was no one present with objections to the change, a motion was made by Tonn, 2nd by Novosad, to refer this to the Council. As this recuest had been "Disallowed" at a previous meeting, and upon explanation of procedure by City Attorney, William Mansfield, a motion was made to amend the previous motion to read: "Recommendation without approval of the Planning Commission. " Motion made by Jantzer, 2nd by Tonn. Motion carried. Bill Colley, representing Mr. Roy L. Rinnan, petitioned the Planning Com- mission for a zone variance, to allow the building of a Triplex on the N. E. Corner of 8th and Manzanita Street. Plans were presented and also a petition with the signatures of the residents of the area. A motion was made to present this for a Public Hearing. Motion by Jantzer, 2nd , by Novosad. Motion carried, Mr. Myron Corcoran presented the revised plans of his proposed Duplex group. Plans were studied and a motion was made to accept the plans as presented. Motion made by Jantzer,. 2nd by Bruce. Motion carried. Freeman Mason inquired as to the Meter plan for the Units. Mr. Corcoran stated, "Each Unit will have a separate meter". A motion was made by Tonn that this statement be written in the minutes. 2nd by Jantzer. Motion carried. "Each Unit will have a separate water meter". Mr. Ainsworth, Attorney for the Kights, appeared for further discussion of the Kight property and their parking plan. City Attorney, William Mansfield, ask that he be heard on this subject. After a review of the entire situation, and suggesting a change to a different parking plan, which he felt was better, a motion was made by Jantzer to let the recom- mendation stand as given on June', 1966. 2nd by Tonn. Motion carried. No further action to be taken. Mr. Romine introduced Mr. Van Sickel, Engineer, who presented plans for subdividing the Romine property. Plan "B" was presented. This plan con- sisting of small lots around a central court, or common area, to be main- tained by assessment to property owners, one-way streets, and a swimming pool to be installed. After discussion, a motion was made by Jantzer to table this discussion until the Commission can meet with Mr. Brenner. 2nd by Langston. Motion Carried. No further action now. 1.9 T Mr. Van Sickle presented an alternate set of plans for the Romine property. This plan "All consisted of larger lots, with no central common area. After discussion, a motion was made to tentatively accept Plan "A". Motion made by Jantzer, 2nd by Novosad. Motion carried. The acceptance of Plan "A❑ cancelled any further action on Plan "B". Mr. Northey, requests a variance of the fencing Ordinance to allow a fence about the swimming pool on property at 1st and Maple Street. (Whittle Duplex). Due to the placement of the pool, the fence will require being 31' nearer the front of the lot than is permitted by Ordinance. Mr. Northey would like to extend the 6' fence 311 toward the front of the property. Motion made by Langston to allow this variance. 2nd by Jantzer. Motion carried.
