HomeMy WebLinkAboutDecember 21, 1976 Planning Commission Minutes December 21 , 1976 7 : 30 P .M . The Planning Commission meeting was called to order by Chairman Don Banks . Roll call found the following members present : Mann , McManama, Emery, Loveland, Hillyer, Halley . Absent being Commissioners Waldron and Zander . Also present were Secretary Janice Corbett, Building Inspector R . J. Ritchey and a few interested citizens . The minutes of December 7 , 1976 were presented for approval . Motion was made by Emery , seconded by Mann to approve the minutes as presented. All in favor, motion carried. Old Business A . Central Point State Bank Request for a change of one-way alley grid - Mr . Bob Lance , President of the Central Point State Bank, was recognized and came forth . He presented to the Commission a petition of property-owners and businesses favoring the change of the alley direction between 4th and 5th Streets . Commissioner Mann said that if the alley was used properly he could see no reason why it could not be a two way alley . Discussion was held. Motion was made by Halley, seconded by Mann to have the alley going one way from east to west between 4th and 5th Streets and so marked . Roll call vote : Mann , yes ; McManama, abstained, Emery, yes ; Loveland, yes ; Hillyer, yes ; Halley , yes ; Banks , yes . Majority in favor, motion carried . B. Quality Insulation - Ordinance #1068 Review, Assessor ' s Account #37-2W-10AD , Lot 400 - Discussion was held regarding Don McGrew ' s proposed building . Staff report was read. Motion was made by Emery , seconded by McManama that Mr . McGrew be allowed to pave the 12 foot strip from his property line to the street in lieu of landscaping and everything as it stands be approved with the stipulation that when Haskell is paved and he is already on his paving contract that we take another look at the property and at that time maybe some of it will have to be paved inside the perimeter and also include the building . Roll call vote : Mann, yes ; McManama, yes ; Emery , yes ; Loveland, yes ; Hillyer, yes ; Halley, yes ; Banks , yes . All in favor , motion carried . C . Willcuts Apts . - Ordinance #1068 - Assessor ' s Account #37-2W-10AC , Lot 2100 , Pine Street - Building Inspector Ritchey read the staff report. Discussion was held. Motion was made by McManama, seconded by Halley to table this matter until the construction plans for underground utilities including drainage details are in . Roll call vote : Mann , yes ; McManama, yes ; Emery, yes ; Loveland, yes ; Hillyer, yes ; Halley, yes ; Banks , yes . All in favor, motion carried. New Business A . Gorden Property Annexation Recommendation, Assessor ' s Account #37-2W-11A , Lots 200 , 1100 - 4 071 Mr. Robert Blanton , Consulting Engineer, was recognized and came forth . Mr. Blanton presented three alternate plans of the proposed mobile home park. Short discussion was held . Motion was made by Emery, seconded by Mann to recommend to the Council annexation and also recommends annexation of the other two parcels of Gorden property on Freeman Road. Roll call vote : Mann , yes ; McManama, yes ; Emery, yes ; Loveland , yes ; Hillyer, yes ; Halley , yes ; Banks, yes . All in favor, motion carried. B. Ray Wilhite Property Annexation Recommendation , Assessor ' s Account #37-2W-3B , Lot 1500 - Mrs . Wilhite was recognized and came forth . She said that 6 .9 acres would be annexed and 42 acres would be for the proposed skating rink. Motion was made by Mann, seconded by Halley to recommend to the Council annexation of this parcel . Roll call vote : Mann , yes; McManama, yes ; Emery , yes ; Loveland , yes ; Hillyer, yes ; Halley , yes; Banks , yes . All in favor, motion carried. Miscellaneous Matters and Public Appearances With no further business to be brought before the Commission , motion was made by Emery , seconded by Hillyer to adjourn the meeting .
