BUDGET COMMITTEE MEETING
May 5, 2008 at 6:00 p.m.
I. MEETING CALLED TO ORDER
Chairman Karen Huckins called the budget meeting to order at 6:00 pm.

III. APPROVAL OF THE APRIL 28, 2008 BUDGET MEETING MINUTES
Motion made by Walter Moczygemba to approve the April 28, 2008 budget meeting
minutes as presented; seconded by Dick Halley; unanimously approved.
IV. PRESENTATION OF PROPOSED COMMUNITY DEVELOPMENT DEPARTMENT
BUDGET
Community Development Director Tom Humphrey discussed the consolidation of the Planning and
Building departments last year to provide better interoperability, improve staff cross training and
enhance service delivery. Mr. Humphrey also discussed staffing level decreases due to the
continued economic downturn of building with the city.
Mr. Humphrey presented the proposed Planning department budget, and an overview of the
department's responsibilities, accomplishments and goals. Mr. Humphrey then pointed out that
Central Point is seeing an upward trend in commercial development, and discussed other essential
planning projects.
Motion made by Walter Moczygemba to approve the Community Development department
budget as presented; seconded by Randy Sparacino; motion carried.
V. PRESENTATION OF PROPOSED POLICE AND TECHNICAL SERVICES
Police Chief Jon Zeliff presented the Police budget, giving an overview of the police mission and
goals, accomplishments and ongoing projects.
Following the Police operations budget presentation, Chief Zeliff introduced Josh Moulin, Sergea

High Tech Crime Unit and Information Technology supervisor and turned that budget presentation
over to him.
TECHNICAL SERVICES
Sergeant Moulin discussed the accomplishments of the HTCU since its inception 10 months ago.
Sergeant Moulin also discussed the interest generated in and outside the Central Point community
in having the HTCU, as well as providing Internet safety education to the public and schools.
Motion made by Matt Stephenson to approve the Police and Technical Services budgets as
presented; seconded by Randy Sparacino; motion carried.
V. PUBLIC INPUT
No public comment was given as no citizens were present.
VII. BUDGET APPROPRIATIONS
Motion Matt Stephenson to approve the budget appropriations as presented with the
amended Water Fund appropriations in the amount of $517,000; seconded by Randy
Sparacino; motion carried.
VIII. MOTION TO APPROVE TAX RATE
Finance Director Jill Turner requested that the budget committee approve the tax rate to be levied at
$4.47 per thousand, with no change in the rate from the prior year.
Motion Matt Stephenson to approve the tax rate as requested; seconded by Randy Sparacino;
motion carried.
IX. ADJOURNMENT
Motion made by Randy Sparacino at 8:30 pm to adjourn the meeting; seconded by Matt
Stephenson; motion approved.
