January 4, 1977
' 7 : 30 P .M .
The Planning Commission meeting was called to order by Chairman Don
Banks . Roll call found the following Commissioners present: Emery ,
Halley , Hillyer, Mann, McManama , Loveland, Waldron . Absent being
Commissioner Zander. Also present were Secretary Janice Corbett,
Building Inspector R . J. Ritchey and a few interested citizens .
The minutes of December 21 , 1976 were presented for approval .
Commissioner Emery said he would like to make a correction to his
motion regarding Don McGrew ' s proposed building . The correction should
read when Oak Street is paved and not Haskell as so stated in his
motion. Also a statement should be inserted saying this must comply
with the #1068 review. Motion was made by McManama , seconded by Loveland
to approve the minutes as corrected . All in favor , motion carried.
Motion was made by Emery , seconded by Mann to reelect the same officers :
Chairman - Don Banks
Vice Chairman - Ben McManama
Secretary - Jean Hillyer
Roll call vote : Emery , yes ; Halley , yes ; Hillyer, yes ; Mann, yes ;
McManama, yes ; Loveland, yes ; Waldron , yes ; Banks , yes . All in favor,
motion carried .
New Business
A . Minor Land Partition - Assessor ' s Acct . #37-2W-11BD, Tax Lot 2000 ,
Grandview Addition Subdivision , Block 1 , Lots_ l & 2 - Freeman Road
and Grand Avenue -
Michelle Young was recognized and came forth . Mrs . Young presented
to the Commission plans for minor partitioning of the above
mentioned lots . Short discussion was held. Motion was made by
Halley, seconded by Loveland to approve the land partitioning .
Roll call vote : Emery , yes ; Halley , yes; Hillyer , yes; Mann , yes ;
McManama, yes ; Loveland, yes ; Waldron, yes ; Banks , yes. All in
favor, motion carried.
B . Municipal Code Interpretation - Section 17 . 40 . 020-030 and use of
26 East Pine Street -
Mr. Mike Rogers with Blackwell Enterprises was recognized and came
forth. Mr. Rogers said he is planning to put in an awning retail
business but until such time as they get settled would like to use
it just for storage . He also stated that when Pine Street is
developed they are going to put in City water and sewer . After
that is in ' he plans to put in an office and display room. Motion
was made by Emery, seconded by Halley to interpret the Code to
allow Mr . Rogers to use the building as a warehouse for 5 months.

favor , motion carried .
Miscellaneous Matters and Public Appearances
Lotion was made by Emery, seconded by Hally to recommend to the '
Council rezoning the Kilby property to R-3 at the time of
annexation. All in favor, motion carried .
Motion was made .by McManama, seconded by Halley to recommend to
the Council rezoning the Wilhite property to L'C-LI at time of
annexation for a skating rink . All in favor , motion carried.
Building Inspector Ritchey explained to the Commission the cost
breakdown on the streets and alleys to be vacated regarding Mt.
Pitt Co. Discussion was held . The Commission ,discussed the Mt .
Pitt development and .tabled this matter waiting for the reports
from the Mt . Pitt Co ; and suggested that Mr . Rob Collins be present
at the next meeting to explain the progress that has been made with
Southern Pacific Railroad and answer any questions .
Commissioner Hillyer brought up that in a C-3 zone offstreet
parking is not needed and something should be done immediately to
correct this . Motion was made by Hillyer , seconded 'by McManama
recommending that the Council study Section 17 .04.080 of the
Municipal Code regarding offstreet parking . All in favor, motion
carried.
Motion was made by Emery, seconded by Hillyer that the Council
submit to the Planning Commission a letter stating their facts '
that led to the overriding of the Planning Commission ' s decision
regarding the Hamer variance. All in favor, motion carried.
Motion was made by McManama, seconded by .Emery to adjourn the
meeting. All in favor, motion carried. Meeting adjourned at
9 :00 P .M.
