HomeMy WebLinkAboutFebruary 4, 1986 City of Central Point Planning Commission Meeting February 4, 1986 - 7 :00 p.m. Page 1 MEETING CALLED TO ORDER Chairman Ellard called the meeting to order at 7:08 p.m. ROLL CALL Present were Chairman Garth Ellard and Commissioners Reed Barlow, Ginger Bitterling, Orrin Frederick, and Charles Piland. Commissioner Jerry Mattey was absent due to work. Also present were Fire Chief/Building Official Don Paul, Planner Ron Hough from Rogue Valley Council of Governments, and Secretary Maureen Tanhoff. APPROVAL OF MINUTES December 3, 1985 Planning Commission Meeting Commissioner Bitterling made a motion to approve the minutes of the December 3, 1986 Planning Commission meeting as typed. Commissioner Piland seconded the ' motion. Roll call vote: Barlow, yes; Bitterling, yes; Frederick, yes; Piland, yes. All of the Commissioners voted in favor of the motion and the motion carried. A Planning Commission meeting was not held in January due to lack of business. CORRESPONDENCE AND PUBLIC APPEARANCES There were none at this meeting. BUSINESS Public Hearing to review an application for a minor land partition from Bette Ziegler for land located at 789 and 7892 Pittview Avenue further described as Jackson County Tax Assessor's Map Page 37 2W 11D, Tax Lot 900 Chairman Ellard opened the public hearing. Building Official Paul read his staff report dated January 31, 1986 and listed the following exhibits for the record: Exhibit A - Application for Minor Land Partition; Exhibit B - Notice of Public Hearing; Exhibit C - Certificate of Posting of Notice of Public Hearing; Exhibit D - Partitioner's map; Exhibit E - Legal description; Exhibit F - Tax assessor's map page; and Exhibit G - Aerial map page. Mr. Paul stated that the setbacks would not be violated. Mr. Ziegler was not present and there was no one else present to speak in favor of the application. Mitchell Hull, 764 Pittview Avenue, stated that he owns the lot adjoining on the east side of the property in question. He is objecting to the partition City of Central Point Planning Commission Meeting February 4, 1986 - 7:00 p.m. Page 2 request because the access to the garage on the property will be too narrow which will increase the likelihood of cars being parked on the street. He stated that as it is now there is always at least ten cars parked on the property. Building Official Paul explained that the properties are presently occupied by tenants and perhaps Mr. Ziegler could address the problem as the landlord. Discussion followed separate accesses to the properties if the land partition is approved. No one else came forward to speak against the application. Chairman Ellard closed the public hearing. Chairman Ellard asked if the two dwellings have separate sewer connects. Mr. Paul stated that he was not sure if. they do now but if not, they would have to be separated if the partition takes place. He also stated that this could be a requirement in the resolution to recommend approval. Commissioner Frederick made a motion to table this minor land partition appli- cation until the next Planning Commission meeting or until Mr. Ziegler is available to provide additional information and address the access matter. Commissioner Piland seconded the motion. Roll call vote: Barlow, yes; Bitterling, yes; Frederick, yes; Piland, yes. All of the Commissioners voted in favor of the motion and the motion carried. MISCELLANEOUS Neighborhood Development Plan Building Official Paul stated that Ron Hough, Planner with Rogue Valley Council of Governments, is working on a neighborhood development plan for the Beall Lane/Bursell Road annexation area and invited the Commissioners to go upstairs to Ron's office after the meeting to look at what has been done so far. ADJOURNMENT Commissioner Piland made a motion to adjourn the meeting. Commissioner Bitterling seconded the motion. Roll call vote: Barlow, yes; Bitterling, yes; Frederick, yes; Piland, yes. All of the Commissioners voted in favor of the motion and the motion carried. Chairman Ellard adjourned the meeting at 7:34 p.m.
