February 15, 1977
7 : 30 P .M.
The Planning Commission met in regular session , Chairman Banks '
presiding . Roll call found the following members present : Halley ,
Waldron , Wood, McManama, Emery, Mann . Absent being Hillyer and
Loveland. Also present were Secretary Janice Corbett, Building
Inspector R . J . Ritchey, Curt Weaver and Jim Capp from Jackson
County Planning Department .
The minutes of February 1 , 1977 were presented for approval .
Motion was made by McManama, seconded by Emery to approve the
minutes as presented.'
New Business
A . Plan Review, Joseph Rehmer , Pyramid Development, 34B N . 2nd
Street - 4 plex —
The plans were presented by Building Inspector Ritchey and the
staff report was read . Discusssion was held . The Commission
decided that a 2 ' overhang on the eves and gables and a sidewalk
along the west side of the building should be added to the staff
report conditions. Motion was made by Waldron, seconded by
McManama to require a 2 ' overhang all around; screen along alley
or fence so the alley cannot be used as a driveway approach
contrasting color scheme on exterior and trim; sidewalk across
the front on west side of the building ; sign an agreement to '
pave Cherry Street to contribute his share or agree to have
it done. Roll call vote : Halley, no ; Waldron, yes ; Emery ,
yes; Wood, yes ; Mann, yes ; McManama , yes ; Banks , yes .
Majority in favor, motion carried.
B. Discussion regarding resolution of intent to amend zoning
ordinance to provide for a section pertaining to temporary
offices during construction -
Building Inspector Ritchey said that Mr . Willcut has requested
to put a 12 ' trailer on the building site. This trailer would
be used as an office and for a night watchman to help stop
some of the pilfering that 'goes on during construction. Short
discussion was held. The City Council said that Mr. Willcut
could use the trailer for an office and to have a night watch-
man but no one could sleep in the trailer . Emery made a
recommendation to the Council that if the trailer was sutied
with water and sewer he could see no reason why the mobile
home could not be on the building site. Waldron recommended
to the Council that they grant Mr . Willcut a 90 day permit for
the trailer to be used as an office and a place for a night
watchman .
Miscellaneous Matters
Mr . Jim Capp , Planning Coordinator under LCDC , was introduced to '
the Commission.

Commissioner Loveland entered at 8 : 10 P . I.
Mr . Curt Weaver , Jackson County Planning , was recognized . fir. Weaver
said that the County ' s target date is April 1 , 1979 . He went on to
explain that by April 1 , 1979 the County is suppose to have all 11
urban growth boundaries and all 14 goals met . Mr . Weaver said that by
April 1 , 1977 Central Point is to have shown considerable progress in
regards to their urban growth boundaries . At this time the City of
Central Point is behind schedule but Mr . Weaver said he hopes to have
meetings started between Jackson County , BCUSA and Central Point going
by the latter part of next week . Mr . Weaver suggested only having
two members of the Planning Commission present at the meetings .
Lotion was made by Emery, seconded by Mann to adjourn . Meeting
adjourned at 8 : 35 P . I .
