MEETING CALLED TO ORDER
Vice Chairman Ellard called the meeting to order at 7:20 p.m.
ROLL CALL
Present were Vice Chairman Garth Ellard and Commissioners Reed Barlow, Jerry
Mattey and Chuck Piland. Absent were Chairman Orrin Frederick and Commissioner
Ginger Bitterling. Also present were Fire Chief/Building Official Don Paul and
Secretary Maureen Tanhoff.
APPROVAL OF MINUTES
Commissioner Piland made a motion to approve the minutes of the September 3,
1985 Planning Commission meeting as presented. No meeting was held in October
due to lack of business. Commissioner Barlow seconded the motion. Roll call
vote: Barlow, yes; Mattey, yes; Piland, yes. All of the Commissioners voted
in favor of the motion and the motion carried.
CORRESPONDENCE AND PUBLIC APPEARANCES '
There were none at this meeting.
BUSINESS
Public Hearing to consider an application for a conditional use permit to allow
a temporary mobile home for an infirm person at 3328 Snowy Butte Lane, Central
Point in an R-1 zone Said property is further described as Jackson County
Tax Assessor's Map Page 37 2W 10DA Tax Lot 700. Applicants - Gerald and
Margaret Wahl
Building Official Paul read his staff report dated October 31, 1985 and listed
the following exhibits for the record: Exhibit A - Application for Conditional
Use Permit; Exhibit B - Notice of Public Hearing; Exhibit C - Certificate of
Posting of Notice of Public Hearing; Exhibit D - Doctors' certification let-
ters; Exhibit E - Letter to property owners within 200 feet of subject pro-
perty; Exhibit F - Assessor's map page; and Exhibit G - Aerial map page. He
also passed around photographs of the Wahl's property indicating where the
mobile home would be placed.
There were no conflicts of interest expressed by the Commissioners. Vice
Chairman Ellard opened the public hearing.
Gerald Wahl, 3328 Snowy Butte Lane, Central Point, came forward. He thanked '
the City for the efforts of the City Council, Planning Commission and staff in
this matter. He stated that they have found a suitable mobile home but have
not yet ordered it. The mobile home will conform to the setback requirements.

Mr. Wahl also stated that he realizes his property cannot be subdivided while
the mobile home is in place.
Mike Griffin, 3336 Snowy Butte Lane, Central Point, came forward. He stated
that he would like to know the size of the mobile home and its proposed loca-
tion on the property. Vice Chairman Ellard indicated for Mr. Griffin on the
photographs the proposed placement of the mobile home. Building Official Paul
stated that there are no minimum or maximum size requirements for the mobile
homes; however, this mobile home will be 14' x 40' (560 square feet) and must
be placed on the property in compliance with the setback requirements.
Building Official Paul read for the record letters in favor of the application
from Stan and Gwen Snook, 3286 Snowy Butte Lane; and Leonard and Gayle Franek,
1676 Beall Lane, Central Point.
No one else came forward to speak in favor of or against the application. Vice
Chairman Ellard closed the public hearing.
Commissioner Piland made a motion to pass Resolution No. 104, A Resolution
Approving a Conditional Use Permit to Allow Placement of a Temporary Mobile
Home to Provide Care of an Infirm Relative in an R-1 Zone. Commissioner Barlow
seconded the motion. Roll call vote: Barlow, yes; Mattey, yes; Piland, yes.
All of the Commissioners voted in favor of the motion and the motion carried.
Public Hearing to review a conditional use permit application to increase by
one the number of permitted mobile homes in the Greenbrier Terrace Mobile
Community at 301 Freeman Road. Said property is further described as Jackson
County Tax Assessor's Map Page 37 2W 2D, Tax Lot 1700. Applicant - Carl
Biskeborn
Building Official Paul read his staff report dated October 31, 1985 and listed
the following exhibits for the record: Exhibit A - Application for Conditional
Use Permit; Exhibit B - Notice of Public Hearing; Exhibit C - Certificate of
Posting of Notice of Public Hearing; Exhibit D - Applicant's plat map; Exhibit
E - Assessor's map; and Exhibit F - Aerial map. He also passed around photo-
graphs of the area for the proposed additional mobile home space. Mr. Paul
explained that according to Municipal Code Chapter 5.32 on mobile home parks,
this conditional use application will require final approval by the City
Council. The Planning Commission needs to determine their recommendation to
the Council.
There were no conflicts of interest expressed by the Commissioners. Vice
Chairman Ellard opened the public hearing.
Carl Biskeborn, 301 Freeman Road, Space 46, Central Point, came forward. He
stated that there will be between 18 and 20 feet between the additional mobile
home and neighboring homes if a 52-foot unit is placed. Mr. Biskeborn stated

that he is aware of the hook-up fees and requirements for an additional mobile
home.
Commissioner Piland asked about emergency access to the additional space. Mr.
Paul indicated on the map the route that would be used. He also stated that
the park will still have to comply with the "open space" requirement for mobile
home parks. Commissioner Piland also asked if there would be a problem in the
address numbering with the addition of a space mid sequence. Mr. Paul stated
that a solution would have to be worked out that would meet the approval of
both the Police and Fire Departments.
No one else came forward to speak in favor of or against the application. Vice
Chairman Ellard closed the public hearing.
Discussion involved the setback requirements and the park lighting. Mr.
Biskeborn indicated on the map that the park will be well lighted. Mr. Paul
stated that there are an adequate number of fire hydrants in the park.
Commissioner Mattey made a motion to approve Resolution No. 105, A Resolution
Recommending Approval of a Conditional Use Permit to Allow an Increase of One
Mobile Home Space in a Mobile Home Park in an R-3 Zone. Commissioner Piland
seconded the motion. Roll call vote: Barlow, yes; Mattey, yes; Piland, yes.
All of the Commissioners voted in favor of the motion and the motion carried.
MISCELLANEOUS
There were no miscellaneous matters presented at this meeting.
ADJOURNMENT
Commissioner Piland made a motion to adjourn the meeting. Commissioner Mattey
seconded the motion. Roll call vote: Barlow, yes; Mattey, yes; Piland, yes;
All of the Commissioners voted in favor of the motion and the motion carried.
Vice Chairman Ellard adjourned the meeting at 8:00 p.m.
