October 18, 1977
7 : 30 P .N .
The Planning Commission meeting was called to order by Chairman
Don Banks. Roll call found the following Commissioners present :
Emery, Halley, Hillyer , Loveland, Mann, Messmer. Absent being
Commissioners McManama & Waldron . Also present were Secretary
Janice Corbett and Fire Chief Dave Penicook. A few interested
citizens were present.
The minutes of October 4, 1977 were presented for approval .
Motion was made by Halley , seconded by Messmer to approve the
minutes as presented. All in favor , motion carried.
New Business
A . Conditional Use Public Hearing for American Legion Hall located
at 311 N . Front
Chairman Banks opened the public hearing . Mr . Norman Bruce,
representing the American Legion was recognized. He stated
that the Legion has looked a long time for an appropriate site
to build a new Legion Hall and believes they have found the
right spot on N. Front Street by Crater Iron . No opponents
were recognized . Chairman Banks closed the public hearing .
Chairman Banks followed the Fasano Findings procedure. (Refer
to attached report) . Motion was made by Mann, seconded by Halley
to grant the conditional use permit to the American Legion.
Roll call vote : Emery , yes ; Halley, yes ; Hillyer, yes ;
Loveland, yes ; Mann , yes ; Messmer , yes ; Banks , yes . All in
favor, motion carried.
Variance Public Hearing for American Legion Hall located at
311 N. Front
Chairman Banks opened the public hearing . Mr. Norman Bruce,
representing the American Legion , stated that there would be
approximately 18" between buildings . A short discussion was
held on what the distance should be between buildings in a
LC-LI District. Commissioner Halley stated he would like to
have the Fire Chief check into this matter. No opponents were
recognized. Chairman Banks closed the public hearing .
Chairman Banks followed the Fasano Findings procedure . (Refer
to attached report) Commissioner Emery stated he would like
to have the attorney ' s opinion regarding the ordinance about
distances between buildings on or adjacent to the property in
question . Motion was made by Emery, seconded by Messmer to
approve the variance . Roll call vote : Emery , yes ; Halley,
yes; Hillyer, yes; Loveland, ,yes ; Mann, yes ; Messmer, yes;
Banks, yes . All in favor, motion carried.
B . #1D68 Plan Review - Baer proposed motel on East Pine Street
Mr. Bruce Abelo, designer from Northwest Design Co . , was
recognized. He stated that Mr. Baer plans to take the two
bedroom units and make them into one bedroom units . Fifteen
units are proposed. The parking space allowed is one space
per unit . There are nineteen existing spaces . Mr. Abelo
asked the Commission if they could submit their landscape
plans at a later date. Motion was made by Emery , seconded by
Loveland to approve the #1068 Plan Review subject to the
State Fire Marshal ' s report and the landscape plans being
submitted at a later date. Roll call vote : Emery, yes ;
Halley , yes ; Hillyer,. yes ; Loveland, yes ; 'Mann , yes ;
Messmer, yes ; Banks , yes . All in favor, motion carried.
C. Motion was made by Mann, seconded by Halley to set the public
hearing date for Westside Lumber for a variance to the front
yard setback and fence height requirement to November 1 , 1977
at 7 : 30 P .M. in the City Hall Council Chambers. Roll call
vote : Emery , yes ; Halley, yes ; Hillyer, yes ; Loveland, yes ;
Mann , yes ; Messmer, yes ; Banks , yes .
Miscellaneous Matters & Public Appearances
Chairman Banks reminded the Commissioners that the League of
Oregon Cities Convention will be held in Portland on November
13-15 and to make reservations if planning to attend .
Commissioner Halley stated that he and Jim Corliss would like
to check out the areas of concern regarding the urban growth
boundaries to see what the agricultural lands are being used
for if. they are being used at all .
Motion was made by Mann , seconded by Emery to. adjourn .
Meeting adjourned at 9 :00 P .M .
