HomeMy WebLinkAboutMay 3, 1977 Planning Commission Meeting Minutes May 3, 1977 7 : 30 P .M. ' The Planning Commission meeting was called to -order by Chairman Don Banks . Roll call found the following Commissioners present : Emery, Halley, Hillyer, Mann, McManama, Loveland, Waldron, Wood . Also present were Building Inspector R. J. Ritchey , City Adm. David Kucera, Secretary Janice Corbett, Councilman Orville Hamer and Candy Jazdzewski and a few interested citizens. The minutes of April 19th were presented for approval . Motion was made by McManama , seconded by Loveland to approve the minutes as presented . All in favor, motion carried. Mr. Tom Malot was recognized and presented plans to .the Commission regarding changing the water line from Hopkins Road to Hemlock Court. Short discussion was held . Refer to attached staff report) . Motion was made by Hillyer, seconded by Wood to deny the request for the change in water line and stay with the original plans . Roll call vote : Emery , yes ; Halley , yes ; Hillyer, yes ; Mann , yes ; McManama, yes ; Loveland, yes ; Waldron , no ; Wood, yes ; Banks, yes . Majority in favor, motion carried. Mr. Bob Lance, President of the Central Point .State Bank, presented to the Commission their landscape plans . He stated the landscaping would consist of low shrubs not to exceed 2411 high. Motion was made by Emery, .seconded by Halley to approve n ' the landscape plans under Ordinance #1068 review. Roll call vote : Emery , yes ; Halley, yes ; Hillyer, yes ; Mann , yes ; McManama, abstained ; Loveland, yes; Waldron, yes ; Wood, yes ; Banks , yes. Majority in favor, motion carried. The Flanagan-Farnsworth-Leonard Subdivision proposal was broug or or discussion . Mr. George Flanagan came forth and gave the history of Daisy and Griffin creeks and reported on the flooding that occurred during the 1964 flood . In 1953 the County put in a small box culvert under Ross Lane. Griffin Creek had never overflowed prior to the County putting in the low reinforced concrete crossing . The two box culverts under- neath Ross Lane with the division were too small which caused Griffin Creek to overflow at the east side, go across Ross Lane and catercorner across the Rogue River Valley Irrigation Canal . The last flood washed out the canal completely and the water was added to the Daisy Creek flood water. Daisy Creek was not designed to hold so much water. Discussion was held. Motion was made by McManama, seconded by Halley to adjourn the meeting to a special meeting on May 10th at 7 : 30 P .M. in the City Hall Council Chambers. All in favor, motion carried. Mr. Don Faber representing the American Legion stated that he and other members of the Legion have been in erested in several properties around town in which to build a Legion Hall . Mr . , Norman Bruce said that a Legion Hall in a commercial zone would be attractive and beneficial to the citizens . The Planning Commission held a short discussion regarding what zones fraternal organizations should be allowed . Motion was made by 1'1'lV 3 , 1997 Wallllon , seconded by Hillyer that the original recommendation be sent back to the Council to allow fraternal , service and lodge organizations under a conditional use permit in all zones except M-1 & M-2 . Motion was amended by Waldron , seconded by Halley to advertise for a public hearing and send findings to the Council on the Planning Commission ' s original recommendation to allow fraternal , service and lodge organizations in all zones except M-1 & M-2 . Roll call vote : Emery, yes ; Halley, yes ; Hillyer, yes ; Mann, yes ; McManama, yes ; Loveland , yes ; Waldron , yes ; Wood, yes ; Banks , yes . All in favor , motion carried. Miscellaneous Matters & Public Appearances' Commissioner Emery mentioned that the Planning Commission should get citizen input as to possible commercial areas within the city limits . It was the request of the Commission that the Planning Commission Secretary contact Mr. Dave Strauss , architect, and ask him to make a presentation at a regular meeting on revitalizing the downtown area. Motion was made by Halley, seconded by Waldron to adjourn the meeting . All in favor , motion carried. Meeting adjourned at 10 :00 P .M . Ritchey , Building Inspector DATE : May 3, 1977 ' SUBJECT : Tom Malot' s request to relocate water line serving proposed Stop & Go Market at Hopkins and Bursell Roads . Mr . Malot' s request to extend the water line from Hemlock Court in Valley Estates #3 along an easement between lots 10 & 11 - Block 2, would create a problem in the future if it became necessary to replace or repair said line across private property .
