ROLL CALL: Present were: Chuck Piland, Herb Farber, Candace Fish, Diane Galley, Lloyd Governor, Randy Graves and Karolyne Johnson. Also present were George Rubaloff-City Administrative Assistant, Larry R. Blanchard-Public Works Director, and Cecelia Gordon-Planning Commission Secretary. Ill. APPROVAL OF MINUTES The Commission pointed out that the amount listed on Page 2, paragraph 2 should read $6066.00. This was noted and corrected for the record. Commissioner Johnson moved to approve the Minutes of the March 16, 1993 Planning Commission Meeting as corrected. Commissioner Fish seconded the Motion. Roll Call Vote: Farber, yes; Fish, yes; Galley, abstain; Governor, yes; Graves, yes; Johnson, yes; and the Motion passed by a majority vote. IV. CORRESPONDENCE Mr. Rubaloff handed out a Memorandum dated April 6, 1993 and the following resource materials and entered them into the record by reference. Title 17 of Central Point Municipal Code (Zoning Code), Zoning Map, Ordinance No. 1512 (Parking Standards), Title 16 of Central Point Municipal Code (Subdivision Code), Chapter 2.16 of Central Point Municipal Code (Planning Commission), Chapter 1 .24 of Central Point Municipal Code (General Provisions), Comprehensive Plan and Comprehensive Plan Map. Mr. Rubaloff also requested that the Commission members carefully retain these materials for their records and future reference. He also informed them that the Land Use Planning In Oregon publication had increased in price, and that there are no funds available at this time for purchasing seven individual copies for the Commission. Public Hearing - Review and determination for Tentative Plan for Unit No. 5 of Jackson Creek Estates Subdivision located in the general vicinity of where Brandon Street and Beall Lane intersect (Applicant: Tom Malot) George Rubaloff, Administrative Assistant, added that the property involved in this Tentative Plan were 372W 10DB, Tax Lot 9500 and 372W 10 DC Tax Lot 300. He referred to his Cover Memorandum of March 26, 1993, and entered the Memorandum and the following items into the record by reference: Notice of Public Hearing (which he summarized for the Commission and noted that there were no responses received, from property owners within a 100 ft. radius) dated March 16, 1993, Zoning Map, Tentative Plan Application, Staff Report from Public Works Department dated March 15, 1993. Mr. Rubaloff reported that staff had reviewed the proposed Tentative Plan and that it would meet the applicable development requirements outlined in CPMC Chapters 16 and 17 provided that the applicant can meet the conditions and requirements listed in Exhibit A of the March 15, 1993 Public Works Department Staff 1 Report. Larry Blanchard, Public Works Director indicated through the overhead projector, the City 0rdinances(16.08.010 item 5, and 16.20.050 covering the . specifications for a required temporary turn when a Street is built (dead-ended) with plans to extend the street all the way through at a later date. The Commission inquired if all requirements had been corrected on the Tentative Plan. Larry Blanchard replied that Hoffbuhr and Associates had made all the corrections to the Tentative Plan, and that Exhibit B is offered as a guide for the Developer's Engineer. There were no conflicts of interest, or ex-parte communication on the part of the Commission. Chairman Piland opened the Public Hearing. Tom Malot, Applicant, , Central Point, Oregon came forward in support of the Tentative Plan for Jackson Creek Estates Unit No. 5. CITY OF CENTRAL POINT Planning Commission Minutes April 6, 1993 - Page Three The Commission wanted to know what the Staff's recommendations were for Annalee Street. Street Plug, Cul-de-Sac, etc. Mr. Blanchard said that the Code called for a circular turn-around. Mr. Malot said that he had a problem with a design calling for a dead end street that it would ruin his overall plan and street design. He also explained that he was just developing 3 lots, on a street less than 200 feet long. He also believed that a projected 2% truck traffic as listed in the Public Works Staff Report was overkill. Also he had attempted to purchase the adjoining property to have room for a turn around, but had not been successful in dealing with the owner of that adjoining property. Larry R. Blanchard, in referring to the Public Works Staff Report showing the Code Requirements for Street Improvements and the options available to the developer. The Commission asked for a definition of a street plug. Mr. Blanchard replied that it also written as "reserve strip" in the ordinances. He also referred to CPMC 16.20.050 for further clarification. The Commission asked what time frame Mr. Malot had for this subdivision. Mr. Malot said he needed to get started late spring, which he felt was immediately. The Commission suggested that Mr. Malot could build on two lots, and use the third lot 065 Annalee) as a temporary turn around (gravel, etc.), until at some future date the street is extended, then that lot would also be developed and built on. Mr. Malot said he would be willing to proceed with that plan. Mr. Rubaloff stated that the Resolution would have to be amended (by City Attorney) to make sure everything was worded correctly, to reflect this change in the conditions. No one else came forward in support of, or in opposition to the Tentative Plan for Jackson Creek Unit #5. Chairman Piland closed the Public Hearing. CITY OF CENTRAL POINT Planning Commission Minutes April 6, 1993 - Page 4 Commissioner Fish moved that the Commission adopt Resolution 254 approving the Tentative Plan Application for Jackson Creek Estates Subdivision, Unit #5, with the amendments to the Conditions on Annalee Street. Commissioner Johnson seconded the Motion. Roll Call Vote: Farber, yes; Fish, yes; Galley, yes; Governor, yes; Graves, yes; and Johnson, yes. The Motion passed unanimously. V. MISCELLANEOUS - Mr. Rubaloff gave an oral report on his five items on Page 8 of the March 16, 1993 Minutes and asked if there were any questions from the Commissioners. He also said that there would be an April 15, 1993 Hearing on the Ordinances, beginning at 7:00 p.m, in the Council Chambers, and that the Commissioners were welcome to attend. George Rubaloff also announced that after tonight's Planning Commission Meeting there would be a short (11-12 minute) video presentation from the Manufactured Housing Association, promoting Manufactured Homes in single family zones. VI ADJOURNMENT: Commissioner Fish moved that the meeting adjourn. Commissioner Graves seconded the Motion.
