Roll call was taken ,_ showing as follows: Edwards - absent Askwith - present _- Maier - absent Dysinger- present _ Krupp -, present Waterman- present Bigham - present Special meeting was called to order at .7:40 pm by Chairman Bigham,i- this meeting was called at the regular meeting of January 28,1952, for the specific purpose of bringing forth a conclusion regarding Mr. K.C. Wernmark' s request for approval of non-con- forming use of residential zone property to permit ,construction of a multiple dwelling unit on his property on Seventh-Street be- tween Oak and Pine Streets-. After exhaustive discussion of conditions of location probable effect on neighboring property, proposed type of construction, probable housing needs of the City both at present and in the for- eseeable future, which includes acknowledgement . of� the fact that the City ' s home building. area is at present only half utilized ( more or less) . Opinions were varied- that the project would not be in keeping with the interests of the Community. Mr. Wernmark,'s request being essentially for assurance that the Commission would approve this non-conforming use, after which• he would present definite plans for the building. It is the Commission's position that approval cannot arbitrarily be granted without public hearing , and, if necessary under-provisions of the Zoning act,vote of ad- jacent -property owners. It being: a fadt_.that .a 'change.;of zoning would be necessary to permit .such area use it is detefmined that the Commission cannot grant approval of a change not within its power to grant. Motion was made by Askwith, seconded by Waterman that the i matter be tabled pending presentation- of definite building plans by Mr. Wernmark.The motion carried.There being no further business the motion was made by.
