HomeMy WebLinkAboutJuly 19, 1977 Planning Commission Meeting July 19 , 1977 7 : 30 P .M . The Planning Commission meeting was called to order by Chairman Don Banks. Roll call found the following Commissioners present : Emery , Halley, Hillyer, ' Loveland, Mann , Waldron and Banks . Absent being Commissioner McManama . Also present were City Administrator Dave Kucera, Building Inspector R . J . Ritchey , Secretary Janice Corbett, Councilmen Jazdzewski , Hamer and Corliss , members of the Jackson County Planning Commission and several interested citizens . The minutes of July 5th were presented for approval . Commissioner Halley said his name was mentioned in all of the motions but he was absent last meeting . Motion was made by Halley , seconded by Emery to strike his name from all the motions and approve the minutes as corrected. All in favor, motion carried . Correspondence 1 . A letter from Ervin G. Weathers was read to the Commission regarding his request for an extension on his conditional use permit at 840 and 882 Hopkins Road for the development of a mobile home park. It was stated that a 1 year extension was granted on July 20 , 1976 and that as to date nothing has been done. Motion was made by Halley, seconded by Loveland to deny the request for an extension . Roll call vote : Emery , yes ; Halley, yes ; Hillyer, yes ; Loveland, yes ; Mann , yes ; Waldron , yes ; Banks , yes. All in favor, motion carried. Old Business A discussion was held on possible sites for a fire station in the Flagstone Subdivision located on Taylor Road. Fire Chief Penicook summarized his report to the Commission regarding fire station locations . Chief Penicook said he felt that each developer when putting in a new subdivision should deed a certain amoung of square footage per acre for a fire station . Penicook recommended the following two locations in the Flagstone Subdivision for a fire station : 1 . Lots 1 & 2 along Taylor Road immediately west of Griffin Creek. 2. Lots 36 & 37 at the southwest corner of the subdivision . The advantages of having a station at location #1 are : 1 . Quickest response to the high value area and Fire Zone #1 . 2 . Near a Southern Pacific crossing . 3. Good location for service testing of apparatus . 4. Speedy access to the west side community. 5. Quickest response to Pine Street which is the main east-west artery of the community. The single disadvantage is that responses to the south would be through approximately 12 miles of a subdivision . The advantages of having a station at location #2 are : 1 . Centralized location on the west side of the community. 2 . Response times for the west side area would show less variance. The disadvantages are : 1 . Responses would be made through a portion of a subdivision that have many children . 2. Call-in men would be responding through a well population subdivision . A . short discussion was held regarding the burden it would pose on the developers to donate land for a fire station . Chief Penicook was asked what the total cost would be to build a fire station. He replied the total cost including the land would be $131 ,000. City Adm. Kucera read the staff report and recommended approval subject to the following conditions : 1 . Improvements being performed to standards and specifications of the City of Central Point . 2. All improvements to be designed to be flood protected for a 100 year flood with the first floor elevation of housing one foot above the '100 year flood elevation . 3. Lots 1 and 2 of Block 1 be donated to the City for future fire station , if desired. 4. In lieu of money be accepted for the .1 . 34 acre park lands at the current assessed rate of $3625 per acre . Total payment would be $4657 . 5 . Restrictive covenants to allow continuous access in creek maintenance easement. No structures to be built in the easement and adequate gates provided in any hedges or fences . Mr. Noel Moore, Developer, was recognized and said that if fire stations are going to be required in subdivisions and the developer will have to donate land, the City is going to run into the problem of developers not coming into this area to build because they won ' t , be able to afford to.. ' Commissioner Mann suggested that rather than have the . developer donate the lots that the developer give the City the option to buy some lots at the undeveloped price. Commissioner Hillyer stated that the City Adm. , Fire Chief and City Council should get together and determine where fire stations should be located and when a subdivision comes in and falls in an area that has .been selected for a station , the developer and city should then specify the City ' s two lots . Motion was made by Mann , seconded .by. .Emery to scratch condition #3 of the staff report which reads "Lots 1 & 2 of Block ,l be donated to the City. 'for a fire station" and have it read "Two lots should be selected by the builder and the city to be sold to the city for a fire station" . Roll call vote : Emery, yes ; Halley , yes ;. .Hillyer, yes ; .Loveland, yes ; . Mann , yes ; Waldron, abstained;. Banks , yes . Majority in favor, motion carried. , Motion was made by Mann , seconded by Emery to approve the tentative plat subject to .the staff report conditions except 'condition #3. Roll call vote: Emery , yes ; Halley., yes ; Hillyer, yes ; Loveland , yes ; Mann , yes ; Waldron, abstained; Banks, yes . Majority in favor, motion carried. With no further business to be brought before the Commission, motion was made by Loveland, seconded by- Hillyer to :adjourn . Meeting was adjourned at 8 : 30 P .M . and the Commission met with , Jackson County Planning Commission in a, study .session regarding urban growth boundaries. J ni e Corbett, Secretary
