July 3, 1979
Meeting was called to order by Chairman McManama at 7:35 P.M. Roll call found
the following members present: DeArmond, Emery, Hillyer, Nordby, Sorensen,
Thelen and Chairman McManama. (Sorensen & DeArmond recently appointed by Mayor
Curry- only DeArmond has received oath of office.) Absent were members Hansen
and Waldron. Staff present were Administration Director Donahue, B1dg.Official
Ritchey and Secretary Stamper.
Motion to approve the Minutes of the Regular meeting held June 5, 1979 was made
by Hillyer, second by Thelen and carried with all in favor. (No meeting was
held June 19, 1979).
No Correspondence to report on and no one appeared from the audience.
No Old Business pending.
New Business
1. Variance request for fence at 765 Ash Street, Craig Lathrop as applicant.
Property located on J.C. map 37 21Y 11BA, Tax Lot 600 of Constant Tract. Staff
report package presented by Bldg. Official Ritchey containing copy of the appli-
cation, sketch of house and garage on lot, area map and reasons for request of
the applicant combined with Staff Report recommending denial because of insuf-
ficient evidence to justify the request. Questions to Mr. Lathrop in the audi- '
ence by the Commission members; hobby of restoring antique cars; his lot goes
through to Chestnut Street and people on the street can see into the yard; 51
heighth of wood fence as requested would prevent easy access; when he puts a
swimming pool in it would act as protection and screening; would like to install
fence within the Chestnut Street right-of-way. Copies of the new fence ordinance
#1342 passed to Members. Discussion. Hillyer made motion to deny request for
variance of fence heighth and setback (from Chestnut Street) as contrary to the
ordinance. Motion seconded by Thelen. Roll call vote: DeArmond-Yes; Emery No;
Hillyer-Yes; Nordby-No; McManama-Yea; and Thelen-Yes; with Sorensen not voting.
Motion to Deny fence variance request for 765 Ash Street carried with 4 in favor
and 2 opposing and 1 not voting. Mr. Lathrop was informed that the right of
appeal of the Planning Commission decision was available to him through to the
City Council. Mr. Lathrop indicated he would appeal the decision.
2. Preliminary Plat Review for property located on J.C. map page 37 21Y 3DD
Tax Lot 9300, Block 11 of Original Town for proposed construction of a profes-
sional buildi in the C-2 zone; owner Dr. Bruce Turner. Bruce Abeloe represent-
ing applicantmember of Struble & Skelton Architects) was present and displayed
Plat maps. Staff report by R.J. Ritchey, Discussion. Motion by Nordby to
approve the Preliminary Plat subject to staff report items: 1. Is a permitted
use in the zone, 2. No setbacks required for off-street parking, 3. Map shows
22 public parking spaces on property with the requirement of 18, 4. Increase
access easement from 20' to 24' to all back-up space from parking spaces, 5.
Sewer and Water area available with existing 2" line; to be tapped to provide
separate line to new building and sanitary sewer line will not need new connect-
ion to accommodate building, 6. Perimeter landscaping needs more detailing on
Plans. More discussion. Motion by Nordby to approve the Preliminary Plat
based on staff report. Second made by Emery. Carried with all in favor of
those members voting.

New Business (continued)
3. Revised Plat for Meadows Mobile Home Park formerly The Old Oak Tree was
next item on agenda. Bob Blanton of Blanton Engineering was in the audience
for owners and made presentation. Park to be located on north side of Hopkins
Road' and east of Freeman Road, Tax Lots 200 and 1101 on J.C. map 37 2W 11A con-
taining 51 plus acres. Plat maps displayed. The area will be done in 3 phases
of development and provide for 195 double wide modular home sites under 4 phases
of construction. Called out was a 50' wide cul-de-sac area, the recreation
building will be moved and visible from the entrance way. Phase I now provides
change in drainage system and the flow towards Mingus Creek will be re-directed
and off towards Greenbriar Mobile Home Park. Mingus Creek will remain to flow
as before; sewer and water system re-routed to location of pumping station to
open space and greenway area on plat (formerly where the recreation building was
to stand); 12" line connecting from City's Vault at Freeman and Hopkins; incoming
water through 1 meter; The Park will be totally surrounded by 8" line looped sys-
tem with 1250 gpm flow and will save 380' of water line. Phase I and II water
system will be put in first. Mr. Stan Harris was recognized from the audience as
on of the Developers of the Park. Discussion.
Revised Plat can be approved based on his forthcoming staff report stated Bldg.
Official Ritchey. Plans had been submitted 2 days previous and had been reviewed
but no report written.) Discussion. Emery made motion to approve the Revised
Preliminary Plat based on the following: 1. Install 12" line 360' along Hopkins
with 8" interloop system; 2. Changes to Mingus Creek and relocation of direction
of storm run-off flow; 3. Change to elevation; 4. Decrease in density and space
to Phase I and Phase II areas; 5. New location for Recreation Building; 6. 50'
cul-de-sac; 7. "The Meadown" name change; 8. Staff recommendations as outlined.
Discussion by Mr. Harris who recommended 40' streets, no sidewalks and prohibition
of parking on streets. He stated each lot will have 4 spaces of off-street parking.
He would recommend a 6' median in center of street and no parking for the planned
residential community of low maintenance which will be an asset to Central Point.
Motion was seconded by Nordby. All in favor by Roll Call with Member Sorensen
not voting. Carried.
Discussion on street width; median strip with plantings which would improve the
area, slow traffic and discourage parking on the streets.
Landscape plans will have to be brought back to Planning Commission; parking
overflow space must be provided as not shown on the Revised Plat maps.
Motion by Emery to approve concept of median strip. DeArmond seconded. Roll call
was DeArmond- Yes; Emery- Yes; Hillyer- No; Nordby- Yes; Thelen- Yes; and Chairman
McManama- No. Concept of median strip innovation approved by vote of 4 in favor
with 2 opposing. Carried.
Miscellaneous Matters:
Administration Director Bill Donahue was requested by Chairman McManama to provide
secretarial coverage for the Planning Commission meeting for July 17th as Secretary
Stamper will be on vacation.

Discussion on "fences" - Member Hillyer stated there was firewood stored 8'
high on Chestnut Street between 701 and 706 and would that constitute a
fence? Bldg. Official Ritchey said it was not covered in the Code book.
Discussion followed on the Oregon State Safety Law for- requirement of 32'
fence around swimming pool areas. Planning Commission members felt the low
height requirement was unsafe and would provide an attraction to small
children.
No further business, the motion 'to adjourn was made by Nordby with a second
given by Emery, and carried with all in favor.
