The meeting was called to , order by Commissioner Dysinger, acting
as President Pro Tem, and a roll call recorded_ as shown above.
Inasmuch as the Commission has been' without 'a President since the
resignation of Commissioner Kincaid, the chair chose to waive'
reference to previous minutes and to call for nomination for the
vacant office. The name of Leland Dysinger was placed in nomination
whereupon the said nominee declined the nomination for stated
reasons. Then the name of Freeman Mason was placed in nmmination
seconded and approved. Commissioner Krupp- at this point=moved that
the nominations be closed. The. motion was seconded by Commissioner
Obenchain and carried. Election of the candidate was. then a matter
of voice vote which was unanimous for Cordmissioner. Mason. President
Pro Tem Dysinger then relinquished the chair to President,Mason, who
provided with the next order of business-.
Of old business there was none. New business was then called for
and a trio of individuals, Mr. Neut Mead, Mr. Floyd Hart;' "and Mr.
Chris Barker, app"eared' to :present their preliminary plat of Royal
Heights Subdivision. The request of the petitioning parties is for
approval of the subdivision to the City of- Central Point. , Con-
siderable study� and_-discussion followed and problems of streets and
sewage disposal peculiar, to the property were consi"dered. ' Vmotion
was offered by Commissioner Lovejoy to'appoove as such the tentative
plat with the stipulation that final approval shall rest on provision '
for turn around, or cui de_ sac , on radius of 50 feet at the westerlj
termination of Kings Wayi Windsor Way, and Queens. Way, and that all
requirements of the City of Central Point 'appertaining' to_ street use
setback,liaes:i building heights ' and uses et cetera in_ general- shall
be covenanted. Seconded by Comm. Bower. Carried by unanimous
voice vote. The-.tent'ative plat is accepted with the reservations
recorded above and is accordingly marked "Exhibit All , meeting of
Aug. 21, 1957.°
Animated discussion followed on the subject ' of relative jurisdiction
of the Jackson County Planning Board and-the-City of Central Point
Planning Commission. It shall be recorded- that it is unanimous
preference of the Central Point - Commission that its jurisdiction
over all area . as prescribed by Oregon Laws be retained, and exercised
as ordained by said laws as annotated. A motion was made by Comm.
Noel that the Common Council be advised that the Planning Commission
desires complete retention of jurisdiction over subdivisions, or land
use, as in the past exercised. Motion was seconded by Comm. Dysinger
and carried by unanimous voice vote.
Discussion then turned to the problem of control over trailer house
uses within the City. Lacking full knowledge of existing regulations,
a tentative motion by Commissioner Bower was withdrawn and the matter
tabled for further study.
There being no further business, motion was made by Comm. Noel to
adjourn, second to the motion was by Comm. Krupp and the motion carried.
