HomeMy WebLinkAboutSeptember 7, 1976 Planning Commission Minutes September 7 , 1976 7 : 30 P.M. The Planning Commission meeting was called to order by Chairman Don Banks . Roll call found the following members present : Emery, Hillyer, Loveland , Mann , Waldron . Absent being MCManama and Zander . Also present were Secretary Janice Corbett, Building Inspector R . J . Ritchey and a few interested citizens . The minutes of August 17 , 1976 were presented for approval . Motion was made by Emery, seconded by Hillyer to approve the minutes as presented . All in favor, motion carried. Old Business A . Willcuts Apartments - Ordinance #1068 Review - Assessor ' s Account #37-2W-10AC , Tax Lot 2100 - West Pine Street This matter was tabled until the September 21 , 1976 meeting. B. Jones Mini-Market - Ordinance #1068 Review - Assessor ' s Account #37-2W-3A , Tax Lots 1300 and 1400 - N . 3rd and 10th Streets Chairman Banks asked Mr . Jones if he had cut down the size of the building . Mr . Jones said he has cut down to 8100 square feet . Building Inspector Ritchey said that an architect engineers stamp will be required on the plans . Chairman Banks asked the Commission- ers if they had any comments . Hillyer said she does not believe this area was zoned for a store of that size . Motion was made by Emery, seconded by Mann to approve the preliminary plat. Roll call vote : Emery , yes ; Hillyer, no ; Loveland, yes ; Mann , yes ; Waldron , yes ; Banks , yes . With majority in favor , motion carried. C . William Kight carport enclosure - Ordinance #1068 Review - Assessor' s Account #37-2W-2CC , Tax Lot 4000 , 917 East Pine Street Motion was made by Hillyer, seconded by Waldron to deny this matter . All in favor , motion carried. D. R & S Building (Rota-rooter) , Ordinance #1068 Review - Assessor' s Account #37-2W-3DC , Tax Lot 2101 and 2100 , 250 N . Front Street Building Inspector Ritchey reported that he had told the applicant that he would have this matter on the agenda for the next meeting for 1068 plan review. Motion was made by Emery , seconded by Mann to table this until the next meeting . All in favor, motion carried. New Business A . Time extension of Leonard-Flanagan-Farnsworth tentative preliminary plat - Subdivision Mr . Bud Adler was recognized and stated he was representing all three parties in this matter. Mr . Adler said he has been in contact with several investors who are interested in the property and who are willing to comply with everything that the Commission proposes . fir. Adler said he would like to bring up for possible consideration bancrofting the entire subdivision . He said the ststem is set up so that the developer pays the City back over a , period of time or as the lots sell whichever comes first. The work is done on a bid basis as opposed to the developer going out and making a deal on his own . This is important because it allows the City to maintain control of the specifications about what is going to be done. I't assures the City that they will get the materials that they want . As far as a pay back plan, the billing starts thirty, ( 30 ) days after compilation of actual cost. Lotion was made by Emery, seconded by Loveland to grant a 1 year time extension on the preliminary plat. All_ in favor, motion carried . B. Grange Co-Op Fence - Ordinance #1068 Review - Assessor' s Account #37-2W-10AA , Tax Lot 4500 , 225 S. Front Street Building Inspector Ritchey read some fencing additional submitted by Mr. Jim Hudson, Grange Co-Op . (Refer to additions) . Motion was made by Dann , seconded by Emery to approve the fence for Grange Co-Op . All in favor, motion carried. With no further business to be brought before the Commission, the meeting was adjourned at 8 :25 P . I. Jinice Corbett , Secretary '
