The Planning Commission meeting was called to order by Chairman Don
Banks . Roll call found the following Commissioners present : Emery ,
Halley, Hillyer , Mann , McManama, Loveland, Waldron . Absent being
Commissioner Wood . Also present were City Adm . Dave Kucera,
Building Inspector R. J. Rithcey , Secretary Janice Corbett and
Councilmembers Orville Hamer and Jim Corliss . No citizens were
present.
The minutes of February 15, 1977 were presented for approve. Motion
was made by Emery, seconded by Halley to approve the minutes as
presented. All in favor, motion carried.
City Adm. Kucera was introduced to the Commission by Chairman
Don Banks .
New Business
A . A letter from the Jackson County Planning Department to the
Planning Commission was reviewed regarding a request from Opal
R. Ralls, 5273 Table Rock Road, for a zone variance to the
area requirement of RR-5 (Rural Residential-5) zoningcdistrict .
Short discussion was held. Motion was made by Mann, seconded
by Emery to approve Ralls ' request and even though- the
Commission does not like to see flag lots they will go ahead '
with request . All in favor, motion carried.
B . A letter from the Jackson County Planning Department to the
Planning Commission was reviewed regarding a request from
John & Grace Martin, 322 Wilson Road, for a lot size variance.
Short discussion was held. Motion was made by Emery, seconded
by Halley to approve their request with a directive to them
to look into the well problem where there is a well on one
property and not the other. Even though the Commission does
not like to see flag lots they will go ahead with request .
All in favor , motion carried.
C . The Water Quality Status Report was read by Commissioner Ben
McManama. Chairman Banks stated that Jeff Gibbs will meet
with the Commission on March 15, 1977 .
D. Lengthy discussion was held regarding an amendment to the
zoning ordinance to LC—LI allowing service and fraternal
organizations . Several questions were brought up as to
where these organizations should be put . Half of the
Commission felt service and fraternal organizations should
be put in commercial or light industry districts . The other
half of the Commission felt these organizations should be put
in residential districts . Motion was made by McManama to have
the City Attorney go ahead and draw up an intent to amend the ,
zoning ordinance to allow service and fraternal organizations
in an LC—LI district . Motion died for lack of second.

Further discussion was held. Lotion was made by Emery, seconded by
' Hillyer to allow service and fraternal organizations as a conditional
use in a C-4 zone . Roll call vote : Emery , yes ; Halley, yes ;
Hillyer, yes ; Bann , yes ; McManama, no ; Loveland, no ; Waldron , no ;
Banks , no: Tie vote. Lotion died . The Commission recommended that
the applicant make application for a conditional use and the Planning
Commission will decide on each application if it is permitted under a
conditional use in that zone .
It was mentioned that the conditional use public hearing for the
Kilby mobile home park construction will be held on lurch 15th.
Motion was made by Halley , seconded by Mann to adjourn the meeting .
All in favor, motion carried . Meeting adjourned at 9 : 15 P .M.
