PLANNING COMMISSION
RL'GULAR MEETING
MAY 31 , 1966
Present were: Cox, Bruce, Jantzer, Langston, Noel, and Novosad.
Meeting was called to order by the Chairman, Lew Cox.
Minutes of the previous meeting were read and approved.
Public hearing for a zone variance for Block 32, Lots 1, 2, 3, & 4, from
Residential, zone 1, to Conunercial, zone 2. Motion was made by Jantzer
to allow this zone change. 2nd by Novosad. Motion carried.
Having had an "On-site" inspection of the Zander property, which had been .
petitioned for a zone variance, a motion was called for to allow this
variance. Motion made by Novosad. 2nd by Jantzer. Motion carried.
Public Hearing on the request of a zone variance, submitted by Merritt W.
Palmer, for the construction of a duplex on Lots 1 & 2 of Block 26, of the
Original Town of Central Point. .Signed petitions werepresented along with
the plans of the structure. Mrs. Merle Obenchain, spokesman for herself and
two other residents of the same block, stated their objections to such a
structure being placed in the area. Motion called for, to allow the zone
variance. Motion made by Langston, 2nd by Novosad. Motion Carried.
Mr. Myron Corcoran petitioned the Planning Commission for a zone variance to
construct a Multiple Dwelling on his property. This is to be on property '
lying west of the present Corcoran Sub-division. There will be one com-
plete Sub-division, at present undeveloped .and unsold, between the pro-
posed Multiple Dwellings and the present developed Sub-division. Discus-
sion was held and it was decided that a few minor changes in providing
facilities, were needed. Mr. Corcoran was instructed to make the re-
quired changes and present the plans before publishing of the Public Hear-
ing Notice. Motion made by Jantzer and 2nd by Noel, to allow the Vari-
ance, providing Mr. Corcoran made the changes and presented them as re-
quested.
Mrs. Fletcher, owner of property on N.' 10th Street,, (East Side), petitioned
the Planning Commission for a zone change from Residential zone 1 , to Com-
mercial a)ne 2, to allow for a building to house and raise Chinchillas and "
also to sell the pelts. This, to be a commercial project and to eventially
increase to 150 breeding females. Since this would require spot-zoning,
and is not considered beneficial to a residential area, a motion was
called for to Not accept this petition. Motion made by Noel, 2nd by
Novosad. Motion carried. DISALLOWED.
Mr. Brown, requesting a variance for the Gun Club Property, West of town,
to allow a Church to be built there. At present will only remodel and use
for services. Will not build for 2 years. Mr. Brown was instructed that
no variance was needed for a Church. He must submit plans for remodelling
and obtain a building permit for same. When ready to build the Church,
full plans for the building must be presented. '

Mr, Romine, owner of Property on the Bast side of Upton road, South of its
' intersection with Scenic Ave. Mr. Romine is seeking permission from the
Commission to run an 811 sewer line, to serve 8 lots on his property, down
grade to connect with the sewer line serving Crater High School. Mr,
Romine would pay his share on a pro-rated basis with the school. if this
is not possible, then would run one (1 ) 4° line,• to serve the one lot of
his residence, to the City line to be connected at or near Windsor Way.
Motion made for approval if approved by the School.
Motion made by Noel, 2nd by Novosad. Motion carried.
For connect for his own residence, advised to make application with the
City Recorder.
Mrs, Dorothy McGrath presented a set of plans regarding the parking problem
for the Shamrock Apartments, This plan allowing the residence and the
Apartment to be considered 1 property and allowing parking for the Apartment
on the residence area. As this was not a scale drawing of the plans, it
was not acted upon. Mrs. McGrath was instructed to get a scale drawing of
definite plans to be presented. Motion by Langston, 2nd by Novosad , that
definite scale plans must be presented before any further action would be
taken. Motion carried,
As there was no further business, motion made by Jantzer, 2nd by Bruce, for
adjournment. Motion carried.
