HomeMy WebLinkAboutMarch 6, 1984 City of Central Point Planning Commission Meeting March 6, 1984 Page 1 MEETING CALLED TO ORDER Chairman Orrin Frederick called the meeting to order at 7:06 p.m. ROLL CALL ., Present were Chairman Orrin Frederick and Commissioners Reed Barlow, Garth Ellard and Charles Piland. Absent were Commissioners Ginger Bitterling due to illness and Jerry Mattey. Also present were Mayor Don Jones, Fire Chief/ Building Official Don Paul and Secretary Maureen Tanhoff. APPROVAL OF MINUTES Commissioner Piland made a motion to approve the minutes of the February 7, 1984 Planning Commission meeting as typed. Commissioner Ellard seconded the motion. Roll call vote: Barlow, yes; Ellard, yes; Piland, yes. All of the Commissioners voted in favor of the motion, and the motion carried. ' CORRESPONDENCE There was no correspondence brought before the Planning Commission at this meeting. PUBLIC APPEARANCES There were no public appearances made at .this meeting. BUSINESS Public meeting to consider recommending an amendment to the text of the zoning ordinance in Section 17.64 of the Central Point Municipal Code relating to Parking Standards. Building Official Paul presented copy of Notice of Public Meeting regarding this item that was published in the Medford Mail Tribune on February 29 and March 4, 1984, posted at Central Point City Hall, Post Office, Library and Fire Station, and certificate of said posting. This public meeting is being held as the next procedural step in codifying amendments made to the zoning ordinance in the past. Upon recommendation of the Planning Commission, a public hearing will be held before the City Council to finalize the process of officially amending the text of the zoning ordi- nance if approved. Mr. Paul explained that the only change in this section of the ordinance is the addition of the page containing a diagram of Parking Standards. This diagram has always been a part of the ordinance but was not incorporated into City of Central Point Planning Commission Meeting March 6, 1984 Page 2 the Municipal Code book. If recommended by the Planning Commission and ap- proved by the City Council, this diagram will become a part of the Code Book. Chairman Frederick opened the public meeting. There was no one present to speak in favor of or against the proposed amendment. .. Commissioner Ellard made a motion to approve Resolution No. 83, A Resolution Recommending an Amendment to the Text of the Zoning Ordinance in Section 17.64 of the Central Point Municipal Code relating to Parking Standards. Commis- sioner Barlow seconded the motion. Roll call vote: Barlow, yes; Ellard, yes; Piland, yes. All of the Commissioners voted in favor of the motion, and the motion carried. Public meeting to consider recommending amendments to the text of the zoning ordinance to authorize meat, poultry, fish, and seafood sales as a permitted use in a C-4 zone; fruit and beverage stands as a permitted use in a C-4 zone; martial arts schools as a permitted or conditional use in all commercial zone s• recreational vehicle storage lots as a permitted use in a C-5 zone; retail auto parts sales as a conditional use in a C-4 zone; and mobile food , vendors as a conditional use in C-3, C-4 and C-5 zones. City of Central Point Planning Commission Meeting March 6, 1984 Page 3 MISCELLANEOUS Satellite Dishes Building Official Paul distributed some literature entitled "The Zoning Report" dated July 30, 1983 regarding satellite dishes. The City of Central . Point currently does not address satellite dishes in the Municipal Code and no permit is required in the City for the placement of satellite dishes. Mr. Paul stated that staff is seeking direction from the Planning Commission if they would like satellite dishes regulated by ordinance. Commissioner Ellard stated that he does not feel this will become a major issue because of the availability of cable television in Central Point. Mr. Paul stated that he has received two inquiries on the placement of satellite dishes within the past month. Mayor Jones stated that concern has been expressed to him by citizens on the ' placement of the dishes. He also stated that satellite dishes have been a concern of the Mayors' Association and the League of Oregon Cities. He feels it is important that the City regulate these devices to prevent negative visual impacts on properties neighboring satellite dish sites. Chairman Frederick stated that setback requirements and height limitations should be established along with regulations to prohibit negative visual impacts. The Commission also discussed the potential effects of satellite dishes on adjacent districts. Commissioner Piland noted that the satellite dishes are being made smaller than when they were first introduced which will minimize potential problems but he is still in favor of establishing regulations by City ordinance. Building Official Paul stated he has copies of the ordinances on satellite dishes used by Medford, Grants Pass and Ashland which he will use for reference to prepare a draft ordinance to present at the next Planning Com- mission meeting. South First Street Local Improvement District Commissioner Piland inquired about the progress of the South First Street Local Improvement District. Mr. Paul stated that over 50% of the property owners have signed the petition in favor of the L.I.D. An engineer has been contacted for an estimate on the project with a public hearing before the Council to follow for the bidding process.
