MEETING CALLED TO ORDER
Chairman Orrin Frederick called the meeting to order at 7:05 p.m.
ROLL CALL
Present were Chairman Orrin Frederick and Commissioners Ginger Bitterling,
Virgil Elbert, Garth Ellard, Louise Novasad, and Charles Piland. Absent was
Commissioner Jerry Mattey.
Also present were Mayor Don Jones , Fire Chief/Building Official Don Paul ,
Secretary Maureen Tanhoff, and Planner Ron Hough of Rogue Valley Council of
Governments .
APPROVAL OF MINUTES
Commissioner Ellard made a motion to approve the minutes of the August 2,1983
Planning Commission meeting as presented . Commissioner Piland seconded the
motion. Roll call vote: Bitterling, yes; Elbert, yes; Ellard, yes ; Novasad,
yes; Piland, yes . All of the Commissioners voted in favor of the motion, and
the motion carried.
CORRESPONDENCE
No correspondence was brought before the Planning Commission at this meeting.
PUBLIC APPEARANCES
There were no public appearances made at this Planning Commission meeting.
BUSINESS
A. Public meeting for the Planning Commission to review and made recommenda-
tion to the City Council concerning the Preliminary Development Plan for
The Village Planned Unit Development located in the 900 block of Hopkins
Road and further described as Jackson County Assessors Map Page 37 2W 11A,
Tax Lot 1700.
Building Official Paul outlined his staff report dated August 30, 1983 and
presented. the :following .exhibits: Exhibit A - Construction and Site Plans;
Exhibit B - Attached Conditions to. the Planned Unit Development; Exhibit C -
Covenants, Conditions and Restrictions ; Exhibit D - Engineer 's letter addres-
sing the P.U.D. ; Exhibit E - P.U.D. Permit; and Exhibit F - P.U.D. Agreement.
Mr. Paul stated that item #4 of Exhibit B would need to be rewritten as it is
somewhat vague as it is now. The intent of this specification is for the
developer to provide for installation of street lights on Hopkins Road and
for one on Columbine Way as indicated on Drawing 2 of Exhibit A.

Chairman Frederick asked if there have been any other street names submitted
as required in Item #1 of Exhibit B. Mr. Paul stated that there had not been
as yet, and that it would be addressed in the Final Development Plan.
Mr. Paul stated that if the Planning Commission approves the Preliminary
Development Plan this evening, the Council will consider approving it or not
at a public hearing on September 15, 1983. The Final Development Plan could
be submitted in October if Council grants approval of the Preliminary Develop-
ment Plan on September 15.
Dean Coppage, Vice President of Cornerstone Development Corporation, came for-
ward. He stated that since he last appeared before the Commission, they .have
worked. with Don Paul to revise the site plans to meet the City 's requirements.
The plans now indicate an adequate number of parking spaces , which was the
only real problem with the plans. If the Preliminary Development Plan receives
approval , the developers will consult-with their.architects and engineers to
assure compliance with the more minor requirements .
Commissioner Ellard stated that the Commission has reviewed this project in
great detail at recent meetings and found that the amount, of parking spaces
was the only real obstacle of approval , and now that this requirement seems to
have been met, he is in favor of approving the Preliminary Development Plan.
Mr. Coppage asked Mr. Paul if he could give him an accurate cost figure for
the street lights . Mr. Paul stated that it would be Cornerstone's obligation
to obtain that information from Pacific Power and Light Company.
Mike Lanier, Planning Consultant from Eugene, came forward. He is currently
involved in resolving the drainage problem at The Meadows Mobile Home Park
adjacent to The Village property, and upon reviewing information he has
received from Mayor Jones, he would like to add his endorsement to The Village
project. He also stated that the P.U.D. concept allows flexibility to the
City and the developers .
Don Paul outlined the revised site plans for the Commission.
No one came forward to speak in opposition to the project, and Chairman
Frederick closed the public meeting.
Commissioner Ellard made a motion to recommend to the City Council that the
Preliminary Development Plan for The Village Planned Unit Development be
approved with the condition that Item N4 of Exhibit B be rephrased to indicate
that the installation of street lights will be the obligation of the developer.
Commissioner Novasad seconded the motion. Roll call vote: Bitterling, yes;
Elbert, yes; Ellard, yes ; Novasad, yes ; Piland, yes. All of the Commissioners
voted in favor of the motion, and the motion carried.

B. Public meeting for the Planning Commission to review and make recommenda-
tion to the City Council concerning an annexation request by Gentry E.
McKinney for the Rustic Mobile Home Park, 2161 Taylor Road, further des-
cribed as Jackson County Assessors Map Page 37 2W IOBA, Tax Lots 200 and
600.
Don Paul summarized his staff report dated August 29, 1983 and presented the
following exhibits : Exhibit 1 - Petition for Annexation; Exhibit 2 - Legal
description; Exhibit 3 - Assessors Map; Exhibit 4 - Letters from water testing
research laboratory; Exhibit 5 - Application for Annexation; Exhibit 6 - Find-
ings of Fact by applicant; Exhibit 7 - Copy of Notice of Public Meeting; Exhi-
bit 8 - Copy of Certificate of Posting of Notice of Public Meeting; Exhibit 9 -
Ordinance of Intent to Annex; Exhibit 10 - Letter from Jackson County Health
Department; Exhibit 11 - Minutes of Citizens Advisory Committee August 23,
1983; and Exhibit 12 - Staff's area map.
Mr. Paul informed the Commission that the owners of property adjacent to the
Rustic Mobile Home Park had been approached to determine if they would also
be interested in annexation, and they stated they were not. . He also stated
that staff has received the amount of the mobile home park's bonded indebted-
ness from Bear Creek Valley Sanitary Authority and Jackson County Fire District
No. 3 .
Mr. Paul pointed out on staff's area map of the mobile home park where the
City 's boundary and the park's are contiguous . He also indicated where fire
hydrants are now and where an additional one should be placed to provide
sufficient fire protection. The park is already connected to the Bear Creek
Valley Sanitary Authority sewer system on Taylor Road. The owner of the park
will have to bear the cost of whatever alterations to the water system are
required for water service and fire protection. The water line on Taylor
Road is now an eight-inch line.
Commissioner Ellard asked Mr. Paul if there would be adequate access for fire
and emergency vehicles. Chief Paul stated that he and his fire staff have
been to the park and have determined that the access will be adequate. He
indicated on the area map that there is more than one access, and added that
the roadway is of hard surface paving. The fire protection service will be
planned out in more detail according to the placement of fire hydrants.
Mike Lanier, Planning Consultant from Eugene representing Gentry E. McKinney,
came forward. He outlined his report including the findings of fact as
presented to the Commission, and emphasized that the primary reason for the
annexation request is to alleviate a health hazard caused by the park's
current water system. He stated that Mr. McKinney purchased the mobile home
park approximately one year and three months ago, and has since tried several
solutions to the water problems , none of which has been successful , Mr. Lanier
informed the Commission that if the annexation is approved, they may apply for

a Conditional Use Permit in the near future to add four to eight spaces to
the park. Commissioner Bitterling asked if there would be enough parking
space for eight additional mobile home spaces . Mr. Lanier assured the Com-
mission.that Mr. McKinney intended to comply with all City requirements for
the annexation and the Conditional Use Permit when the time comes .
No one came forward to speak in opposition to the annexation, and Chairman
Frederick closed the public meeting.
Commissioner Piland made ,a motion to pass Resolution No. 76, A Resolution of
Recommendation to the City Council that the application for Annexation of the
Rustic Mobile Home Park, 2161 Taylor Road, further described as Jackson County
Assessors Map Page 37 2W 10BA, Tax Lots 200 and 600, be approved, and that
the Planning Commission accept the findings of fact as presented by the appli-
cant as Exhibit 6. Commissioner Ellard seconded the motion. Roll call vote:
Bitterling, yes; Elbert, yes ; Ellard, yes; Novasad, yes ; Piland, yes. All of.
the Commissioners voted in favor of the motion, and the motion carried.
MISCELLANEOUS
There were no miscellaneous matters presented at this meeting.
ADJOURNMENT
Commissioner Bitterling made a motion to adjourn the meeting. Commissioner
Novasad seconded the motion. Roll call vote: Bitterling, yes; Elbert, yes;
Ellard, yes; Novasad, yes; Piland, yes . All of the Commissioners voted in
favor of the motion, and the motion carried .
Chairman Frederick adjourned the meeting at 8:00 p.m.
