January 16, 1980 - Citizen' s Advisory Committee Meeting
Senior Citizen' s Drop In Center, Pine St & 4th, Central Point
Present were members: Grace Russell, Aubrey Taylor, Edwin Gebhard, Cliff
Cordy, & Chris Binker. also present were: Mike La Nier, Larry Denn,
Steve Jones, Leon Stupfel, and R.J. Ritchey.
I. Application of Van-Wey Schleining for Change in City Zone Map to
comply with the Comprehensive Land Use Map for Lots 7 & 8, Block
12, of the original town, was presented by Mike LaNier, representing
Van Wey-Schleining.
Staff Report was given by R.J. Ritchey-Central Point Planning Department.
There was no one in the audience to speak in opposition of the request.
After reviewing findings presented by Mr. LaNier and Staff Report of
Central Point Planning Department, the CAC Members voted to approve the
application and recommend to the Central Point Planning Commission that
the Re-Zone be approved.
II. Public Hearing - Amendment to Comprehensive Land Use Plan
Tax Lots 200 & 300, Cooksey Addition, Jackson County Tax Map
Page 37-2W-10AC. Larry Denn, Applicant
' R.J. Ritchey, Building Official-Planner, presented Staff Report.
Mike LaNier of RCS Management,. representing the applicant presented
the proponents application and findings.
No one was present in the audience to offer testimony in opposition.
Public Hearing portion of the meeting was closed and after deliberations
by the CAC Members, a motion was made by Cliff Cordy, Seconded by Edwin
Gebhard to approve the application. Motion passed unanimously to change
the Comprehensive Map Zoning Designation of the subject property from
MD - Medium Density to HD - High Density to comply with the Zoning Map
adopted Aar the City of Central Point, June 1974 and amended May 1, 1979.
III. Miscellaneous Matters
Edwin Gebhard requested information from the City pertaining to
rules and regulations on how to proceed with proposal. Question
was raised as to why the change to Single Family when CAC approved
High Density for the area.
Grace Russell questioned why the CAC wasn't advised of the change.
Grace stated
CAC needs definition of Major & Minor revisions of the Comp Plan.

New Business (continued)
Staff report containing items 1 thru 7 was presented by Bldg. Official Ritchey;
all conforming, water and sewer available, zoned correctly for the proposed use
and meets all code requirements. The building will be set back from the other
new construction to be more aesthetically pleasing. Landscape plans on the plans
of the previouslyceonstructedibnildingcMr. Ritchey reported, and that plann also
carried through to this building. Discussion. Motion by DeArmond to approve
the 1088 Plan Review subject to Staff report. Second by Hillyer. Roll call
vote. All in favor. Motion carried.
Miscellaneous matters
Building Official Ritchey reminded Commission members that the neat meeting's
schedule will have 3 public hearings for consideration - February 5, 1980.
Discussion on "Fences" - Definition and method of enforcement±thevCity may have
for violations, if any--- prior unfinished business. Study Session by the
Planning Commission was scheduled for January 22, 1980 at 7:30 P.M. to meet
and define Fences. Secretary to notify all members not present.
No further business, motion made and seconded to adjourn the meeting. Motion
carried with all in favor.
