HomeMy WebLinkAboutNovember 15, 1977 Planning Commission Meeting November 15, 1977 7 : 30 P.N. The Planning Commission meeting was called to order by Chairman Don Banks . Roll call found the following Commissioners present : Halley, Hillyer, Loveland, McManama, Mann and Banks . Absent being Commissioners Emery, Messmer and Waldron . Also present were Secretary Janice Corbett, Building Inspector R . J. Ritchey, City Adm. Dave Kucera, Assistant Building Inspector John Allen and a few interested citizens . The minutes of November 1 , 1977 were presented for approval . Commissioner Loveland noted a correction to be made under New Business, #A . The overall height of the fence should be 7 ' and not 6 ' as so stated in the minutes . Motion was made by Loveland, seconded by McManama to approve the minutes as corrected. All in favor, motion carried. New Business A . Preliminary Plan Review - Jackson County Federal Savings & Loan Association, 5th & Pine, Jack A . Edson , AIA , Architect A short discussion was held on the proposed building. Mr. Edson stated that the building is approximately 3700 sq. ft. The building will be set back 24 feet from the front property line to provide for a 16 foot expansion to the front. The total parking requirement including the building expansion is 15 spaces . The number of spaces shown on the plans are 17 . Commissioner Halley recommended that the Council look into the height and location of the time and temperature sign . He stated that he felt the sign would obstruct visibility and should be looked into. Motion was made by McManama, seconded by Loveland to approve the preliminary plan review subject to the staff report. Roll call vote : Halley, yes ; Hillyer, yes ; Loveland, yes ; Mann , yes ; McManama, yes; Banks, yes. All in favor, motion carried. B. Preliminary Plan Review - Proposed apartment complex located at 715 Hopkins Road, Applicants , Terry Pierce and Earl Hannan A short discussion was held. Bldg . Inspector Ritchey stated that the first thing the applicants must do is to apply for a minor partition to partition Tax Lot 1200 . A question was raised as to fire truck access . It was suggested that Fire Chief Penicook look into this matter and report back to the Commission . The Commission felt that the plans presented were very sketchy and would need to be redone in greater detail. Motion was made by Mann, seconded by Halley to set this matter aside to a study session on November 22nd. All in favor, motion carried. November 15, 1977 C. #1068 Plan Review, Applicant, Dennis Kottke, 251 & 253 ' N . 4th Street Apartments Motion was made by Halley, -seconded by Bann to approve the #1068 Plan Review subject to the staff report. Roll call vote : Halley, yes ; Hillyer, yes ; Loveland, yes; Mann , yes ; NcManama, yes ; •Banks, yes . All in favor, motion carried. With no further business to be brought before ' the Commission, a motion was made by Dann, seconded -by McManama to adjourn. Meeting adjourned at 8 :45 P.M. a ice Corbett, Secretary
