September 6 , 1977
7 : 30 P .M.
aThe Planning Commission meeting was called to order by Chairman
Don Banks . Roll call found the following Commissioners present :
Emery , Hillyer , Loveland, Mann , McManama, Waldron and Banks .
Absent being Commissioners Halley & Messmer. Also present were
City Adm. Dave Kucera, Secretary Janice Corbett and a few
interested citizens .
The minutes of August 16th and 29th were presented for approval .
Motion was made by Emery, seconded by McManama to approve the
minutes as presented. All in favor, motion carried.
Old Business
A . Green Glen Subdivision Final Plat (Phase I ) - Ron Young , Multi-
state Builders - Scenic Avenue.
Ron presented the final plat and stated that a few changes
had been made . Motion was made by McManama, seconded by
Mann to accept the subdivision as presented subject to the
signing of the agreement and staff report . Roll call vote :
Emery, yes ; Hillyer, yes ; Mann , yes ; McManama, yes ; Loveland,
yes ; Waldron , yes ; Banks , yes . All in favor , motion carried.
B . Gary Yost - Time extension for paving of parking lot on 10th
St . Apts .
Motion was made by Waldron , seconded by Loveland to grant Mr.
Yost a time extension until such time as the City has finished
their engineering construction . Roll call vote : Emery, yes ;
Hillyer , yes ; Loveland , yes ; Mann , yes ; McManama , yes ; Waldron ,
yes ; Banks , yes . All in favor, motion carried.
New Business
A . Gary Yost - 5 4-plexes located on Laurel and N . 10th Streets
Mr. Yost presented his plans for partitioning approximately 1
acre of land to build 5 4-plexes . He stated that the apartments
would not have basements . Mr . Yost stated that the land has
already been surveyed by Moffit & Friar Surveyors . A question
was raised as to whether this matter should be treated as a
subdivision or as a minor partition . Mr. Yost was asked if he
planned to sell any of the parcels . He said that the parcels
would remain under one ownership but at a later date he might
want to sell one or two. The Commission felt that this matter
should be treated as a subdivision . Mr . Yost said he would
submit the necessary plans . Motion was made by Loveland,
seconded by Emery to table this to the next meeting . All in
favor, motion carried.
B . Wayne Fair - #1068 Plan Review for a single family residence
at 5th & Ash
Mr. Fair presented revised plans . Short discussion was
held. Motion was made by Mann , seconded by Emery to
approve the plans including the restrictions of the staff
report. (Refer to attached report) . Roll call vote :
Emery , yes ; Hillyer, no; Loveland, yes ; Mann ,- yes ;
McManama, no ; Waldron, yes ; Banks, yes . Majority in
favor, motion carried.
Miscellaneous Matters and Public Appearances
Mr . Victor Kosmatka came forth and presented to the Commission
a proposal to annex approximately 7 acres adjacent to the
Oddfellows Lodge located just off of Cherry St . Mr . Kosmatka
stated he is requesting a change of zone to R-3.
Motion was made by Waldron , seconded by McManama to adjourn.
Meeting adjourned at 9 :15 P.M . All in favor, motion carried.
