Reading of the minutes of the last regular meeting were read and approved. Mr. Earl Weaver, representing the Grange Cooperative Supply Associa .tion, appeared before the- Commission to, ask that the east-west` alley in Block 17 'b6 vacated* 'He also asked the'the Zone be'changed from Zone 1 residential to;'Zone 2 commercials for the south 75 feet of lots 1 and 2 in block 17. The motion was made :by Kincaid; second by Edwards; tha t- the'Comm- ission consider.the request for� Zone change, 'only if it covers lots 1; 2; 8. and ,9 of .Block 17, 'or -a• larger area. 'The, motion'= carried. Mr. Weaver was instructed to have his request for change of zone . cover the entire easterly half of Block' 17, � instead of- the small area affected by, the. Grange a,. expansion plans. The -motion .-was made by Edwards, *second by Obenchain that tle Commiss- ion recommend -to- the Council that the part of the allys in -Block , 17, which- lies between the southerly line of Lots land 2 arid ' the northerly line of Lots 8 and 9, be vacated. The motion carried. Mr. W. T. Phillips requested approval of. the Commission for construc- tion of a duplex, or two family dwelling unit, on the Southerly one- half of lots 1 and 2 of Block 68. The motion .was made by Obenchain, second by Kincaid, that the regpest be .granted and-,that it be recommended to the Council that a building permit for such constructiod and use be issued to Mr. Phillips. The motion carried. The need for good property access roads to serve land abbutting the proposed new Freeway and for acess o the City sewer plant was discussed. Future growth of the City to the East was also considered. The motion was made by Kincaid, second by Edwards, .that request be made to the State Highway Commission for parallel acess toads to be built on both sides of the new highway, north from Central Pint Market Road to the sewer plant road. The motion carried. The motion was made by Kincaid, second by Edwards that the highway Commission be asked to consider relocation of the Freeway to avoid interference with growth of the City, that they con�ider locations one mile east or two miles west of Central Point. he motion carried.
