MEETING CALLED TO ORDER
'Chairman Frederick called the meeting to order at 7:06 p.m.
ROLL CALL
Present were Chairman Orrin Frederick and Commissioners Reed Barlow, Ginger
Bitterling, Jerry Mattey, and Charles Piland. Absent was Commissioner Garth
Ellard, who was in the hospital. Also present were City Administrator David
Kucera, Fire Chief/Building Official Don Paul and Secretary Maureen Tanhoff.
APPROVAL OF THE MINUTES
Commissioner Piland made a motion to accept the minutes of the Planning Commis-
sion meeting of December 4, 1984 as presented. Commissioner Barlow seconded
the motion. Roll call vote: Barlow, yes; Bitterling, yes; Mattey, yes;
Piland, yes. All of the Commissioners voted in favor of the motion and the
motion carried.
oCORRESPONDENCE AND PUBLIC APPEARANCES
None at this meeting.
BUSINESS
Public Hearing to consider an Application for a Conditional Use Permit from
Richard and Janice Bettenburg to allow the operation of a quick-print and
copier shop in a building located at 248-250 East Pine Street, Central Point,
Oregon in a C-3 zone Jackson County Assessor's Map Page 37 2W IOAA, Tax Lot
101.
Building Official Paul read his staff report dated January 4, 1985 and listed
for the record the following exhibits: Exhibit A - Notice of Public Hearing;
Exhibit B - Certification of Posting of Notice of Public Hearing; Exhibit C -
Application for Conditional Use Permit; Exhibit D - Applicants' findings and
conditions (Statement of Compliance) ; and Exhibit E - Assessor's map.
There were no conflicts of interest expressed by the Commissioners. Chairman
Frederick opened the public hearing.
Mr. Richard Bett enbur g, 8251 Avenue G White Cit y, Oregon,on,
came forward. He
explained that they plan to operate three offset printing presses and two copy
machines. One copy machine would be for self-service and the other for en-
largements and reductions. For the printing, they will use rubber-based ink
and chemicals that a person developing photographs at home would use. He
explained that they intend to have a small retail section to provide
stationery, staples, pens, note pads, computer forms, etc. Noise created by

the machines would be minimal and would not be heard outside the building. Mr.
Bettenburg stated that he feels his business would be a benefit to the
'community.
There was no one present to speak in opposition to the conditional use permit.
Chairman Frederick closed the public hearing. The Commissioners agreed that
this business would be an asset to the City.
Commissioner Piland made a motion to pass Resolution No. 92, A Resolution
Approving a Conditional Use Permit to Allow the Operation of a Quick-Print and
Copier Shop Within a Building in a C-3 zone at 248-250 East Pine Street,
Central Point, and to adopt the applicants' findings of fact. Commissioner
Bitterling seconded the motion. Roll call vote: Barlow, yes; Bitterling, yes;
Mattey, yes; Piland, yes. All of the Commissioners voted in favor of the
motion and the motion carried.
MISCELLANEOUS
Building Official Paul explained that the League of Oregon Cities is offering a
workshop for elected officials. Chairman Frederick and Commissioner Piland
expressed interest in attending.
ADJOURNMENT
Commissioner Bitterling made a motion to adjourn the meeting. Commissioner
Mattey seconded the motion. Roll call vote: Barlow, yes; Bitterling, yes;
Mattey, yes; Piland, yes. All of the Commissioners voted in favor of the
motion and the motion carried.
Chairman Frederick adjourned the meeting at 7:21 p.m.
