I. MEETING CALLED TO ORDER at 7:05 p.m.
II. ROLL CALL
Those present were Garth Ellard, Rick Bettenburg, Jack Crumm, Dick Halley, Bob
Matthews and Chuck Piland. Absent was Karolyne Hugo. Also present were George
Rubaloff, City Administrative Assistant, Larry R. Blanchard, Public Works Director,
Mark Servatius, Fire Chief/Building Official, and Cecelia Gordon, Secretary.
III. APPROVAL OF MINUTES - October 3, 1990 Meeting
A. City Administrative Assistant, George Rubaloff gave out copies of a corrected
Page Three, final paragraph to read " but may receive funding sometime later
next year, replacing "but would probably would be receive this funding
sometime later next year." Commissioner Bettenberg moved to approve the
October 2, 1990 Planning Commission Meeting Minutes as amended, and was
seconded by Commissioner Crumm. Roll Call Vote: Bettenburg, yes; Crumm,
yes; Halley, yes; Matthews abstained, Piland, yes; and the motion carried.
B. Correspondence:
George Rubaloff, Administrative Assistant, announced the following
informational items:
1 . The City had sent a letter dated October 30, 1990 to a Debbie Rodriguez of
Jackson County Planning Commission containing review comments regarding
a conditional use permit application (90-35 C.U.P.) for a recreation center
within the City's Urban Growth Boundary. The letter and its attachments were
entered into the record by reference.

2. That Chapter 16 (subdivision) of the Central Point Municipal Code has been
revised as a housekeeping effort and the draft ordinance is scheduled for first
reading by, the City Council on November 15, 1990, and that staff will send
the Commission a copy of the Draft.
3. Some draft documents for periodic review of the City's Comprehensive Plan
have been prepared by Rogue Valley Council of Governments staff. Staff plans
to initiate the review process soon. That process will involve the Citizen's
Committee, Planning Commission and City Council.
IV. BUSINESS
A. Public Meeting - Resolution #210 - Final Subdivision Plat Aooroval, Stonecreek
a Phase II - More Specifically Described as Jackson County Tax Assessor May
37 2W Page 10DA, Tax lots 100, 200 and 400.
City Administrative Assistant, George Rubaloff, entered into record by reference
the Certificate of Posting (Public Meeting Notice), Proposed Resolution, Vicinity
Maps, Final Plat Map and Application for Final Plat. Rubaloff also referred to his
Staff Report dated 10/24/90 on Page 6 of the packet.
None of the Commissioners had a conflict of interest. Chairman Ellard opened
the Public Hearing.
Applicant, Gary Whittle, 843 E. Main, Medford, Oregon came forward to
answer questions and discuss the project with the Commission and Staff
members. The Commissioners did not have any questions.
No one else came forward in support of or in opposition to the Resolution.
City Administrative Assistant, George Rubaloff stated for the record, that
Resolution #210 would be amended to read Cashier's Check for $37,000 to be
filed with City Hall by November 14, 1990. (in place of Letter of Credit) to
assure performance of Conditions of Approval of Stonecreek No. 4, Phase II
Subdivision.

In addition to the requirements in the Resolution Larry R. Blanchard also
commented that the Applicant would be required to pay $200 per lot - 16 lots
= $3,200 for Park Fees by the close of the business day, November 14, 1990.
Commissioner Bettenburg moved to approve the Resolution #210 as amended,
and Commissioner Halley seconded the motion. Roll call vote: Bettenburg, yes;
Crumm, yes; Halley, yes; Matthews, yes; and Piland, Yes. The Motion carried
unanimously.
0 B. Public Meeting - Resolution #211 - Vacation of ten foot oortion of Oak Street
between South Front and South First Street adjacent to Tax Lots 1900 and
2000 of Jackson County Tax Assessor Mao 37 2W 10AA. (Applicant: Warren
Coo er
Administrative Assistant, George Rubaloff referred to and entered into the
record by reference copies of his Staff Report dated October 31, 1990, the
Certificate of Posting for Public Meeting , and the Vicinity Map, Tax Assessor
Map, Aerial Map, Vacation Application Materials and proposed Resolution.
There were no conflicts of interest on the part of any of the Commissioners.
Chairman Ellard opened the Public Hearing.
Applicant, Warren Cooper, 1130 Rose Valley Drive, Central Point came
forward. The Planning Commissioners did not have any questions for Mr.
Cooper. Mr. Cooper did not have any questions for Staff, nor did Staff have
any questions for Mr. Cooper.
The Commission inquired if the vacation would involve any of the property on
State right of way. George Rubaloff assured the Commission that Staff would
research and make certain that the portion of right of way vacation would only
involve property in the City's jurisdiction.

No one else came forward in support of, or in opposition to the proposed
Resolution. Chairman Ellard closed the Public Hearing.
Commissioner Halley moved that they approve Resolution #211 as presented.
Commissioner Piland seconded the Motion. Roll Call Vote: Bettenburg, Yes;
Crumm, Yes; Halley, Yes; Matthews, Yes; and Piland, Yes. The Motion was
approved and carried unanimously.
MISCELLANEOUS:
The Commission commended Staff for the new changes in the format and
professional bold print of the documents in the Planning Commission Packet.
The Commissioner Halley wanted to know if the Planning Commission needed
to review the newly revised CPMC Chapter 16 on zoning previous to it going 1
before the City Council for approval. George Rubaloff, City Administrative
Assistant stated that the changes are mainly "housekeeping"changes,and that
although it was not legally necessary for the Commissioner to review, that it
would be advantageous to get the Commission's input before final approval.
The new Ordinance goes before the Council for its first reading November 15,
1990, and the 2nd reading December 20, 1990.
There were no further items discussed.
Bettenburg moved that the meeting be adjourned,Crumm seconded the motion.
All were in favor and the meeting was adjourned at 7:55 p.m.
