HomeMy WebLinkAboutPlanning Commission Minutes - February 3, 1987 City of Central Point Planning Commission Meeting February 3, 1987 - 7:00 p.m. Page 1 MEETING CALLED TO ORDER Chairman Ellard called the meeting to order at 7:07 p.m. ROLL CALL Present were Chairman Garth Ellard and Planning Commissioners Reed Barlow, Ginger Bitterling, Orrin Frederick, Jerry Mattey, Robert Matthews, and Chuck Piland. Also present were City Administrator David Kucera, Fire Chief/Building Official Don Paul, and Secretary Maureen Tanhoff. APPROVAL OF MINUTES Commissioner Piland made a motion to approve the minutes of the January 13, 1987 special Planning Commission meeting. Commissioner Frederick seconded the motion. Roll call vote: Barlow, yes; Bitterling, yes; Frederick, yes; Mattey, yes; Matthews, yes; Piland, yes. All of the Commissioners voted in favor of the motion and the motion carried. CORRESPONDENCE AND PUBLIC APPEARANCES There were none at this meeting. BUSINESS Presentation by Ron Hough, Senior Planner with Rogue Valley Council of Govern- ments, on proposed amendments to minimum lot size requirements Mr. Hough came forward and summarized his staff report dated February 3, 1987. He stated that the purpose of this report is to address interest that has been expressed to change lot size requirements in an effort to encourage development in Central Point. Mr. Hough expressed his concern that there may not be suffi- cient amenities available in Central Point to attract higher value housing. He presented a map he developed outlining different zoning densities within the City presently. Mr. Hough also suggested that another zoning amendment the City may want to consider would be to designate the zoning of the Bear Creek Greenway as BCG. Discussion followed regarding the requirements of the Land Conservation and Development Commission. Mr. Hough stated that the City could offer other incentives to developers such as reduced street width, lower fees, etc. Commissioner Frederick suggested that developers be encouraged to use natural streams in a positive manner when they flow through subdivisions. Streams could be developed as an enhancement near homes. Mr. Hough stated that he could prepare a similar report for the area east of the freeway to be presented at the next Planning Commission meeting for review. City of Central Point Planning Commission Meeting February 3, 1987 - 7:00 p.m. Page 2 At that time it could be decided whether or not to prepare a resolution of intent to amend the zoning ordinance. After discussion, it was the consensus of the Planning Commission at this time to propose that the minimum lot size requirements within low density residen- tial districts be R-1-6, R-1-8, R-1-10, and R-L (minimum 15,000 square foot lots) , with the R-1-8 district being applied only to existing areas that were originally built to that density. MISCELLANEOUS Local Planning Digest Administrator Rucera stated that staff has received three copies of the Local Planning Digest from the Bureau of Governmental Research and Service if any of the Commissioners would like to review it. ADJOURNMENT Commissioner Bitterling made a motion to adjourn the meeting. Commissioner Mattey seconded the motion. Roll call vote: Barlow, yes; Bitterling, yes; Frederick, yes; Mattey, yes; Matthews, yes; Piland, yes. All of the Commis- sioners voted in favor of the motion and the motion carried. Chairman Ellard adjourned the meeting at 8:10 p.m.
