Planning Commission Meeting

MEETING CALLED TO ORDER
Chairman Ellard called the meeting to order at 7: 16 p.m.
ROLL CALL
Present were Chairman Garth Ellard and Planning Commissioners Reed Barlow,
Ginger Bitterling and Charles Piland. Commissioners Orrin Frederick and Jerry
Mattey were absent because of work. Also present were Fire Chief/Building
Official Don Paul and Secretary Maureen Tanhoff.
APPROVAL OF MINUTES
Commissioner Bitterling made a motion to approve the minutes of the September
2, 1986 Planning Commission meeting as typed. Commissioner Piland seconded the
motion. Roll call vote: Barlow, yes; Bitterling, yes; Piland, yes. All of
the Commissioners voted in favor of the motion and the motion carried.
CORRESPONDENCE AND PUBLIC APPEARANCES '
There were none at this meeting.
BUSINESS
Review of final plat for the Central Valley #4 Subdivision submitted by Myron
Corcoran
Building Official Paul presented the final plat submitted to the Planning
Commission for comparison with the previously approved preliminary plat to
ensure that no changes were made in the interim. The Commission reviewed the
plats and determined that no changes had been made.
Building Official Paul thanked Mr. Corcoran for working with the City to
coordinate the water line improvements in that area increasing the size of the
line from six to 12 inches. Mr. Paul also stated that Mr. Corcoran did not
exceed the six-month time limit between plats as work had commenced on the pro-
ject within the six-month period.
Commissioner Bitterling made a motion to accept the final plat for the Central
Valley #4 Subdivision as .presented by Myron Corcoran. Commissioner Piland
seconded the motion. Roll call vote: Barlow, yes; Bitterling, yes; Piland,
yes. All of the Commissioners voted in favor of the motion and the motion
carried.
Chairman Ellard signed the final plat for the Central Valley #4 Subdivision.

Public Hearing to review and make a recommendation concerning an application
submitted by Daniel and Lauralee Patterson for a minor land partition located
at 3405 Snowy Butte Lane further described as Jackson County Tax Assessor's Map
Page 37 2W 10, Tax Lot 3901
There were no conflicts of interest expressed by the Planning Commissioners.
Chairman Ellard opened the public hearing.
Building Official Paul read his staff report dated October 2, 1986 and listed
the following exhibits for the record: Exhibit A - Application for Minor Land
Partition; Exhibit B - Notice of Public Hearing; Exhibit C - Certificate of
Posting of Notice of Public Hearing; Exhibit D - Applicants' map; Exhibit E -
Legal description of original parcel and proposed parcels #1 and #2; Exhibit F
- Assessor's map page; Exhibit G - Aerial map page; and Exhibit H - Jackson
Creek Neighborhood Development Plan. Mr. Paul also stated that Exhibit G
should be corrected to show Mr. Patterson's property to be larger, approxi-
mately twice the size indicated, to the south.
Dan Patterson, 3405 Snowy Butte Lane, Central Point, came forward. Chairman
Ellard asked Mr. Patterson if he was familiar with and had any objections to
the deferred improvement agreement that will be a condition of approval of the
application. Mr. Patterson stated that he has no objections. Mr. Paul stated
that the resolution would have to include a detailed description of the de-
ferred improvements that may occur in the future.
It was noted that on the Jackson Creek Neighborhood Development Plan, Timothy
Street as shown would continue through Mr. Patterson's house. As the plan is
conceptual and subject to change, it has already been suggested by the devel-
oper to the north of Timothy Street, Gary Whittle, that the street cross more
to the north of Mr. Patterson's property than where it is shown on the plan.
Mr. Patterson stated that he intends to sell the small parcel and further par-
tition the remaining larger parcel that he is keeping.
No one else came forward to speak in favor of or against the application and
Chairman Ellard closed the public hearing.
Commissioner Piland made a motion to approve Resolution No. 120, A Resolution
of Recommendation of Approval to Grant a Minor Partition of Land, for property
located at 3405 Snowy Butte Lane, Central Point, further described as Jackson
County Tax Assessor's Map Page 37 2W 10, Tax Lot 3901, as applied for by Daniel
and Lauralee Patterson; said resolution to include the condition that the ap-
plicants enter into a deferred improvement agreement detailing possible future
improvements. Commissioner Barlow seconded the motion. Roll call vote:
Barlow, yes; Bitterling, yes; Piland, yes. All of the Commissioners voted in
favor of the motion and the motion carried.

MISCELLANEOUS
Freeman Road Development Update
- Building Official Paul gave a brief update on the proposed Freeman Road Devel-
opment. The City has received a letter from the State Highway Department
stating basically that they cannot recommend construction of a development of
that size at that location because of the impact it would have on the traffic
at the intersection of Pine Street and Freeman Road. The State suggests that
the City and Jackson County work together to relocate Freeman Road. A decision
has not yet been made.
Proposed East Pine Street Annexation Update
Building Official Paul stated that staff is in the process of obtaining signa-
tures on a petition requesting annexation in that area as indicated on a map in
his office.

Commissioner Piland made a motion to adjourn the meeting. Commissioner
Bitterling seconded the motion. Roll call vote: Barlow, yes; Bitterling, yes;
Piland, yes. All of the Commissioners voted in favor of the motion and the
motion carried.
Chairman Ellard adjourned the meeting at 7:45 p.m.
