HomeMy WebLinkAboutNovember 20, 1978 Planning Commission Study Session City Hall Council Chambers November 20, 1978 Those present were Commissioners Emery, Hansen, Loveland, Mann, McManama, Nordby and Chairman Halley. Absent being Members Messmer and Waldron. Also present were Bldg. Official R. J. Ritchey, City Administrator Dave Kucera, -Councilmembers Orville Hamer and Candy Rayburn. Others in attendance were Wayne Van Wey, Mike Hahar, Dennis Hoffbubh, and Bruce Abeloe. Subject of the meeting was "Alley Off-Street Parking" and the following items were recommended by the Planning Commission to the City Council for their consideration (see attached report). 1. Amend ordinance to allow 13' setbacks in the R-3 Zones from both streets which will still allow the standard clear vision area and maximum utilization of land without infringing on existing street rows which are presently 60' minimum width. 2. Eliminate alleys from being used for access to off-street parking due to excess traffic loads and volume; safety; and the secondary access-only con- cept of an alley. C Report: Alley Off-Street Parking 1. Ordinance 17.08.040 defines alley, "a street which affords only a secondary , access to property." 2. Ordinance 16.08.020 defines alley, "a narrow street through a block primari- ly for vehicular service access to the back or side of properties. otherwise abutting on another street." 3. It has been the intent of the Planning Commission regarding alley usage to reduce the amount of traffic in alleys within the City on the grounds that alleys are only 20' wide and the base is not designed to stand up under sus- tained use over a long period of time. 4. Many alleys within the City have power poles set in the 20' alley easement which further reduces the width of the traffic lanes. When cars are parked back to back on a parking lot, 24' is required for adequare back-up room. This is not possible in a 20' alley unless the parking spaces on either side of the alley are set back from the alley property line at least 2 feet. This would require alley off-street parking spaces to be 22' deep. 5. The Staff would like for the Planning Commission to reach a decision on their interpretation of off-street parking from alleys in the R Zones so that in the future the Staff will have guidelines for reviewing similar situations.
