HomeMy WebLinkAboutAugust 17, 1976 Planning Commission Minutes August 17, 1976 7 : 30 P .M. , The Planning Commission meeting was called to order by Chairman Don Banks. Roll call found the following members present : Emery , McManama, Hillyer, Mann . Absent being Loveland, Waldron , Zander. Also present were Secretary Janice Corbett, City Adm. Ron Young , Building Inspector R. J . Ritchey and several interested citizens . The minutes of July 20 , 1976 were presented for approval . City Adm. Ron Young said there was a correction to be made. On page 4 under Miscellaneous Matters , 1st line, should not read Conifer Planned Unit Development but should read Willcuts Complex. Motion was made by McManama, seconded by Hillyer to approve the minutes as corrected. With all in favor, motion 'carried. Study session minutes of August 3, 1976 were approved as presented. Chairman Banks read a letter of resignation from Commissioner Mickey McDowell effective July 16, 1976 . Old Business A . First National Bank - Ordinance #1068 Review —Drive-In Teller Booth Cover City Adm . Young read the staff report requirements and stated ' that everything complies with the City requirements and codes . It was stated that the cover is all metal . Motion was made by McManama, seconded by Emery to accept the plans as drawn up and include the staff report requirements . With all in favor, motion carried. B. Hutchins Chestnut Park Subdivision - S . 7th Street at Ash - Final Plat - Assessor ' s Account #37-2W-11BA , Lot 780 Chairman Banks read the staff report requirements . Motion was made by Emery, seconded by Mann to approve the final plat with the park development fees to be paid. Roll call vote : Emery , yes ; McManama, yes ; Hillyer, yes ; Mann , yes ; Banks , yes. With all in favor, motion carried. C . Willcuts Apts. - Ordinance #1068 Review - Assessor ' s Account #37-2W-10AC , Lot 2100 - West Pine Street City Adm. Young read the staff report requirements . Adm. Young said that a letter was received from. Mr. Willcuts stating he agreed with all the changes that are required . Discussion followed. McManama said that Mr. Willcuts has agreed to fence in the creek but it should be included in the staff report . Emery recommended that the fence be put up before ' occupancy of Phase I . Motion was made by McManama, seconded by Emery to accept the plans with the staff report require- ments and also from the study session report with the exception of H on that report before occupancy of Phase I regarding the fencing . Roll call vote : Emery, yes ; McManama, yes ; Hillyer, yes ; Bann , yes ; Banks , yes . With all in favor , motion carried. D. Weather ' s Mobile Home Park - Ordinance #1068. Review - Assessor' s Account #37-2W-11A , Lots 1600 , 1601, 1602 , 1603 - Hopkins Road at Bursell . Adm. Young said that this came before the Planning Commission in 1975 and was approved but due to the illness of the Engineer the project was not completed . This was a preliminary plan . At the ' same time we were working on a mobile home park ordinance along with working on this project . This plan was approved in concept by the Planning Commission in 1975 . Since that time this plan has been submitted by the Developer with certain changes indicated on it . Mr. Bellew, Engineer for Weathers , was recognized by the Commission and came forth . Mr . Bellew pointing to the most current plan of the mobile park project said that a few changes were being made . Some of the changes include : (1) Moving the swimming pool closer to the recreation area. (2) Including more spaces within the green area. Discussion followed . Two stipulations were made : (1) Provide concrete curb , gutter and sidewalk on frontage of Hopkins Road and one-half street paving to entrance further if developable . Agreement to be agreed by Weathers - Oil and grading for now . (2) Stop sign at Hopkins Road . Lotion was made by Emery , seconded by Hillyer to approve the concept of the plan with the staff recommendations so stated and all recomm- endations made tonight by the Planning Commission . Roll call vote : Emery, yes ; McManama, yes ; Hillyer , yes ; Dann , yes ; Banks , yes . With all in favor , motion carried. E . Jones Mini Market - Ordinance #1068 Review - Assessor` s Account #37-2W-3A , Lots 1300 and 1400 - N . 3rd and 10th Streets Adm. Young read the staff report. Adm. Young read a letter from Mayor McBee to the Planning Commission regarding Mr . Jones ' market . Mr . Jones was recognized and came forth. He said the reason he proposed this large of a market is because United Grocers and the other wholesale grocers in the Valley are charging anywhere from $25 to $35 a load for groceries if you do not meet their 5,000 square foot minimum. Mr . Jones said his market would be a four check stand operation . Chairman Banks asked Mr. Jones how much storage space he would have in the building . Mr. Jones replied approximately 3, 800 square feet including freezers , welkin boxes, restrooms and a small office . Hillyer said she thought the area was zoned for minute markets only . She feels that Mr. Jones ' market is for a completely different type of market and does not comply with the uses of a minute market. Mr . Jones said he is calling the market a mini-community type market. Discussion followed . , Motion was made by Mann , seconded by Emery to table unitl further input, is provided . Roll call vote : Emery , yes ; McManama, yes ; Hillyer , no ; Mann , yes ; Banks , yes . With majority in favor , motion carried. F. Forrett 4-plex Apts . - Alley paving agreement request regarding Assessor' s Account #37-2W-11BB, Lot ,5300 , 437 Ash Mr . Forrett was recognized and came forth . He said the alley should have been paved when the Central Point Develop- ment put up their units between 4th and 5th on Alder Street . Adm. Young said that what should be done is to ask Mr. Forrett if he .would sign an agreement with the City at the time we could get the people interested or put it against their property . Mr . Forrett said he would . Motion was made by McManama, seconded by Mann to allow Mr. Forrett to sign an agreement with the City to pave the alley at a later, date. With all in favor , motion carried. G . Valley Estates Subdivision , Unit #3, Final Plat - Assessor' s Account #37-2W-11C , Lot 157 Tom Malot , Developer, was recognized and stated that he would comply with all the staff report requirements . Motion was made by Emery, seconded by McManama to accept ' the final plat with the park fees to be figured out at a later date and including the staff report requirements . Roll call vote : Emery, yes ; McManama, yes ; Hillyer, yes ; Mann , yes ; Banks, yes . With all in favor , motion carried. H. Gary Yost . 4-plexes - Ordinance #1068 Review - Assessor ' s Account #37-2W-11C , Lot 157 Adm. Young read the staff report requirements . Mr . Yost was recognized and came forth. Mr . Yost said that the last time he approached the Commission he got approval for 12 units which he did not get financing for and asked for a 6 month delay upon completion of the building to put in the parking . At this time Mr . Yost asked if he could get the 6 month delay. Discussion followed. Motion was made by Hillyer, seconded by Emery to approve the 1068 review with the 6 month delay on paving the parking lot, also finding out how he is going to pave the street and including the staff report requirements. Roll call vote : Emery, yes ; McManama, yes; Hillyer, yes ; Mann , yes ; Banks , yes . With all in favor, motion carried. I . Mt. Pitt Co. Proposal for Abandonment of street Motion was made by Mann, seconded by Emery to accept the , proposal of Mt . Pitt Co . for abandonment of street . With all in favor, motion carried. 9,t 1'7, 1976 J . Temporary banking facilities — 5th and Pine for Central Point State Bank Mr. Bob Lance was recognized and came forth. Mr. Lance said that while constructing the State Bank his establishment is proposing to put up a mobile home designed specifically for banking . It is 12 X 55 and will be located on the southwest corner of the lot . The permanent facility will be built on the back of the lot toward the alley . Chairman" Banks asked Mr . Lance how long he thought it would be before the bank was constructed. Mr. Lance replied about 6 months . Motion was made by Emery, seconded by Hillyer to approve the mobile home for temporary use for one (1) year effective August 17 , 1976 . Roll call vote : Emery, yes; McManama, abstain ; Hillyer, yes ; Mann , yes ; Banks , yes . With majority in favor, motion carried. New Business A . R & 5 Building - Ordinance #1068 Review - 250 N . Front - Addition for storage - Wayne Olson (Roto-Rooter) Mr. Olson was recognized . Building Inspector R . J. Ritchey said that what he is proposing is to extend the building on out to the alley, 60 X 33 feet, 12 feet high, four hour block wall construction . Discussion followed. Motion was made by McManama, seconded by Mann to approve the basic concept of the plan . With all in favor, motion carried. B . Grange Co-Op Warehouse - Ordinance #1068 Review - Assessor' s Account #37-2W-10AA , Lot 5000 - Front St . Adm . Young read the staff report . Building Inspector R . J . Ritchey said that this is identical to the other warehouse with the excep- tion that they are making it 4 feet wider . There will be a loading ramp on the north side toward the back near the railroad. There will be a small 10 X 12 foot office in the northeast corner of the building . Discussion followed. Motion was made by McManama, seconded by Mann to accept the plans with the staff recommendations . Roll call vote : Emery, yes ; McManama, yes ; Hillyer , yes ; Mann , yes ; Banks , yes . With all in favor, motion carried . C . John Lawton - Ordinance #1068 Review - 725 Manzanita 4-plex - Assessor' s Account #37-2W-2CB , Lot 6100 Adm . Young read the staff report . Mr. Lawton said there would be a 2 foot overhang all around. The plans were reviewed . Discussion followed. Motion was made by Emery , seconded by Mann to pass the plans and make the stipulation on the alley to sign an agreement with the City so stating that the alleys be paved as part of it and if it becomes a dust hazard to oil it . Roll call vote : Emery, yes ; McManama, yes ; Hillyer, yes ; Mann , yes ; Banks, yes . With all in favor , motion carried. D . Mr . William Kight — 917 E. Pine St. — Ordinance #1068 Review — remodel from carport to garage — Assessor ' s Account #37-2W-2CC , Lot 4000 , Building Inspector R . J. Ritchey said that Mr. Kight is proposing to stud up the wall 20 ' . 6" long and then put a 7 ' overhead garage door. Discussion followed. Motion was made by Hillyer, seconded by Dann to table this matter until the September 7 , 1976 meeting and to have fir. Kight present .
