HomeMy WebLinkAboutSeptember 21, 1976 City Planning Commission Central Point City Hall September 21 , 1976 Meeting called to order at 7 : 30 P . M. A11 present except Mann and MCManama. Mann arrived at the end of roll call . R & S Building ( Roto-rooter_) . R. J. stated plans are complete except for roof truss details ._ There is ample space for parking . Zander asked if engineering stamp required . Young stated .this is under the minimum square footage and Fire ,Marshal approval is not necessary . R. J. discussed the corrections that must be made to conform to UBC and fire code . The builder has agreed to do these items . Waldron moved to table until the plans are complete. " Loveland seconded . Motion unanimous to table. Minutes of the September 7th meeting - Waldron made motion to approve , Mann seconded. Motion carried unanimously . Weather ' s Mobile Home Park - Don Bellew presented a new set of plans . The entrance has been changed and the layout of park has been changed to give better access and better security. 71 spaces are included in this plan . This is a preliminary plan as to approval of layout and streets . Plan covers 13 . 59 acres . Trailers to be coutersunk instead of skirting . Emery questioned who is to do the blacking and if there is a state law covering this . The builder will set up the concrete pads for the trailers. Zander discussed that a building permit is needed on each space as it is built. Mann wanted to know about off- street parking . There are two parking spaces for each trailer space, plus additional onstreet parking . Young stated we need a grading plan , curb and gutter details and elevations . Bellew requested general approval of the concept of the plan . Emery made motion to approve concept of plan . Waldron seconded. Unanimous approval . Plans will be available for study session on September 28th. Gordon Property - Bruce Bauer has taken over sales . George Lewis of Rogue Valley Planning and building design . This is located west of the freeway and is approximately 50 acres . The area is shown as high density residential use . Bauer is requesting information as to how this land could be used, what type of development would be approved. They are proposing to have a number of land uses on the property, such as a subdivision on smaller lots and a mobile home park. Young stated that property is zoned for condominimums , PUD, apartments , single- family dwesllings . Bauer stated that they would go ahead with a prelim- inary plan and proceed with annexation . Leonard-Farnsworth-Flanagan - No one present to represent developers. Young referred Planning Commission to Item 2 , Page 3 of the October 21 , 1975 Planning Commission Minutes recommendations . The developer has requested that he not be required to construct curbs and gutters along Glenn Way . Young stated that he could never recommend to the Planning Commission as long as he is City Administrator that the City Bancroft this type of project . Banks agreed with Young regarding Bancroft, and stated that maybe the property-owners along Glenn Way would put in the curbs and gutters as he does not feel the developer should be required to put in the curbs and gutters along this street as the property— owners only would benefit. Emery stated he felt the developer , would benefit and that the home owners along Glenn Way would suffer due to the water draining off the street into the properties if the developer did not construct "the curbs and gutters . Waldren feels that if we don 't get the curbs and gutters and sidewalks now ' we will have another Pine Street. Young stated policy of City has been for the developer to pay for any offsite development especially if a problem occurs to present property—owners'. He recommends we hold this off until next meeting . Emery moved and Bann seconded to table until next meeting. All in favor. Zander moved to adjourn , Mann seconded at 8 :15 P .M.. Motion passed.
