HomeMy WebLinkAboutDecember 2, 1986 City of Central Point Planning Commission Meeting December 2, 1986 - 7:00 p.m. Page 1 MEETING CALLED TO ORDER Chairman Ellard called the meeting to order at 7:04 p.m. ROLL CALL Present were Chairman Garth Ellard and Planning Commissioners Orrin Frederick, Jerry Mattey and Charles Piland. Commissioners Reed Barlow and Ginger Bitterling were excused due to work. Also present were Fire Chief/Building Official Don Paul and Secretary Maureen Tanhoff. APPROVAL OF MINUTES Commissioner Piland made a motion to approve the minutes of the Planning Com- mission meeting held October 7, 1986 as presented. Commissioner Mattey seconded the motion. Roll call vote: Frederick, abstain; Mattey, yes; Piland, yes. The majority of the Commissioners voted in favor of the motion and the motion carried. ' CORRESPONDENCE AND PUBLIC APPEARANCES There were none at this meeting BUSINESS Public meeting to review a site plan for classroom additions at Jewett Elemen- tary School located at 1001 Manzanita Street, Central Point, located in an R-3 zone and further described as Jackson County Assessor's Map Page 37 2W 2CA, Tax Lot 100 Building Official Paul summarized his staff report dated November 26, 1986 and listed the following exhibits. for the record: Exhibit A - Notice of Public Meeting; Exhibit B - Certificate of Posting of Notice of Public Meeting; Exhibit C - Assessor's map page; Exhibit D - Aerial map page; and Exhibit E - Applicant's site plan (separate document). Chairman Ellard opened the public meeting. Bob Dais, Principal of Jewett Elementary School, came forward. He stated that the only visual difference between the proposed new buildings and the existing ones will be that the windows will be located on front of the new buildings to avoid having them on the playground side and to utilize natural lighting. Chairman Ellard asked Fire Chief/Building Official Paul if fire equipment access will be adequate with the proposed new buildings. Chief Paul stated that it would be. a " r , City of Central Point Planning Commission Meeting December 2, 1986 - 7:00 p.m. Page 2 Commissioner Frederick asked if the present structures have metal roofing. The architect, Doug Skelton, was present and answered that they do not and the roof on the new structures will not be metal either. He added that the new roofing would have greater pitch which would be an improvement, and it would be of an earth color compatible with the existing structures. Mr. Dais stated that there would be a covered breezeway between the classrooms. Commissioner Piland asked if the additional classrooms are needed due to growth in student enrollment. ' Mr. Dais explained the need for the classrooms due to the relocation of the kindergarten class back to Jewett from Central Point Elementary School to free up space there because of the condemnation of that school's music room. He also stated that enrollment .at Jewett has increased and the new classrooms will be used for the speech and computer classes which are presently located in the stage area and the boys' locker room. Commissioner Piland asked if Mr. Dais knew of any plans by the school district to vacate the school from that site. Mr. Dais stated that he knows that the property is valuable being a prime location near the freeway, but he is unaware ' of any plans for the district to vacate it. He stated that they are planning to improve the overall appearance of the school. Chairman Ellard asked if the new classrooms would have slab foundations. Mr. Dais stated that they would have slab foundations with tile and carpeting. He added that the new classrooms would have their own heating systems and restroom facilities. No one else came forward to speak in favor of or in opposition to the site plan. . Chairman Ellard closed the public meeting. Commissioner Frederick made a motion to approve the site plan for additional classrooms at Jewett Elementary School as presented. Commissioner Piland seconded the motion. Roll call vote: Frederick, yes; Mattey, yes; Piland, yes. All of the Commissioners voted in favor of the motion and the motion carried. Public hearing to review and make a recommendation to the City Council concern- ing an application submitted by George and Joanne Johns for a minor land parti- tion at 5236 Dobrot Way further described as Jackson County Assessor's Map Page 36 2W 34C, Tax Lot 3900 Building Official Paul summarized his staff report dated November 26, 1986 and listed the following exhibits for the record: Exhibit A - Application for Minor Land Partition; Exhibit B - Notice of Public Hearing; Exhibit C - Certi- ficate of Posting of Notice of Public Hearing; Exhibit D - Applicants' map of partitioning; Exhibit E - Applicants' construction of improvements drawing 1 2 and # of parcels # # 3 descriptions , document Exhibit F Legal d P (separate ) . 8 P (separate document); Exhibit G - Assessor's map page; and Exhibit H - Aerial City of Central Point Planning Commission Meeting December 2, 1986 - 7:00 p.m. Page 3 map page. Mr. Paul explained the conditions of approval staff is recommending: that the access to parcel #3 be widened to 20 feet (with the partition map corrected prior to presentation to the Council) , and that the applicants enter into a deferred improvement agreement to run with the land. He noted changes to be made to the resolution as presented in the packet correcting the date of passage and changing the word "both" to "all" in the first condition of appro- val. He also stated that Dobrot Way is not a City dedicated street and is maintained entirely by the property owners. George Johns, 5236 Dobrot Way, Central Point, came forward. He gave a brief background explaining why he and his wife wish to partition the land and sell some of the parcels to relieve themselves of the maintenance responsibility. He also stated that they own the property adjoining the rest of the culdesac. He informed the Commission that the culdesac has been surveyed and is ready for sewer and water service. In answer to a question from Commissioner Frederick, Mr. Johns explained where the current sewer lines are on the property. Discus- sion followed. Chairman Ellard asked if the culdesac space was platted onto parcels as divided and Mr. Johns stated that it had been. Mr. Johns clarified where the culdesac is to be located and stated that there will be a larger turnaround area. Chairman Ellard also asked how Mr. Johns' neighbors feel about the minor land partitioning. Mr. Johns stated that he had not spoken to them about it. Discussion followed regarding a history of the joint effort by the property owners to upgrade Dobrot Way without a formal agreement as yet. No one else came forward to speak in favor of or against the application for minor land partition. Chairman Ellard closed the public hearing. Chairman Frederick asked if there was a limit as to how many buildings can be served by a culdesac. Building Official Paul stated that 12 dwellings can be served and there will be six on this culdesac. Mr. Paul added that there are also culdesac dimension requirements that have been satisfied in this case. He stated that the culdesac as proposed in this application will be an improvement over the existing situation. Commissioner Piland made a motion pass Resolution No. 121, A Resolution of Recommendation of Approval to Grant a Minor Partition of Land, as presented by George and Joanne Johns for 5236 Dobrot Way with the two conditions to provide a 20-foot wide access to parcel #3 and that the applicants enter into a deferred improvement agreement, and with the corrections to the resolution as described by Mr. Paul. Commissioner Mattey seconded the motion. Roll call vote: Frederick, yes; Mattey, yes; Piland, yes. All of the Commissioners voted in favor of the motion and the motion carried. ZL City of Central Point Planning Commission Meeting December 2, 1986 - 7:00 p.m. Page 4 Public meeting to review a site plan for a storage workshop. for Betel Combus- tion located at 162 North First .Street, Central Point, located in an R-2 zone and further described as Jackson County Assessor's Map Page 37 2W 3DD, Tax Lot 6200 Building Official Paul summarized his staff report dated November 26, 1986 and listed the following exhibits for the record: Exhibit A - Notice of Public Meeting; Exhibit B - Certificate of Posting of Notice of Public Meeting; Exhi- bit C - Planning Commission Resolution No. 109; Exhibit D - Applicant's site plan (separate document) ; Exhibit E - Assessor's map page; and Exhibit F - Aerial map page. Mr. Paul added that if approval is granted, full construction drawings will be required by the Building Department before a building permit will be issued. Chairman Ellard opened the public meeting. William Martin, 162 North First Street, Central Point, came forward. Chairman Ellard asked Mr. Martin if the new building will be of block construction. Mr. Martin stated that it would be built of block and painted the same color as the structure to remain on the property. He also stated that the new building would have thermal windows. Chairman Ellard asked if the new building would be attached to the remaining structure. Mr. Martin stated that it would be attached or as close as possible, and added that it would be taller than the existing building. Commissioner Piland asked what Mr. Martin plans to do with the several boilers on the property. Mr. Martin stated that they will move them all inside except for one which will be moved off the property. Commissioner Piland also asked if the present shop building will be torn down and Mr. Martin stated that it would be. Chairman Ellard asked if the new building would have any effect on the noise level of his business. Mr. Martin stated that it would not. Commission Piland asked if the apartment building next door to Mr. Martin's property will face the business. Mr. Martin answered that it does. Commissioner Frederick asked Mr. Martin if he has considered putting a skylight in the new building. Mr. Martin stated that he may include that in his final construction drawings. Commissioner. Frederick asked Mr. 'Martin if he is aware that he cannot place any, business signs on the property due to the residential zoning. Mr. Martin stated that he is aware of that. No one else came forward to speak in favor of or in opposition to the site plan. Chairman Ellard closed the public hearing. Mr. Paul stated that it would not because the business was pre-existing and the Martins do not live on the property. Commissioner Frederick made a motion to approve the site plan for a storage workshop at 162 North First Street as requested by William Martin of Betel Combustion. Commissioner Piland seconded the motion. Roll call vote: Frederick, yes; Mattey, yes; Piland, yes. All of the Commissioners voted in favor of the motion and the motion carried. MISCELLANEOUS East Pine Street Annexation Building Official Paul explained that the pending East Pine Street annexation has been placed on hold at the recommendation of the City Attorney until court litigation regarding the triple-majority ruling on annexations is resolved. ' ADJOURNMENT Commission Piland made a motion to adjourn the meeting. Commissioner Mattey seconded the motion. Roll call vote: Frederick, yes; Mattey, yes; Piland, yes. All of the Commissioners voted in favor of the motion and the motion carried. Chairman Ellard adjourned the meeting at 8: 12 p.m.
