HomeMy WebLinkAboutFebruary 11, 1957 79 Central Point Planning Commission Regular Meeting Feb. 11,,1957 Mason-present:, Obenchain-absent Lovejoy-present Krupp-present Noel-present Dysinger-present Kincaid-present The meeting was called to order at 7:30 P.M. by President Kincaid and roll call was answered by members as recorded above. Because reading of minutes of the meeting held Jan. 14, was passed over in the immediately past meeting of January 31, the president called for reading of those meetings in their chronological order, upon which both records were approved without change. Old business was then called for. President Kincaid;` taking cognizance of the presence of individuals wishing to present proposals to the Commission, suggested tabling any old business same to be taken up after hearing the suppliants now present. Accordingly, new business was called for. Thereupon, Mr. M. F. Hoover came forward to present his final plat for record of Roxy Subdivision, for the signatures of the Commission-. President and Secretary. The stipulation contained in paragrah 6 of the recorded minutes of the meeting of Nov. 13 , 1956, concerning procedure for elimination of the dead end of the street indicated as "Extension of Lotus Lane" in the event of future development of certain conditions is hereby noted and made a condition of acceptance of the final plat of record. Whereupon, Commissioner Krupp moved that President Kincaid and Secretary Dysinger be authorized to sign the document according to law in their official capacities. The final plat was there- upon signed in the prescribed manner and became a plat of record: Now comes Mr. Keith Lawton to present his tentative plat of Lawton subdivision, covering proposed platting of some 4j acres bounded on the west by the westerly city limit of Central Point, on the south by Main Street, on the East by the property of E. J. Dodson, and on the North by the property of J.R. Krupp. The plat is notated: Tentative plat of "Lawton Subdivision" February 11, 1957--Exhibit "A", for identification. Long dis- cussion ensued, centered principally on the problem of sewer connection with the present sewer main, or trunk, on Amy Street. Combining the factors of length, grade , crossing of Griffin and Daisy Creeks, probable number of homes or other establishments to be served, both in the proposed Lawton Subdivision homes , in that area south of Main Street, and undeveloped area which could be feasibly served by natural grade to the propesed line, brings about the asking of several questions concerning costs and the fair apportionment thereof: manner of approach with respect to ownership; necessary branch lines; participation by the City because of City-owned Haskell Park; sewer line diameter necessary to carry all probable connections; most practical route, and other technical details. There being in this commission, no member qualified to answer such questions, the President entertain- ed a motion by Commissioner Mason that the Commission;. request the common council to obtain such information for the guidance of the Planning Commission in determining their action. Second- ed by Commissioner Krupp and carried. (Feb. 11,1957-continued) - Discussion then turned to " Street -layout, as . shown on the "drawing. In the light of past decisions on the determination of street widths, the commission continues an established policy of requiring a minimum width of 60 feet. The streets- as shown are tentatively approved, , notwithstanding the fact that Jackson Street is terminated at its northerly end by a dead end. The thought is expressed that- this exception permitted per se shall not be construed as a precedent in future action inasmuch as the actual dead end portion is of but 100 feet length and serves only one residential lot; and inasmuch- as its very short length should not create any undue maintenance problem. The Commission -body having arrived at the. foregoing. con- clusions as to the tentative plat only", Commissioner Lovejoy moved that the tentative plat be accopted as such for the purpose of de- fining the Commission' s attitude reserving definite committment , contingent upon presentation of a more detailed preliminary plat. 'Motion seconded-' by Commissioner. Dysinger- and carried without did= senting vote.' There being no other business for consideration, Commissioner Krupp moved that adjournment be voted.
