MEETING CALLED TO ORDER
Chairman Ellard called the meeting to order at 7:05 p.m.
ROLL CALL
Present were Chairman Garth Ellard and Commissioners Reed Barlow, Ginger
Bitterling, Orrin Frederick, Jerry Mattey, and Charles Piland. Also present
were Fire Chief/Building Official Don Paul and Secretary Maureen Tanhoff.
CORRESPONDENCE AND PUBLIC APPEARANCES
There were none at this meeting.
BUSINESS
Public Hearing to review an application for a minor land partition from Bette
Ziegler for land located at 789 and 789'j Pittview Avenue further described as
Jackson County Tax Assessor's Map Page 37 2W 11D, Tax Lot 900. '
Building Official Paul reviewed his staff report dated January 31, 1986 and
listed for the record the following exhibits: Exhibit A - Application for
Minor Land Partition; Exhibit B - Notice of Public Hearing; Exhibit C - Certi-
ficate of Posting of Notice of Public Hearing; Exhibit D - original parti-
tioner's map submitted at the February 4, 1986 Planning Commission meeting and
the revised partitioner's map submitted at this meeting; Exhibit E - original
legal description submitted at the February 4, 1986 Planning Commission meeting
and the revised legal description submitted at this meeting; Exhibit F - Tax
Assessor's map; Exhibit G - aerial map page; and Exhibit H - copy of "Parking
Standards" from Ordinance No. 1512. Mr. Paul explained the revisions to the
partition made by Mr. Ziegler as a result of the concerns expressed by the
Planning Commission at the February 4, 1986 meeting regarding the driveway
accesses and sewer connects to each parcel upon partitioning.
Chairman Ellard opened the public hearing.
Zig Ziegler, P. 0. Box 1497, Jacksonville, Oregon, came forward representing
his wife, Bette Ziegler. He apologized for not attending the Planning Commis-
sion meeting held on February 4, 1986 when this application was originally
scheduled. He gave a brief background of his involvement in the annexation of
the property and the formation of a local improvement district to install a
water line in Pittview Avenue. Mr. Ziegler stated that he had no problem with
complying with the concerns of the Commission and has addressed them in the '
revised map of his partition.
Chairman Ellard asked Mr. Ziegler if he is aware of the complaints expressed by
another property owner on Pittview Avenue regarding the amount of cars parked

on his property. Mr. Ziegler stated that he was and that he realizes that
there is a lot of pride in property appearance on Pittview Avenue as most of
the residences on the street are owner-occupied.
Commissioner Piland made a motion to pass Resolution No. 108, A Resolution of
Recommendation of Approval to Grant a Minor Partition of Land, including the
following two conditions: 1. The applicant is to provide separate driveways
to each tax lot that meet the encroachment requirements of the Jackson County
Public Works Department; and 2. Each lot shall have its own sewer connect.
Commissioner Bitterling seconded the motion. Roll call vote: Barlow, yes;
Bitterling, yes; Frederick, yes; Mattey, yes; Piland, yes. All of the Commis-
sioners voted in favor of the motion and the motion carried.
Site Plan Review - New Post Office structure to be located on the block between
Pine and Manzanita, and Sixth and Seventh Streets, further described as 37 2W
2CC, Block 47 of the Original Town of Central Point
Building Official Paul gave a brief update on this federal project. The
federal people do not feel they should be subjected to the regulations of a
lower authority by being required to obtain a City building permit to build the
new post office. The matter has been challenged in court by others and it is
pending in legislature at this time. The plan review will have to be done by
an A-level plans examiner which we do not have on staff. It will be done by a
plans examiner from another agency but not until a plan check fee is paid.
Local contractors have been made aware that a building permit will be required.
Phil Patterson is the architect on the project which is out for bid now with
construction to begin by April 15, 1986. Mr. Paul stated that the Post Office
has purchased the property the structure will be built on. Approximate cost of
construction is $750,000 to $1,250,000. The Commission reviewed the plans.
Chairman Ellard expressed concern as to the ingress and egress from the post
office onto Pine Street. He suggested that a study be conducted to see if a
traffic control device will be necessary in the area.
Commissioner Frederick made a motion that an informal study be done to deter-
mine the necessity of an additional traffic control device in the area as a
result of the post office construction on Pine Street. Commissioner Mattey
seconded the motion. Roll call vote: Barlow, yes; Bitterling, yes; Frederick,
yes; Mattey, yes; Piland, yes. All of the Commissioners voted in favor of the
motion and the motion carried.
Commissioner Piland made a motion to approve the site plan review for the con-
struction of the new post office on the block between Pine and Manzanita, and
Sixth and Seventh Streets subject to a study regarding the necessity of a
traffic control device in the area. Commissioner Frederick seconded the
motion. Roll call vote: Barlow, yes; Bitterling, yes; Frederick, yes; :Mattey,

yes; Piland, yes. All of the Commissioners voted in favor of the motion and
the motion carried.
MISCELLANEOUS
Commissioner Frederick stated that he received information from Salem regarding
a premanufactured and mobile home exhibition if anyone is interested.
ADJOURNMENT
Commissioner Bitterling made a motion to adjourn the meeting. Commissioner
Piland seconded the motion. Roll call vote: Barlow, yes; Bitterling, yes;
Frederick, yes; Mattey, yes; Piland, yes. All of the Commissioners voted in
favor of the motion and the motion carried.
