HomeMy WebLinkAboutAugust 18, 1981 1.. Planning Commission Meeting C'ty Hall Council Chambers Angus+. 18, 1981 MEETING CALLED TO ORDER The meeting was called to order at 7:05 P.M. by Chairman R.B. Taylor. ROLL CALL Present were Chairman R.B. Taylor and Commissioners Louise Novasad, Pat Himmelman, Owen Christy, and Dana Peters. Also present were Mayor Don Jones, Councilmember Donna Higginbotham, Planner Ron Hough and Fire Chief David Penicook. Commissioner George Freeman was absent due to illness. INTRODUCTION OF NEW PLANNING COMMISSION MEMBER Chairman Taylor introduced and welcomed Mr. Owen Christy as the newest member of the. Planning Commission. APPROVAL OF MINUTES August 4, 1981 Planning Commission Meeting After noting the change on page 6, line 4 which had been previously made Commissioner Himmelman moved to approve the Minutes as read. Commissioner Novasad made a second to this motion. All Commissioners voted yes and the motion was approved. CORRESPONDENCE There was no correspondence. PUBLIC APPEARANCES Chairman Taylor asked if there was anyone in the audience who wished to appear before the Planning Commission who was not on the agenda. No one came forward. BUSINESS Public Hearing, Conditional Use Permit, Arcade/Amusement Center Chairman Taylor opened the public hearing and read the description of the appli- cation by Everett and Terri Bessey of 11110 Blackwell Road for an arcade/amusement center located at 250 East Pine Street, Jackson County Map Page 37-2W-10AA, Tax Lot 100. The Chair asked the Commissioners if there were any conflicts of interest. There being none the Chairman asked for proponents of this use. Everett Bessey , Planning Commission Minutes August 18, 1981 Page 2 said that he felt his proposal was well outlined in the application. The Chairman then asked for opponents. There being none he closed the public portion of the. hearing. Upon questioning, Mr. Bessey indicated that all supervision would be by adults. There would be no tobaccop no smoking, no drinking, nor any foul language allowed. Commissioner Himmelman asked if the zoning was C-29 as indicated in the Staff Report, or C-3, as indicated in the agenda and in the Commission packet. Fire Chief Penicook indicated that the correct zone is C-3. Commissioner Himmelamn asked Mr. Bessey the area of the proposed use. Mr. Bessey indicated that there was 1307 square feet plus the restrooms. Mr. Bessey was asked what hours of operation he was proposing. He indicated that , they would begin with 10,A.M. to 10 P.M. but this would be adjusted by usage and parental input. He indicated that these hours would provide sufficient time for children to be home prior to curfew. Mr. Bessey and his wife had spoken with Police Chief Jim Whalen concerning use of the arcade by students during school hours. Chief Whalen had indicated that Mr. Bessey should work with the School District to resolve this problem. It was indicated that the students should be carrying a "pass card" to be off campus during school hours. Commissioner Novasad asked what Mr. Bessey intended to do to prevent loitering outside the building. He indicated that they would prevent this by "policing". Mr. Bessey was then asked if he was going to provide bicycle racks. He indicated that he intended to place them in the Third Street alcove, but he wanted to talk with Chief Whalen first. Mr. Bessey was asked by Commissioner Christy how many machines he planned to install. Mr. Bessey indicated he was not sure, due to arrangement, but they plan- ned on fifteen to begin with. -,\ Mr. Bessey continued by stating that he feels that Central Point needs this type of recreational facility that has rules which are strictly enforced. Planning Commission Minutes .August 18, 1981 Page 3 A motion was made by Commissioner Himmelman to approve the Conditional Use Per- mit. A second to the motion was made by Commissioner Peters. All members voted yes and the motion was approved. MISCELLANEOUS No items. AWOURNMENT The meeting was adjourned by Chairman Taylor at 7:23 P.M.
