MEETING CALLED TO ORDER
Chairman Orrin Frederick called the meeting to order at 7:10 p.m. and intro-
duced and welcomed our new Planning Commissioner, Virgil Elbert, who has filled
the vacant position #3.
ROLL CALL
Present were Chairman Orrin Frederick and Commissioners Christy, Elbert, Piland,
and Novasad. Commissioner Garth Ellard was excused, as he was out of town. The
Mayor, Don Jones, was present, as well as staff members Administrator Dave Kucera
and Secretary Peggy Malos.
APPROVAL OF MINUTES - (July 6, 1982)
Commissioner Piland made a motion to approve the minutes of the July 6, 1982
meeting as written. Commissioner Christy seconded the motion. Roll call vote:
Christy, yes; Piland, yes ; Novasad, yes. All in favor. The motion carried .
CORRESPONDENCE
No correspondence was brought before the Planning Commission at this meeting.
PUBLIC APPEARANCES
Mayor Don Jones introduced and welcomed Mr. Jack Crumm, stating that he is a
candidate for the Planning Commission position #6, and advising that with
Council approval on July 22, 1982, he will be a new Planning Commissioner.
BUSINESS
A. Public Hearing - Conditional Use Permit Request for Pet Grooming at
321 East Pine, Central Point Sandra & Richard Hoskins , applicants .
Administrator Kucera stated that the applicants, Sandra and Richard Hoskins,
2954 Tablerock Road, Medford, are requesting a Conditional Use Permit to do Pet
Grooming at 321 E. Pine Street, Central Point, in a C-3 Zone, Tax. Lot 3800,
Lot 6, of the original town, Block 58, also described as Jackson County Map Page
37-2W-3DD.
The Administrator presented Exhibit #1 , a Notice of Public Hearing which was
published in the Medford Mail Tribune on July 11 , 1982, and July 18, 1982;
Exhibit #2, Application for Conditional Use Permit; and Exhibit #3, an attach-
ment to the Conditional Use Application.
Chairman Frederick stated that the Public Hearing was open for testimony from
proponents and wished the record to show there were no conflicts of interest.

Sandra Hoskins, applicant, came forward and addressed the Planning Commission,
stating that she and her husband, Richard Hoskins , want to operate a Pet Grooming
business at 321 East Pine. She stated the site is an enclosed cement building
in a strip building complex and the design of the structure is such that any
noise will be minimized by the walls; employee parking is in the rear of the
building and customer parking is provided on the street. The Pet Grooming
business would be open from 7:30 a.m. until 6:00 p.m. , and in no instance
would an animal be boarded overnight.
Mrs. Hoskins further stated that she has contacted all tenants in the surrounding
buildings , with the exception of one, and they are all in favor of the Pet
Grooming business.
No opponents came forward to speak.
Owen Christy made a motion to adopt the findings prepared by the applicants and
approve the Conditional Use Permit for Pet Grooming in the C-3 Zone located at
321 E. Pine Street, Central Point, Oregon, Tax Lot 3800, 37-2W-3DD. Chuck Piland
seconded the motion. Roll call. vote: Christy, yes ; Elbert, yes; Piland, yes;
Novasad, yes. All in favor. Motion carried.
B. Public Meeting - Preliminary Plat Review Kin sland Manor Subdivision near
Hopkins Road East of Bursell . '
Administrator Dave Kucera presented Exhibit #1 , Notice of Public Meeting published
July 11 , 1982 and July 18, 1982; Exhibit #2, Staff Report to Planning Commission
from Dave Kucera dated 7-15-82; Exhibit #3, suggested Conditions & Requirements;
Exhibit #4 and Exhibit #5, excerpts from the Comprehensive Plan regarding neighbor-
,hood parks; and Exhibit #6, excerpt from Comprehensive Plan showing locations of
neighborhood parks. He also presented Exhibit #7, a vicinity map of the area ,
and Exhibit #8, a Staff Report from Vern Capps, Superintendent of Public Works ,
dated July 20, 1982.
Keith Smith, Engineer for Kingsland Manor Subdivision, and Bill Katrenick, rep-
resentative of the owners, Fred C. & Chloe Underwood, and William B. & Linda Sue
Boylan, 1500 Siskiyou Blvd. , Medford, Oregon, came forward to speak.
Bill Katrenick stated that the proposed plan is for 42 single unit family resi-
dences to be developed near Hopkins and Bursell• Road. The development is to be
in three separate phases, with the first phase 17 units , the second phase
12 units, and the third phase 13 units, all with shake roofs. He stated that
they have asked to pay $650 park fee, per unit, in lieu of land dedication for A
recreational park purposes.
Commissioner Piland stated that he was concerned about the flooding last winter
during the December flood, even though there were no apparent problems with
drainage.

B. Kinasland Manor Subdivision, Preliminary Plat Review (Cont. )
Bill Katrenick stated that he was aware there had been a problem with flooding,
but that they would furnish a 100 year flood plan.
Keith Smith stated that they will look into this flooding problem to be sure
the pipes are sized properly, and he intends to talk with Robert Blanton, Engineer.
Commissioner Novasad stated that drainage is no problem in that area.
Commission Elbert stated he had no questions at this time.
Commissioner Piland noted that Exhibit #2, the Staff Report, stated there was a
concern about phase #1 being completed before phase #2.
Bill Katrenick stated that they hope to be finished with phase #1 before building
any more units.
Keith Smith stated that traffic circulation wouldn't appear to be a problem.
Mayor Don Jones pointed out that if, at the end of phase #1 they continued
phase #2, they would have illegal streets, and that the Planning Commission will
have to go with the good intentions of the developers that phase #2 will be
completed.
Chairman Frederick stated that "clear intent" has been shown by the traffic
circulation, and he, personally, would recommend that Planning Commission approve
the plat and plan.
Commissioner Christy noted that Exhibit B, #5, states that the subdivision may
be developed in three phases; however, the preliminary plat approval shall expire
if more than six months time elapses after the completion of construction of a
phase prior to the beginning construction or signing a Subdivision Agreement for
another phase.
Keith Smith then asked if the Planning Commission would consider an extension,
extending it another six months , for instance, as they would prefer not having
the expense of doing a preliminary plat.
Orrin Frederick advised that it is best to leave it as it now is , and if the
Planning Commission sees problems that might be a detriment then they may renew.
Chairman Frederick thanked the gentlemen for their time and effort.
Owen Christy made a motion to authorize the Planning Commission chairman to sign
a Resolution, #59, of recommendation to the City Council to approve the
Preliminary Plat for Kingsland Manor, a Subdivision, subject to 11 conditions
and requirements. Louise Novasad seconded the motion. Roll call vote: Christy,
yes; Elbert, yes; Piland, yes ; Novasad, yes . All in favor. The motion carried.

Chairman Frederick called a 10 minute recess at 7:45.
The meeting was called back to order at 7 :55 by Chairman Frederick.
C. Public Meeting - Request of residents along Snowy Butte Lane to annex
approximately 16.5 acres contiguous to the City of Central Point.
Dave Kucera presented Exhibit #1 , Notice of Public Meeting to be held 7-20-82
which was posted four places - City Hall Bulletin Board, City Post Office, Old
City Hall , and City Library; Exhibit #2, Notice of Public Meeting, published
in the Medford Mail Tribune July 7, 1982 and July 14, 1982; and Exhibit #3,
Application of Findings of Fact by Ron Hough, 19 pages.
Eric Dittmer, Water Quality Coordinator for Rogue Valley Council of Governments,
addressed the Planning Commission and explained the sewer and water problems,
possible solutions to these existing problems, and the background work done
by RVCOG and the City of Central Point to process this application, with the
objective being to provide City sewer and water through the Local Improvement
District Bancroft Bonding Act.
He stated that City sewer is available at Glenn Way which would be more con- '
venient than providing sewer under Griffin Creek from Bear Creek Valley Sanitary
Authority to the sewer li.nes to the west. City water is available from the
same place.
Mr. Dittmer advised that the Central Point Citizens Advisory Committee met on
July 13, 1982, and approved the recommended annexation of the area . Snowy Butte
Lane would not be improved nor maintained by the City. The citizens wish to
maintdin a rural atmosphere.
No opponents came forward to speak.
Chair Orrin Frederick thanked both Ron Hough and Eric Dittmer for the very fine
work they have done on this annexation and stated this is probably the reason
,no opponents came forward to speak.
Mayor Don Jones stated that both agencies, the RVCOG and City of Central Point
had been working very hard on this, and working very closely with the people
involved.
Owen Christy made a motion to authorize the Planning Chairman to sign a Reso-
lution, #60, adopting the Application and Findings of Fact, and recommending
City Council approve the annexation of a contiguous parcel of property along
Snowy Butte Lane and to withdraw such property from Fire District No. 3, Rogue
Valley Transportation District, and Bear Creek Valley Sanitary Authority.
Charles Piland seconded the motion. Roll call vote: Christy, yes; Elbert, yes;
Piland, yes; Novasad, yes . All in favor. The motion carried.

MISCELLANEOUS
No miscellaneous items were brought before the Planning Commission meeting at
this time.
ADJOURNMENT
Owen Christy made a motion to adjourn. Commissioner Virgil Elbert seconded the
motion. Roll call vote: Christy, yes; Elbert, yes; Piland, yes; Novasad, yes.
All in favor. The motion carried.
The meeting adjourned at 8:40 p.m.
