City Hall Council Chambers '
The meeting opened at 7:35 P.M. by Chairman Dick Halley. Roll call found
members Emery, Hansen, Loveland, Mann, McManama, Messmer, Nordby and Waldron
present. Others present were City Administrator Kucera, Bldg. Official Ritchey
and Secretary Stamper. _
Minutes of the November 21, 1978 meeting were approved in motion by Emery, sec-
onded by Mann and carried with all in favor.
Correspondence was moved further down the agenda.
Old Business
John Sargent property, 1847 Scenic Avenue, Tax Lot 4800 of J.C. map 37.= 214 34B,
was presented by C. Middendorf and D. Fadness for the applicant who presented a
map of a 2-lot split with legal descritions. No survey document was available
as had been requested from the rep. at the November 21st Planning Commission
meeting. Some items discussed were: a leach line (still in use)were to remain?
leach line requiring an easement on south property line after split per Bldg.
Official Ritchey; where the sewer lines would traverse; each lot requiring own
sewer line per ordinance; where water and sewer lines would connect to City ser-
vices?; driveway approach on the most easterly.lot abutting North Third St. was
still the recommendation of the Commissioners with a turn-around area on the
easterly lot. Pages 307a and 307b of the State Plumbing code read into record ,
by Mr. Ritchey. More discussion; .future use and size of facilities was un-
known. Applicant and City Staff will work on placement of facilities and
applicant to return to the Commission for their approval; 2-lot partitioning
was approved in concept. Motion by Halley, seconded by Messmer and carried
with all in favor to table the matter at this time.
New Business
1068 Plan Review for proposed construction of a 7th Day Adventis Church (south
of 745 No. Tenth Street) next to the Gloria Dei Lutheran Church. Joe LaValle,
Bldgr. was present. Staff report read by Bldg. Official Ritchey. Phase I of
construction to build a building to seat 96 people; adequate parking space, to
meet UBC, UPC and State Electrical Code as well as Fire Marchall's approval.
This facility. !; to share 6" sanitary sewer line from Lutheran Church (10' ease-
ment a matter of record). Water available from No. 10th Street, developer to
reimburse City for cost of cutting No. 10th Street; 8" water line to be installed,
fire hydrant and 1" water line and meter to serve Adventis Church to City specs;
inspections and approval by City Public Works Dept. at no cost to City; install
12: concrete culvert pipe across driveway;'from Tenth St. ingress onto property.
Further recommendations in Staff report requires 24' driveway, gravel drive and
parking area which will be paved later with 2" A.C. the entire driveway and
parking speces. Discussion. Plana. Commissionmembers elected a time period of
3 years to complete driveway and parking spaces and paving; recommended screening
on the westerly lot line to separate by buffer from the residential homes in
area and developer must install anchor fencing on the south line. Motion by '
Waldron, seconded by Messmer to approve the 1068 Plan Review Phase I as recom-
mended in Staff report and providing screening as stated above with time per-
iod of 3 years for completion of driveway and parking area. By roll call, all
in favor, the motion carried.

New Business (continued)
Minor Partition request for 585 Bush Street by applicant Paul Juveland; property
known at Tax Lot 3500, J.C. map 37 2W1113A. In the R-1-6 zone, lot is 100 X 120
feet. Applicant desiring to split into 2-50' lots. Several lots in area have
already been partitioned. Code section 17.02.020 read. Duscussion. Applicant
was aksed to provide required survey. Mr. Juveland stated he could not afford
a professional survey done and wanted to partition his lot because others -had
done so recently in his neighborhood. ! Mr. Juveland verbally withdrew his request
for the minor partitioning. Motion by Mann to deny the minor partition request
due to insufficient data (survey) and applicant' s verbal withdrawal request.
Motion seconded by Messmer. All in favor, the motion carried to deny the Minor
Partition request.
Miscellaneous Matters
A-95 Review received from Jackson County Planning Dept. for applicant W. Drennan
on PittView Avenue requesting correction to the Comp. Plan from 2.5 acres as ori-
ginally zoned to 1-acre zoning; now applicant desires 1/2-acre size parcels! The
property is included in Central Point's Urban Growth Boundary, Discussion.
Motion made and seconded that City Administrator draft a response to J.C. Planning
Department on-the A-95 Review matter that this logically belongs to the City of
Central Point for proposed annexation to the City and not part of the County's
Comp. Plan. Motion carried with all in favor.
' No further business, motion by Waldron, seconded by McManama to adjourn. All in
favor and carried.

SUBJECT: Planning Commission Report of 12/6/77 Meeting
A. Minor Partition — 2nd & Cedar, Terry McCardle, Applicant
Planning Commission approved the minor partition.
B. Minor partition and variance public hearing — 543 Hopkins,
Applicant, Michael Byxbe
A discussion was held on where the property line is located.
This public hearing was continued to the December 20th meeting.
C . Proposed Uniform Hearing Ordinance
General discussion was held. Mayor Snook recommended that
no action be taken on this tonight and the Council and
Planning Commission hold a joint study session to go over
the ordinance together.
D. Public hearing regarding permitted and conditional uses in
a C-4 zone
Motion was made that the Resolution regarding the permitted
and conditional uses in a C-4 zone be adopted as written.
Motion unanimously carried.
E. Multi—State Bldrs. , Ron Young 's application for annexation
on Grant ,Road. Applicants Dr. & Mrs. Milton Snow, 3817
Grant Road.
City Adm. Kucera explained that the County Commissioners are
looking very closely at any annexation the; City is doing.
He emphasized that the City better take their time with
this annexation to make sure every item has been covered.
Motion was made to set a public hearing date for annexation
to December 20th. Commission unanimously agreed.
