This- being a special meeting, reading of. minutes of the regular
meeting of February 25th was not requir.e&.
Inasmuch as no person appeared before the body, either
with objection or approval of the rezoning of ]Lots 1 to 8 '
inclusive in Block 8, original -Town of Central Point, and it_
being the purpose of this meeting to hear all persons interested,
Commissioner Kincaid moved that the Common- Council- be advised that
no objections to said rezoning were heard.;- Seconded by Askwith.
Carried by voice vote.
. One item of new business was presented. Mr. Rolf Hansen as
Pastor of Community Bible Church presented by letter- Communication
• request for exception in setback requirements as applying toL.
• proposed addition to that Church. The "matter is adequately set
forth in his letter with drawing, which papers are recorded and
marked as 'Exhibi-t "A" Special Meeting March 18, 1953 ' , so that
satement of facts '-in these minutes would be >superflous. After
due discussion in which -each member present stated his views , 1
Commissioner Kincaid moved that the body recommend to the Common
Council 'that the request for exception be denied. Seconded by
Commissioner- Askwith-. -Carried by voice vote: Commissioner
Kincaid then held that reasons for the action should be clearly
stated, which are: 1. That policies and principles "embodied. in
Ordinance 304 would be viola-ted. 2. That the establishment :of
precedent would most surely create harsh relations in future
like questions. 3. That without pretending to sit °as a board of
engineers or in any technical capacity, the Commission feels
that future expansion of the property would be hampered, and 4.
That the drawing presented indicates that a very objectionable
situation would result in fire hazzard, inasmuch as an Enclosure
would be created which could not be safely entered by fire crews.
The Commission in stating- these reasons feels with unanimity
that the obligations assumed in administering. the zoning -law
places upon each member the :duty' of conscientions study of
each problem presented and that he reach a fair and impartial
decision according to every fact applying to the case, remembering
always the basic- reasons for existence of this Commission.
There being no further business before the Commission, mo=
tion was made by Commissioner Askwith that the meeting adjourn.
Seconded by Kincaid and carried.
