HomeMy WebLinkAboutNovember 16, 1982 Planning Commission Meeting November 16, 1982 City Council Chambers MEETING CALLED TO ORDER Chairman Frederick called the meeting to order at 7 :06 p.m. ROLL CALL Present were Chairman Orrin Frederick and Commissioners Jack Crumm, Virgil Elbert, Garth Ellard, Louise Novasad and Charles Piland. Excused was Commissioner Owen Christy. Also present were staff members David Kucera, City Administrator; Don Paul , Fire Chief; and Maureen Tanhoff, Planning Commission Secretary. APPROVAL OF MINUTES Commissioner Ellard made a motion to approve the minutes of the November 2, 1982 meeting as written. Commissioner Elbert seconded the motion. Roll call vote: Crumm, yes ; Elbert, yes ; Ellard, yes; Novasad, yes ; Piland, yes. All Commissioners voted in favor of the motion, and the motion carried. CORRESPONDENCE No correspondence was brought before the Planning Commission at this meeting. PUBLIC APPEARANCES No public appearances were made at this Planning Commission meeting. BUSINESS A. Request for Planning Commission to review for approval conforming attach- ments between two structures allowing a reduction in the ten foot separation required by Section 17. 60.030 of the Municipal Code. Don Paul stated that at the last Planning Commission meeting discussion was held on what would constitute a proper attachment to lessen the separation between two buildings. It was agreed at that meeting that decorative type attachments such as lattice work would not be proper. Since then staff has reviewed several options for allowing accessory buildings to be closer than ten feet to primary structures . Staff is requesting approval to require structural attachments to be made by extending the roof of one structure and attaching it to the roof or wall of the other. This design should be done in such a way to create at least a three foot wide covering for passage between the two structures. The exten- sion should be of the same material and roof covering as the primary and accessory structures . If this request meets the Commission's approval , staff will initiate a change in the Municipal Code to provide for this type of arrangement. Planning Commission Meeting November 16, 1982 Page 2 Chairman Frederick stated he was in favor of approving staff' s request on the condition it is specified that the attachments be permanent structures. Don Paul added that this is to apply to residential buildings. A motion was made by Commissioner Ellard to adopt staff' s recommendation for the approval to require permanent structural attachments to be made by extending the roof of one structure and attaching it to the roof or wall of the other, and to allow staff to make these decisions if each case is in compliance with the Planning Commission 's intent. Commissioner Piland seconded the motion. Roll call vote: Crumm, yes; Elbert, yes ; Ellard, yes; Novasad, yes ; Piland, yes . All Commissioners voted in favor of the motion, and the motion carried. B. Request for Planning Commission to determine if a recreational vehicle storage lot would be a .Permitted or Conditional Use in a C-5 Zone. Don Paul addressed the Planning Commission in regard to Mr. Dave Stevens who has requested information regarding the possibility of a recreational vehicle storage lot on his property at 350 North Front Street which is located in a C-5 Zone. While businesses requiring similar facilities are listed as both Permitted and Conditional Uses ,. storage lots for recreational vehicles are not directly addressed. It is requested that the Planning Commission determine what use a recreational vehicle storage lot would be similar to or compatible with so that staff can proceed with the building permit procedure or advise Mr. Stevens of the Conditional Use process. The Commissioners discussed several uses outlined in the Municipal Code that could be compatible in both the Permitted and Conditional sections. Chairman Frederick stated that this type of lot could be beneficial to the City in that it would eliminate a good deal of the parking of recreational vehicles in residential neighborhoods. It was also noted that a lot of this type would not incur noises , odors , excess traffic , or the need for sewer and water connections. Commissioner Piland made a motion that a recreational vehicle storage. lot be considered a Permitted Use by the Planning Commission under Municipal Code Section 17.46.020, Item E. Commercial Parking Lots. Commissioner Crumm seconded the motion. Roll call vote: Crumm, yes; Elbert, yes ; Ellard, yes; Novasad, yes; Piland, yes. All Commissioners voted in favor of the motion, and the motion carried. MISCELLANEOUS Planning Commission Study Session Don Paul suggested that the Planning Commission hold a study session to include staff so that staff may become more informed as to which requests Planning Commission Meeting November 16, 1982 Page 3 should be presented to the Planning Commission for decision and which should be decided by staff. The Commissioners agreed that this would be a good idea and that the session would be scheduled after the vacancy created by Owen Christy on the Planning Commission is filled. Proposed Variance - Hale Don Paul advised the Commission that Mr. Hale of 262 South Second Street has applied for a Variance to build his garage so that it is in line with his house 15' 6" back from the property line. This will be on the Planning Commission Agenda for December 7 , 1982. ADJOURNMENT Commissioner Ellard made a motion to adjourn the meeting. Commissioner Novasad seconded the motion. Roll call vote: Crumm, yes; Elbert, yes; Ellard, yes; Novasad, yes; Piland, yes . All Commissioners voted in favor of the motion, and the motion carried. Chairman Frederick adjourned the meeting at 7:40 p.m.
