MEETING CALLED TO ORDER Planning Commission Chairman Chuck Piland called the meeting to order at 7:02 p.m. II. ROLL CALL Members present were Chuck Piland, Candy Fish, Diane Galley, Lloyd Governor, Randy Graves, and Karolyne Johnson. Herb Farber was absent. Also present were City Administrator Dave Kucera, Administrative Assistant George Rubaloff, Fire Chief Mark Servatius, Public Works Director Larry Blanchard and Administrative Secretary Sandy Lommel. III. CORRESPONDENCE A. Letter from Ted Branch (dated May 19, 1993) withdrawing Tentative Plan Application for Griffin Creek Estates Subdivision Rubaloff outlined the letter from Ted Branch and requested the Commission to receive and acknowledge the letter of withdrawal. Fish made a motion to receive and acknowledge the withdrawal letter. Galley seconded. Roll Call: Fish, yes; Galley, yes; Governor, yes; Graves, yes; Johnson, yes. The motion passed. IV. MINUTES A. Minutes of Planning Commission Meeting of May 18, 1993 Commissioner Fish made a motion to approve the minutes as submitted. Johnson seconded. BUSINESS A. Public Meeting - Review and recommendation relating to a minor zone text amendment in Section 17.46.020 of the Central Point Municipal Code. The amendment would modify a current permitted use which, if approved, would expand the types of business/vocational schools allowed to operate in the Thoroughfare Commercial District (C-5) Chairman Piland opened the public meeting. Rubaloff outlined the minor zone text amendment and explained the proposed Council's amendment Section 17.46.020 removing"non-industrial"from Section B-10. Rubaloff also introduced the map with location referring to the Resolution declaring Council's intent to amend. Commissioner Fish discussed that industrial testing is being monitored and ' "non-industrial" is unnecessary. Rubaloff explained "non-industrial". No one came forward in support or in opposition of the amendment. Chairman Piland closed the Public Meeting. Commissioner Fish made a motion to recommend to Council for leaving the text the way that it is and putting the Business/Vocational & Industrial under D Conditional Uses so that each land use case is reviewed. Public Meeting - Review and determination for Final Plat on Unit No. 4 of M Green Park Subdivision located generally where Green Park Drive and Glen Grove Avenue intersect in the southwest quadrant of the City (Applicant: Lou Mahar) (37 2W 12C TL 3400 and 3404) Chairman Piland opened the Public Meeting. Rubaloff outlined the Final Plat Application and distributed the $68,000 Letter of Credit noting that the letter had been approved by the City attorney. He entered into the record the Maps, Memorandum dated 5/26/93 from Public Works Direct_orand the Letter of Credit dated 5/27/93. 16C CITY OF CENTRAL POINT Planning Commission Minutes June 1, 1993 - 7:00 p.m. Page Three Blanchard outlined the items not completed as of this agreement date. Graves declared a conflict of interest and stepped down from this issue. There were no exparte communications. Applicant Lou Mahar and Doug McMahan of Hoffbuhr & Associates came forward. Mahar informed the Commission that he has obtained a temporary access easement for Right-of-Way for the 50' radius turn around that will be extinguished when project is completed. Commission directed Mahar that this dedication needs to be recorded. No one else came forward in support or in opposition of this application. Piland closed the public meeting. C. Proposed Resolution No A Resolution Approving the Final Plat for Unit No 4 of Green Park Village Subdivision Commissioner Johnson made a motion to pass Planning Commission Resolution No. 256 Approving the Final Plat for Unit No. 4 of Green Park Village Subdivision. Governor seconded. Roll Call: Fish, yes; Galley, yes; Governor, yes; Graves, yes; Johnson, yes. The motion passed. VI. MISCELLANEOUS There was no miscellaneous items. VII. ADJOURNMENT Commissioner Fish made a motion to adjourn. Governor seconded. All members were in favor and stated Aye. None opposed. HE
