MEETING CALLED TO ORDER
Chairman Frederick called the meeting to order at 7:06 p.m.
ROLL CALL
_. Present were Chairman Orrin Frederick and Commissioners Reed Barlow, Garth
Ellard and Charles Piland. Commissioners Bitterling and Mattey were excused
as they were out of town. Also present were Mayor Don Jones, Councilmember
Donna Higginbotham, Fire Chief/Building Official Don Paul, and Secretary
Maureen Tanho£f.
APPROVAL OF MINUTES
Commissioner Ellard made a motion to approve the minutes of the May 1, 1984
Planning Commission meeting as presented. Commissioner Piland seconded the
motion. Roll call vote: Barlow, yes; Ellard, yes; Piland, yes. All of the
Commissioners voted in favor of the motion and the motion carried.
CORRESPONDENCE AND PUBLIC APPEARANCES
There was no correspondence presented or public appearances made at this
meeting.
BUSINESS
Public Hearing to review and make recommendation to the City Council concern-
ing the application for an alley vacation located parallel and between the 600
blocks of East Pine and Manzanita Streets, and perpendicular to North Sixth
and Seventh Streets. Said property is further described as Jackson County
Assessor's Map Page 37 2W 2CC.
Building Official Paul outlined his staff report dated June 1, 1984. He
stated that Norm Hansen, one of the owners of the subject property, is acting
as representative for the other property owners involved regarding this pro-
posed alley vacation. Mr. Paul read for the record the following exhibits:
Exhibit A - Notice of Public Hearing; Exhibit B - Certificate of Posting of
Notice of Public Hearing; Exhibit C - plat map of the area; Exhibit D - aerial
map of the area; Exhibit E - plat survey; Exhibit F - Postal Service letter to
Norm Hansen; Exhibit G - property owners' approval; Exhibit H - topographic
map (presented separately) ; and Exhibit I - letter from Norm Hansen dated May
4, 1984 initiating the alley vacation (also presented separately).
Chairman Frederick opened the public hearing. Norm Hansen, 643 East Pine
Street, Central Point, came forward. He reiterated that the alley vacation is
contingent on the Postal Service actually purchasing the property for the
purpose of constructing a Post Office there. If the purchase does not take

place, there will not be a need for an alley vacation. Mr. Hansen stated that
he feels it would be a good location for a Post Office and he is in favor of
the project; therefore, he submitted the application to vacate the alley.
Commissioner Ellard asked if the Postal Service intends to use the entire
block. Mr. Hansen stated that they would like to purchase the entire block,
.. but could manage with just three fourths of it. It would not be necessary to
use Mr. Hansen's portion of the block, but he would still need to vacate the
alley, which would cause him a minimal amount of inconvenience should he stay
there. He would gain land midway into the alley but lose the entry way to his
property.
Mr. Hansen also pointed out that the Postal Service has never given a purchase
price. The property owners have made price proposals but the Postal Service
has not responded as yet. Mr. Hansen described the property briefly and
stated that it consists of all rental buildings except for his. The Postal
Service has expressed a preference for their building to front on the Sixth
Street side of the block.
No one else came forward to speak in favor of or against the proposed alley
vacation. Chairman Frederick closed the public hearing. Chairman Frederick
explained the alley vacation procedure stating that the alley property would
become the ownership of the adjoining properties and the public right of
way would no longer. exist.
Commissioner Piland made a motion to approve Resolution No. 87, A Resolution.
Recommending an Alley Vacation Located Parallel and Between the 600 Blocks of
East Pine and Manzanita Streets, and Perpendicular to North Sixth and Seventh
Streets Within Jackson County Assessor's Map Page 37 2W 2CC Contingent upon
Purchase of the Contiguous Parcels of Property by the United States Postal
Service. Commissioner Barlow seconded the motion. Roll call vote: Barlow,
yes; Ellard, yes; Piland, yes. All of the Commissioners voted in favor of the
motion and the motion carried.
Site Plan Review for a convenience market in combination with the existing
Texaco Service Station at 1125 East Pine Street, Central Point, located in a
C-4 zone, Jackson County Assessor's Map Page 37 2W 2CA, Tax Lot 800. Owner -
Joe Gilbuena
Building Official Paul summarized his staff report dated May 31, 1984. He
stated that staff's concern is for the foot traffic exit and Mr. Gilbuena has
stated that his plans will provide for this to the City's satisfaction. Staff
would like to know if the Planning Commission would like more information on
the parking plan or if compliance can be ascertained by staff. Mr. Paul read
the following exhibits for the record: Exhibit A - Notice of Public Meeting;
Exhibit B - Certificate of Posting of Notice of Public Meeting; Exhibit C -

plat map of the property; Exhibit D - aerial map of the property; and Exhibit
E - site plan of the property (copies distributed separately).
Chairman Frederick opened the public meeting. Joe Gilbuena, 361 Riverbend
Road, Roseburg, came forward. He stated that he does not intend to alter the
exterior of the structure. Chairman Frederick asked Mr. Gilbuena if he had
.. any objections to providing a parking design to staff, or to providing an
entry/exit doorway on the west wall to avoid vehicular traffic interference.
Mr. Gilbuena stated that he was willing to comply with the City on both
requests, and that he also plans to have a handicap parking space next to the
main door.
Commissioner Ellard asked if Lenny's hot dog stand is on this property. Mr.
Gilbuena stated that Texaco owns that land and rents it on a month-to-month
basis to the owners of the hot dog business. He also stated that his parking
plan will not interfere with the parking for the hot dog stand.
No one else came forward to speak in favor of or against the proposed con-
o venience market and Chairman Frederick closed the public meeting.
Chairman Frederick asked Mr. Gilbuena if he plans on changing the color of the
structure and the signing. Mr. Gilbuena stated that most of the changes will
be made inside the building and the exterior colors will remain that of the
Texaco design.
Commissioner Ellard made a motion that the site plan review for a convenience
market in combination with the existing Texaco Service Station at 1125 East
Pine Street, Central Point, located in a C-4 zone, Jackson County Assessor's
Map Page 37 2W 2CA, Tax Lot 800, be approved; and also that the parking plan
when submitted may be approved by staff. Commissioner Barlow seconded the
motion. Roll call vote: Barlow, yes; Ellard, yes; Piland, yes. All of the
Commissioners voted in favor of the motion and the motion carried.
Site Plan Review for a walk-in cooler addition at 835 East Pine Street,
Central Point located in a C-4 zone Jackson County Assessor's Map Page 37 2W
2CC Tax Lot 4100 Owner - Pappy' s Pizza Inn. Applicant - Mike Sullivan.
Building Official Paul summarized his staff report dated May 31, 1984 and read
the following exhibits: Exhibit A - Notice of Public Meeting; Exhibit B -
Certificate of Posting of Notice of Public Meeting; Exhibit C - plat map of
the property; Exhibit D - aerial map of the property; and Exhibit E - floor
plan of the addition (presented separately) . Mr. Paul described the floor
plan and explained that it takes into consideration the layout of the building
that the applicant proposes to use for a food preparation area.
Chairman Frederick asked Mr. Paul to explain the setback requirement between
the buildings. Mr. Paul stated that ten feet must be maintained. He also

explained that the addition will actually be to the building next to Pappy's
Pizza Inn.
Chairman Frederick opened the public meeting. Mike Sullivan, 2155 Alamar
Street, Medford, came forward. He stated that the addition will be aluminum
and painted the same color as the building it adjoins. He also stated that
.. the addition will not be highly visible from the street. Chairman Frederick
asked if there was parking area available behind the addition. Mr. Sullivan
said no, but occasionally people park parallel to the building there. Com-
missioner Ellard asked what the size of the addition will be. Mr. Sullivan
stated it would be 20' x 16' and it would be used for slicing meat, etc. He
also stated that all loading and transporting would be done with his personal
vehicle pulling a 10' x 6' trailer.
No one else came forward to speak in favor of or against the building addi-
tion, and Chairman Frederick closed the public meeting.
Commissioner Piland made a motion to approve the site plan review for a walk-
in cooler addition at 835 East Pine Street, Central Point, located in a C-4
zone, Jackson County Assessor's Map Page 37 2W 2CC, Tax Lot 4100, and that the
approval be subject to the appearance being compatible with that of the ad-
joining structure. Commissioner Ellard seconded the motion. Roll call vote:
Barlow, yes; Ellard, yes; Piland, yes. All of the Commissioner voted in favor
of the motion and the motion carried.
MISCELLANEOUS
There were no miscellaneous matters brought before the Planning Commission at
this meeting.
ADJOURNMENT
Commissioner Ellard made a motion to adjourn the meeting. Commissioner Barlow
seconded the motion. Roll call vote: Barlow, yes; Ellard, yes; Piland, yes.
All of the Commissioners voted in favor of the motion and the motion carried.
Chairman Frederick adjourned the meeting at 7:46 p.m.
