HomeMy WebLinkAboutJune 3, 1980 Minutes June 3, 1980 - Planning Commission Meeting Central Point,Council Chambers I. Meeting called to order by Chairman Hillyer at 7:35 p.m. II. Roll Call found Chairman Hillyer and Commissioners Havice, MacDonald, Himmelman and Dixon present. Absent was Commissioner Stallsworth. Others present were Mayor-Greg Dipple, City Administrator-Dave Kucera, City Council Members: Jim Corliss; Candy Rayburn; Paul Golding; and Earl Nordby, Building Official/Planner R.J. Ritchey, Citizens Advisory Committee Members: Grace Russell; Cliff Cordy; and Aubrey Taylor, Planning Commission Secretary Georg Stotler-de Ruyter, and several interested citizens. II1. Motion by Himmelman second by MacDonald to approve the Minutes of the May 20, 1980 Planning Commission Meeting. All in favor, motion carried. IV. A. Correspondence 1. Chairman Hillyer read a letter from Rich Thelen resigning from the Planning Commission (Position #5) , stating that he has been finding it increasingly difficult to spend the amount of time necessary to adequately prepare for and attend all the Planning Commission functions. ' Mr. Thelen extended his thanks to the City Council and Planning Commission for the privelege to serve the city in the capacity of Planning Commissioner, and to the Staff for their assistance. 2. Chairman Hillyer read a letter from Mrs. Ellen M. Reich, 901 Comet Av, Central Point, Oregon protesting the Planning Commission decision to allow a home on Windsor Way to operate a child care center. Chairman Hillyer asked Building Official/Planner Ritchey if he had any knowledge of a Conditional Use Permit being granted for a child care center on Windsor Way. Mr. Ritchey answered that he did not know of any, but that he could research the matter. Chairman Hillyer asked Mr. Ritchey to do so and report on his findings at the June 17, 1980 Planning Commission Meeting. B. No Public Appearances V. Old Business A. Minor Partition Request - Review of Conditions ' South of Pine Street on Glenn Way J.C. Map Page 37-2W-10AC, Tax Lots 200 & 300 Larry Denn, Applicant Minutes Planning Commission Meeting June 3, 1980 - page 2 Building Official/Planner R.J. Ritchey recapped the April 1, 1980 Staff Report stating that Items 2 - 4 related to the development of the large rear lot, whenever that may occur. Mr. Ritchey then presented the June 3, 1980 Staff Report discussing how each of the remaining conditions of the April 1, 1980 Staff Report had been complied with. Mr. Ritchey then stated that he had one additional item to add at this time: At the suggestion of David Hutson, County Traffic/Subdivision Engineer, Mr. Denn repositioned the access bridge 10 feet to the south, to improve the traffic flow at the proposed intersection. As a result of this change, a variance to the lot frontage requirements of the Municipal Code will be necessary. The proposed access bridge will be 30 feet wide and will be the only frontage along Glenn Way. ' Mr. Ritchey then displayed the plot plan of a 4 Plex Mr. Denn plans to build on Lot #2 which would be created by this Minor Partition. Mr. Ritchey stated that Lot #3 need not be considered at this time as no plans have been submitted and the possible development plan for Lot #3 was presented for example only. Mr. Denn stated that he is not applying for a building permit for Lot#2 at this time, he is just showing the feasibility of it' s development. Commissioner Havice asked Mr. Ritchey if he foresees any problem with locating the road access on the curve. Mr. Ritchey answered no, and explained that because of the dogleg on Glenn Way, it is a 20 MPH curve now; ;so people would have ample opportunity to see and react to approaching traffic. City Council Member Earl Nordby asked how many cars would be using the bridge upon full development. Mr. Ritchey answered about 250 trips per day. City Council Member Jim Corliss asked about access through Hiatt Lane. Mr. Ritchey answered that Hiatt Lane had been vacated and that the property would have to be condemned to open it up again, unless the property owners would deed it back to the city.. i Minutes Planning Commission Meeting June 3, 1980 - page 3 Mr. Ritchey returned to the discussion of the lot frontage variance, stating that a Public Hearing had been set for March 4, 1980 but was withdrawn from the agenda at the request of the applicant as a revised set of plans, submitted by the applicant no longer required a variance. Chairman Hillyer stated that since no Public Hearing had been held and a Public Hearing is required in order to grant a variance; and that the variance is necessary in order to approve the Minor Partition request; therefore the Planning Commission should not act on the Minor Partition at this time. Commissioner Dixon made a motion to deny the Minor Partition request until a date has been set for a Public Hearing on the variance. Discussion No second. Commissioner Dixon withdrew her original motion and made a motion to place the matter on the June 17, 1980 Planning Commission Agenda to allow the applicant time to prepare the application for a variance to the frontage requirements of the Central Point Municipal Code. Second by Havice. Roll call vote found Chairman Hillyer and Commissioners Havice, Himmelman and 1 Dixon in favor. Commissioner MacDonald abstained. Majority in favor, motion carried. Chairman Hillyer asked Staff to prepare a Resolution of Recommendation of Approval for the June 17, 1980 Planning Commission Meeting, so the Planning Commission can take action on this matter in the event the variance is granted. VI. No New Business VII. No Miscellaneous Matters VIII. Commissioner Havice made a motion to adjourn, second by MacDonald. All in favor, motion carried. Adjournment came at 8:20 p.m.
