HomeMy WebLinkAboutOctober 5, 1976 Planning Commission Minutes - October 5, 1976 7 : 30 P .M . The Planning Commission meeting was called to order by Chairman Don Banks . Roll call found the. following. members present : Emery, Hillyer, Loveland and Waldron. Absen being Bann, Mcflanama and Zander. Also present were Secretary Janice Corbett and Building Inspector R. J. Ritchey. A few interested citizens were also present : - Lotion was made by Loveland'; seconded by Emery to approve the minutes of September 21st and study:- session minutes of September 28th as presented. Lotion was carried unanimously. Old Business A . Villa Escondido Mobile Home Park — Weathersl .Mobile Home Park — Final Engineering, Ord . #1068 Review, Assessor' s Account #37-2W-11A , Tax Lots 1600, 1601 , 1602 and 1603, Freeman and Bursell Roads, Don Bellew, Agent. Mr. Bellew was recognized by the Commission and said that he has complied -with all the conditions set at the September 28th study session. Short discussion was held with Mr. Bellew reviewing the plans : Building Inspector R. J. ,Ritchey suggested that -Mr: Bellew contact a landscape architect to get some idea of the :types of the trees -and 'shrubs to use on ' the perimeter. (,'lotion was made by Emery, seconded by ;Waldron that screening be put .in at the beginning of each -stage of the project,- the sewer -agreement with BCVSA and. the City, the curb adjustment -agreement 'Within the -subdivision, agreement with the -City to pave Hopkins Road to the intersection of Bursell including curb, gutter, . and sidewalks and also to pave the Parking area within the mobile home park subject to 1068 review at a 'later `date. Roll call vote : . Emery, yes ; Hillyer; yes; Loveland, yes; Waldron, yes ; -Banks, yes; All in favor, motion carried. New Business A . Public Hearing — 'Home Occupation, 1447 West Pine Street, Assessor' s Account #37-2W=10AC ,rTax Lot 3400 , Firearms Shop, Newton Allen; owner, - Chairman Don Banks opened the public hearing . 'Don asked if there was anyone present in opposition to the home occupation. No one came forth. '' Chairman Banks asked Mr. Allen if he wished to _ speakL fir. Allen said he did not wish'-to add:'anything . Don closed the public''hearing . Motionibas.-made by_Waldron , to grant Mr. Allen the home occupation. Hillyer amended the motion saying if there are any complaints because of noises that he cease making the unusual noise. Motion was seconded ' by Loveland. Emery, yes ; Hillyer, yes ; Loveland, yes ; Waldron, yes ; Banks , yes . All in favor, motion carried. B. Apartments (2) - 4 plex, Ord. #1068 Review, North let Street, Assessor ' s Account #37-2W-3DB, Tax Lot 801, A .C. Bowman Short discussion was held. The landscaping will be bark and - small shrubs . Lotion was made by Emery, seconded by Waldron to approve this and that the trusses or stack roof be .put into the motion . Also to abide by the 7 conditions and comply with the Fire Marshal. Roll call. vote : Emery, yes; Hil`lyer, .yes; Loveland, yes ; Waldron, yes ; Banks, yes. All in favor, motion carried . Miscellaneous Matters & Public Appearances Mr. Wayne UanWey was recognized. Discussion was held regarding his request to develop Lots 6, 7 & 9 of Jackson County Map #37-2W-2CC, Griffiths Addition, Block 2. The Planning Commission at this time took no action but referred this matter back to Mr. UanWey for further study. Mr. Bob Ashenberner was recognized regarding his request to vacate the alley on the south side of Tax Lot 200 , adjacent to Tax Lots 300 and 301 of Jackson County Map #37-2W-10AD. Short discussion was held. Comprehensive Land Use Plan - Urban Growth Boundaries Establishment Procedure Motion was made by Loveland, seconded by Waldron to give Administrator Young the go ahead with this schedule. All in favor, motion carried. With no further business to be brought before the Commission, motion was made by Hillyer to adjourn. Motion was unanimously seconded. Meeting adjourned at 9 :15 P.M .
