HomeMy WebLinkAboutDecember 3, 1985 City of Central Point Planning Commission Meeting December 3, 1985 - 7:00 p.m. Page 1 MEETING CALLED TO ORDER Chairman Frederick called the meeting to order at 7:00 p.m. ROLL CALL Present were Chairman Orrin Frederick and Planning Commissioners Reed Barlow, Ginger Bitterling, Garth Ellard, Jerry Mattey, and Charles Piland. Also pre- sent were Building Official Don Paul and Frances Whiteside. APPROVAL OF MINUTES Commissioner Ellard made a motion to approve the minutes of the November 5, 1985 Planning Commission meeting as presented. Commissioner Piland seconded the motion. Roll call vote: Barlow, yes; Bitterling, yes; Ellard, yes; Mattey, yes; Piland, yes. All of the Commissioners voted in favor of the motion and the motion carried. CORRESPONDENCE AND PUBLIC APPEARANCES There were none at this meeting. BUSINESS Public Hearing to review an application for a minor land partition from Bette Ziegler for land located next to 789 Pittview Avenue further described as Jackson County Tax Assessor's Map Page 37 2W 11D, Tax Lot 800 Building Official Paul read his staff report dated November 27, 1985 and listed the following exhibits for the record: Exhibit A - Application for Minor Land Partition; Exhibit B - Notice of Public Hearing; Exhibit C - Certificate of Posting of Notice of Public Hearing; Exhibit D - Partitioner's map; Exhibit E - legal descriptions; Exhibit F - Tax Assessor's map page; and Exhibit G - aerial map page. Mr. Paul stated that it is staff's recommendation that if a resolu- tion of recommendation of approval is passed, it should include a condition requiring that the applicant record a nonremonstrance agreement with the pro- perty deed indicating that the owner or subsequent owners of the affected pro- perties in this partition application be participants in any local improvement districts by which they may be determined to be benefitted. There were no conflicts of interest expressed by the Commissioners. Chairman Frederick opened the public hearing. Zig Ziegler, P, 0. Box 1497, Jacksonville, came forward representing his wife Bette Ziegler, the applicant. He stated that they have no problem with the condition regarding the nonremonstrance agreement. Mr. Ziegler informed the Commission that the only structure on the property at this time is a barn. Mr. Ziegler stated that it is his hope that City water will be available to the property in the future and there is already a sewer line in Pittview Avenue. Chairman Frederick informed Mr. Ziegler that the partition line would have to be sur- veyed and monumented. There was no one else present to speak in favor of or against the application. Chairman Frederick closed the public hearing. Commissioner Piland made a motion to pass Resolution No. 106, A Resolution of Recommendation of Approval to Grant a Minor Partition of Land, for property located next to 789 Pittview Avenue, Central Point, further described as Jackson County Tax Assessor's Map Page 37 2W 11D, Tax Lot 800, with the re- quirement that the applicant record a nonremonstrance agreement with the pro- perty deed indicating that the owner or subsequent owners of said property be participants in any local improvement districts by which they may be determined to be benefitted. Commissioner Bitterling seconded the motion. Roll call vote: Barlow, yes; Bitterling, yes; Ellard, yes; Mattey, yes; Piland, yes. All of the Commissioners voted in favor of the motion and the motion carried. Public Hearing to review an application for a minor land partition from Robert and Roberta Striplin for land located at 1998 Boes Avenue and further described as Jackson County Tax Assessor's Map Page 36 2W 34D, Tax Lot 206 Building Official Paul read his staff report dated November 27, 1985 and listed the following exhibits for the record: Exhibit A - Application for Minor Land Partition; Exhibit B - Notice of Public Hearing; Exhibit C - Certificate of Posting of Notice of Public Hearing; Exhibit D - Partitioners' map; Exhibit E - legal descriptions; Exhibit F - Tax Assessor's map page; and Exhibit G - aerial map page. There were no conflicts of interest expressed by the Commissioners. Chairman Frederick opened the public hearing. Robert Striplin, 1998 Boes Avenue, Central Point, came forward. He explained that the land was originally built upon with the intent of someday partitioning the property. He stated that there are no sidewalks in the subdivision and they were not included in the local improvement district that has just recently provided City water and sewer service. There was no one else present to speak in favor of or against the application. Chairman Frederick closed the public hearing. Commissioner Ellard made a motion to pass Resolution No. 107, A Resolution of Recommendation of Approval to Grant a Minor Partition of Land, for the property located at 1998 Boes Avenue, Central Point, further described as Jackson County City of Central Point Planning Commission Meeting December 3, 1985 - 7 :00 p.m. Page 3 Tax Assessor's Map Page 36 2W 34D, Tax Lot 206. Commissioner Piland seconded the motion. Roll call vote : Barlow, yes; Bitterling, yes; Ellard, yes; Mattey, yes; Piland, yes. All of the Commissioners voted in favor of the motion and the motion carried. ADJOURNMENT Commissioner Bitterling made a motion to adjourn the meeting. Commissioner Barlow seconded the motion. Roll call vote: Barlow, yes; Bitterling, yes; Ellard, yes; Mattey, yes; Piland, yes. All of the Commissioners voted in favor of the motion and the motion carried. Chairman Frederick adjourned the meeting at 7:30' p.m.
