HomeMy WebLinkAboutNovember 20, 1979 Planning Commission Meeting City Hall Council Chambers November 20, 1979 Meeting was called to order by Chairman McManama at 7:30 P.M. Roll call found the following members present: Hillyer, Nordby, McManama, Thelen and DeArmond. Absent were members: Misik, Sorensen, and McPherson. Others present were Bldg. Official-Planner R.J. Ritchey, Georg Stotler-de Ruyter and several interested citizens. Mr. Ritchey presented the following correstions to the Minutes of the November 6, 1979 Planning Commission meeting: Page 2 final paragraph line 4; Change "2 buildings" to read "1 building". Remove the words "each" and "front". Page 3; 2nd paragraph line 1, change "warehouses" to read 1warehouse". Motion by Hillyer, second by Nordby, to approve the Minutes of the November 6, 1979 meeting with the above corrections. Carried, all in favor. (Minutes do reflect the approved corrections.) Correspondence - None A. Council had received a letter of resignation from Planning Commissioner Orville Hamer. Public Appearances - 1. Rene Craig representing 1st National Bank presented material in regards to Community Reinvestment Loads. Lending institutions are obligated to meet credit needs in the community. Displays are at all local banks. 2. Robert Blanton, P.E. , representing the developer of Suburban Sub- division Mr. Carol Alleman, addressed the Commission stating that they had assumed they were on the agenda. Mr. Blanton agreed to comply with all items on the November 6, 1979 Staff Report with the exceptions of items 7 and 10. Item #7 - Mr. Blanton felt that some agreement had to be made so that the Developer would be paid back for development of Hopkins Road. Item #10 - Mr. Blanton felt that the continuation of storm sewer to easterly boundary of Suburban Subdivision would not be in the City's best interest. Hopkins and Bursell Intersection Development Plan has been approved by Jackson County. Mr. Blanton requested some sort of arrangement so that the developers on the south side of Hopkins Road would pay their portion of the development of the road to Jackson County standards. Would like the City to be responsible for reimbursement and notify the developers of Suburban when other development was proposed. Building Official Ritchey stated that he could foresee a problem with such an arrangement. Future Staff, Council, and Planning Commission mebers would not be in a position to know that this was a factor when a development plan was boaught in several years down the line. He also stated that the present City Administration does not feel that it is good policy to enter into such agree- ments. Member Thelen commented that he does not think the Planning Commission can put the City in a situation where 5-10 years from now the City is responsible. Novdlsber 20, 1980 - Planning Commission Minutes Mr. Blanton affirmed that they will go along with development of a 40-foot street, but because of this unusual development request, they are asking that the City help insure that the Developer get part of the cost back for full development of a street to serve a development on one side of the road. It will be a dead-end street so traffic will not be great. Member Nordby stated he does not feel the City should get involved. Feels that traffic flow will be substantial. Member Thelen, referring to the November 13, 1979 Study- Session, said that at that session the- Planning Commission did not agree that the City should take the responsibility of notifying all owners. Said he would be hesitant to do so because of the time span of 5-10 years. He expressed concern that the word would not be passed on: Member DeArmond asked Mr. Ritchey if the Village had not been planned would only half a street be required? DeArmond stated that a half-street was ap- proved when Conger-Morris developed their property, with reimbursement. Mr. Ritchey stated that in that case Conger-Morris opted to develop the full width of Cupp Drive and to attempt to get reimbursement if they could, also the City was not to be responsible for reimbursement. Taylor Road and Scenic were mentioned as streets wthat were developed to the Center-line of the existing-right-of-way. Member Nordby stated that he felt a full street would be required for a develop- ment of this size and that the developer is entitled to reimbursement, but the City should not be responsible for reimbursement. Felt the matter should be discussed with Attorney Carter. Mr. Blanton requested that the preliminary plat be approved as conditions stand. To improve Hopkins Road to full width and discuss arrangements for possible pay-back at a later time. Motion was made to approve the Preliminary Plat of Suburban Subdivision, subject to all requirements of the November 6, 1979 Staff Report by Hillyer, second by DeArmond. Roll Call vote: to approve - Hillyer, Nordby, McManama, Thelen and DeArmond. Carried, with all in favor. 3. Steve Erickson from Jackson County Planning and Development presented the "Board of Commissioners Statement of Planning Program Direction, October 1, 1979"; and explained that they were looking for input to direct their staff in the direction they will follow in finalizing the Jackson County Comprehensive Plan consisting of: (1) reactions to statement, (2) make specific recommendations for changes if statement does not say what you want. The statement is centering on problem areas in lands outside agricultural and forest lands he explained. They will be considered at a later time. The concept of down-zoning caused primary problems with the previous Com- prehensive Plan. They are trying to establish where the real 'problems are with the plan and get done with it, providing the public approves! . Trying to establish the areas that were mis-zoned in 1973. They would like the input by the first of the year. Edwin Gebhart, 448 Beebe Road, Central Point stated he feels that unless there are some radical changes in the attitude of the County our time is being wasted. Previous input has not been a knowledged. County needs positive support from agriculture. Farmers will not go along with down-zoning without compensation. November 20, 1979 Minutes page 3 Mr. Erickson explained that the Planning Director is making an attempt to get the previous agricultural committee back together. Mr. Gebhart stated that the County didn't listen to what the agricultural com- mittee had to say before! Mike LaNier of RCS Management, Ashland, commented that the basic problem with the Comprehensive Plan is one of concept. One thing that is forgotten is that they are dictating whan can or cannot be done with property. Otto Bohnert, 4270 Grant Road, Central Point, stated that he runs into real problems trying to farm with all the restrict-ions he must comply with. Commissioner Thelen commented that he feels its a shame to have orchards up- rooted to make room for houses and prime agriculatural land destroyed for hou housing. Mr. Gebhart stated that profit is the motive for this to happen. Discussion. Old Business - none. New Business 0 1068 Review for proposed 4-Plex at 823 Laurel Street, Van Wey-Schleining, applicants. (Matter was on Nov. 6, 1979 agenda, also.) Mike LaNier of RCS Management, Ashland, representing the applicants presented a new plan. Re- alignment of the units into a square cluster instead of strung out and the subsequent realignment of parking places and landscaping plans were discussed by Mr. LaNier. Motion to approve subject to Staff Report of November 19, 1979 made by Nordby with second by Thelen. Roll call vote found all in favor. Motion carried. Miscellaneous Matters Mention was made that Lloyd Mann, Earl Nordby and Ben McManama served as pallbearers at Don Bank's fundral. Flowers and card sent from the Planning Commission and Building Department. Building Official Ritchey brought to the attention of the Planning Commission the materials dealing with recreational areas in multi-family housing develop- ments; that he had distributed at an earlier meeting and recommended that the Planning Commission consider these materials for discussion at a later date. There was some discussion about solar access requirements and their application to Suburban Subdivision, the outcome of which was to consider this on an in- dividual-lot-basis at the construation phase. No further business. Motion by DeArmond to adjourn. Seconded by Nordby. Meeting adjourned at 9:20 P.M.
