HomeMy WebLinkAboutJuly 17, 1979 Planning Commission Meeting City Hall Council Chambers July 17, 1979 Meeting was called to order by Chairman McManama at 7:35 P.M. Roll call found. the following members present: Thelon, Hillyer, Emery, DeArmond, and Chairman McManama. Sorensen arrived at 7:45. Staff present were: City Administrator Kucera, Admin. Director Donahue, Bldg. Official Ritchey, Public Works Super- intendent Capps, Fire Chief Penicook and Clerk Stotler-de Ruyter. Motion to approve Minutes of the regular July 3rd meeting was made by Hillyer, second by Thelon and carried with all in favor. LeRoy Sorensen received oath of office as Planning Commission member from City Admin. Kucera. (Position #8 expires 1/01/82) Correspondence Chairman McManama read letter from Rogue Valley Council of Governments stating the Board of Directors had voted to recommend favorable endorsement of City Park Improvement Project. Incldded were improvements to Gazebo and construction of Tennis-Basketball Court. Public Works Superintendent:: Capps opposed the project of Tennis�Ba§ketball Court in the Main Park; not enough space, park better used for the general public. Public Appearance Don Gallo, CH2M Hill Company, Corvallis, Oregon presented plan and computer model showing existing and proposed water lines to the Year 2000. Plan shows water supply for fire flow demand (maximum day demand) and water supply to newly devel- oping areas so they will fit into the overall water plan when it is completed. Improvements consist of two types: (1) Improvements to existing lines, and (2) Transmission lines to areas that are not developed yet. Problem areas - west and north sides of town, Louisiana-Pacific Mill on South Front Street. Mr. Gallo feels that on a peak demand day (hot weather) we would have problems meeting fire flow. Gallo recommends a new source at Vilas Road, 16" to Fairgrounds, 12" from Fairgrounds to City looping back to existing system and branching to east side. Discussion. Hillyer "Should existing water serve be extended to Snow property?" , Gallo -"Notsufficient water; especially for fire service." Hillyer -"What about water for The Meadows?" Gallo - "They are developing near the source, though it will be takin flow before it gets to the City Center." Insurance rating of fire flow service method of rating City water systems) for Central Point is #6, with #10 being no service at all. Old Business Snow Annexation (Continued Public Hearing) Memo, March 17, 1979 - Study was tabled until water study was completed. Report from Bldg. Official Ritchey: (1) Full staff report has not been done since we are still waiting for the completed water study. (2) Ability of 6" siphon to handle sewage. With 56 proposed lots the sewage use would be doubled, this had been brought out at a prior meeting. Superintentent Capps stated that 4 to 5 times a year Public Works has to service that 6" siphon. (3) Possi- bility of B.C.V.S.A. to provide service in that area. Ritchey introduced letter from B.C.V.S.A. suggesting that Dr. Snow not withdraw since he will be required Planning Commission Meeting July 17, 1979 - page 2 Old Business (continued) to pay for improvements on trunk line anyway and could use that service at some future time. Proponents were call forward to present new evidence. Ron Young came forward but had no new evidence to present due- to lack of knowledge of- meeting to- night. Felt that the-City and Developer should bear the load of development together. City Administrator Kucera questioned Don Gallo as to the minimum size of a line for this area. Stated if this was larger than the Developer wanted to bear, perhaps some cooperative solution could be found. Question posed as to cost of study of supplying water to this proposed subdivision. Don Gallo - "300- `350 dollars for this specific subdivision, including letter report, mapping, and computer runs." Dr. Snow indicated he would be willing to pay for- this study though he could not speak for Mr. Hull (adjoining property owner). City Administrator Kucera stated that the City Council had indicated that on matters that were to the benefit of the developer only, that the developer should bear the cost. Don Gallo - Study' on the Snow property itself would take 2 weeks, the master plan would be ready in 4 to 5 weeks. Motion made by Hillyer to continue the public hearing until the Water Study is made on Snow property. Second by DeArmond. All in favor, the motion carried. No New Business. No Miscellaneous Matters. No further business, Motion was made and seconded to adjourn. Carried with all in favor. - Adjournment came at 8:48 P.M.
