HomeMy WebLinkAboutPlanning Commission Minutes - September 1, 1987 City of Central Point Planning Commission Meeting September 1, 1987 - 7:00 p.m. Page 1 MEETING CALLED TO ORDER Chairman Ellard called the meeting to order at 7:19 p.m. ROLL CALL Present were Chairman Garth Ellard and Commissioners Ginger Bitterling, Bob Matthews and Chuck Piland. Absent were Commissioners Reed Barlow, and Jerry Mattey for employment reasons. Also present were Planner Wes Reynolds of Rogue Valley Council of Governments and Secretary Maureen Hansen. Fire Chief/Build- ing Official Don Paul was absent due to numerous forest fires in the area re- quiring his services as District Fire Chief. APPROVAL OF MINUTES Commissioner Matthews made a motion to approve the minutes of the Planning Com- mission meeting held August 4, 1987 as typed. Commissioner Bitterling seconded the motion. Roll call vote: Bitterling, yes; Matthews, yes; Piland, yes. All of the Commissioners voted in favor of the motion and the motion carried. ' CORRESPONDENCE AND PUBLIC APPEARANCES There were none at this meeting. BUSINESS Public hearing to review and make a recommendation to the City Council concern- ing a petition to vacate an alley located within Block 14 of the original town map of Central Point and further shown on Jackson County Tax Assessor's Map Page 37 2W 3DD submitted by Robert W. Hays and Michael J. Moran Chairman Ellard summarized Building Official Paul's staff report dated August 28, 1987 and listed the following exhibits for the record: Exhibit A - Notice of Public Hearing; Exhibit B - Certificate of Posting of Notice of Public Hear- ing; Exhibit C - Petition for Vacation of Alley; Exhibit D - Legal description; Exhibit E - Tax map; and Exhibit F - Aerial map. There were no conflicts of interest expressed by the Commissioners and Chairman Ellard opened the public hearing. Michael Moran, 15 Ashland Avenue, Medford, came forward. He and Robert W. Hays are the owners of Bi-Mor Service Stations of which there are 18 stations, and also own the surrounding property adjacent to the alley proposed to be vacated. Chairman Ellard asked if the alley services the property behind the Bi-Mor property. Mr.- Moran stated that the alley services no one as it is sectioned off by walls and a drop off. Mr. Moran stated that they plan to raze the existing service station and rebuild a new one with a convenience store. Chairman Ellard closed the public hearing. Commissioner Piland made a motion to pass Resolution No. 127, A Resolution Recommending the Vacation of an Alley Which Runs North from East Pine Street for a Distance of 80 Feet and is Located Midway Between North Front and North First Streets, Central Point, Oregon, Within Block 14 of the Original Town Map of Central Point, Further Shown on Jackson County Tax Assessor's Map Page 37 2W 3DD, and Further Described in Exhibit D Attached Hereto. Commissioner Bitterling seconded the motion. Roll call vote: Bitterling, yes; Piland, yes; Matthews, yes. All of the Commissioners voted in favor of the motion and the motion carried. Discussion on revisions of zoning and subdivision regulations, and updating the Comprehensive Plan - Wes Reynolds, Planner, Rogue Valley Council of Governments Mr. Reynolds gave a background on the project to update the zoning and subdivi- sion regulations along with the Comprehensive Plan, and summarized the input provided at the last Planning Commission meeting. He presented a revised zoning map and described the revisions. Mr. Reynolds recommended that the map be submitted to the Council for approval as presented. Chairman Ellard pointed out that the zoning on the east side of the freeway should be compatible with the City of Medford's urban growth boundary. He also stated that there is potential for the area around Scenic Avenue to become industrial as well as property in the vicinity of East Pine Street on the east side of the freeway. Mr. Reynolds distributed copies of a report on the zoning revisions he has pro- posed and explained the reasoning behind the revisions. The Commission dis- cussed the revisions and found them to be valid or basically routine with the following notations. A significant revision is the proposal to move some uses from the conditional lists to permitted to streamline procedures for routine cases. He explained that two approaches could be taken; the standards for staff approval could be elaborated upon, or it could be stipulated that notices of requests be pub- lished to provide opportunity for citizens who would like to request the public hearing process. Staff would have the authority to approve or disapprove clear cut cases according to whether or not definite standards are met. Another revision proposed by Mr. Reynolds was to include verbage in 17.32.060, B. , to be compatible with state and federal regulations and to eliminate the specific listing of harmful factors. The Planning Commission decided to include the new verbage in addition to the listing of harmful factors. They felt that the listing is helpful in the decision making process. Page 3 MISCELLANEOUS Planning Commissioner Training Program Chairman Ellard informed the Commissioners of a planning commissioner training program that will take place at the University of Oregon on October 3, 1987 from 8:00 a.m. to 4:00 p.m. at a cost of $50.00 per person. ADJOURNMENT Commissioner Bitterling made a motion to adjourn the meeting. Commissioner Matthews seconded the motion. Roll call vote: Bitterling, yes; Matthews, yes; Piland, yes. All of the Commissioners voted in favor of the motion and the motion carried. Chairman Ellard adjourned the meeting at 8:20 p.m.
