MEETING CALLED TO ORDER
Chairman Ellard called the meeting to order at 7 : 05 p . m.
ROLL CALL
Present were Planning Commission Chairman . Garth Ellard , and
Planning Commissioners , David Gi ':mcur , Dick Halley , Karolyne Hugo
and Chuck Piland . Absent .vere Jerry Mattey and Bob Matthews . Bob
Matthews called and reported that he would be unable to attend
because of illness . Also present were . City A.dministra-ive
Assistant , George Rubaloff , Director of Public Works , Larry
Blanchard , Fire Chief/Building Official , Mark Servatius , and
Secretary , Cecelia Gordon .
APPROVAL OF MINUTES
' Commissioner Ha 7 ley made a motion to approve the minutes cf the
Planning Commission Meeting held December 5 , 1989 as presented .
Commissioner Hugo seconded the motion . Roll call vote : Gilmour ,
yes ; Halley , yes ; Hugo , yes ; and Piland yes , and the Mot on
carried .
CORRESPONDENCE AND PUBLIC APPEARANCES
There were none presented at this meeting .
BUSINESS
Public Meeting-review and recommend City Council approval of the
preliminary plat for Jackson Creek No 2 Applicant , Tom Malot .
{Resolution No . 1791 .
There were no conflicts of interest expressed by the Planning
Commission . Chairman Ellard opened the Public Meeting .
City Administrative Assistant, George Rubaloff, summari --ec his
Staff Report in the January 2 , 1990 Planning Commission Packet,
including the Certificate of Posting , Planning Commission
Resolution No. 179 , Director ' s Report by Public Works Director ,
Larry R . Blanchard , a copy of the Application for Preliminary
Subdivision Plat , and a copy of the Plat Map .

Tom Malot, 525 Rena ' s Circle came forward and responded to
questions from the Commission . Mr. Malot stated that had just been
informed that the City would require him to install a temporary
turn around on Brandon Street . Public Works Director, Larry R .
Blanchard explained that this would just be temporary turn around
as Brandon Street will be extended on as a through street, and that
any gravel put down could be used later as a base fqr :_-urd_
sidewalks , etc .
iAr . Malot expressed a concern for the land that would be used for
the turn around is now an agricultural field with an existing rye
crop . Mr . Malot felt it would be an economic hardship on the
r"armer growing the crop if that portion of the field was graded and
graveiec before harvest . But that it would not be a prcbl 'em after
harvest in late August, 1990 .
In responding to questions from the Commission , Tom Male- stated
that most lis,ely the last two lots , lots 49 and 50 would nct be '
constructed until after the crop was harvested .
The Commission requested that Public Works Director , Larry R .
Blanchard modify the Concition.s in his Director ' s Report to state
that the temporary turn around would be installed by the developer
by September 1 , 1990 or upon issuing building permits on lots 49
and 50 , whichever came first .
No one else came forward to speak in favor of or in opposition tc
the resolution .
Commissioner Halley made a motion to approve Resolution 179 , a
Resolution to adopt findings and conclusions and recommend approval
of the preliminary plat for Jackson Creek No. 2 , a subdivision
located at the easterly extensions of Brandon and Vincent Streets .
Commissioner Piland second the motion . Roll call vote: Gilmour ,
yes ; Halley , yes ; Hugo, yes ; Piland , yes . All the Commissioners
voted yes and the Motion carried unanimously .
Public Meetina-Review and make recommendation to the City Council
for a preliminary plat for Stonecreek No 3 Phase IV Applicant
Gary Whittle . ( Resolution No 180 )
There were no conflicts of interest expressed by the Commission in
this matter. Chairman Ellard opened the public meeting .

City .Administrative Assistant , George R'Jbalcff discussed his Szaaff
Report dated December 27 , 1989 , which included the Certificate of
Posting , Proposed Planning Commission Resolution , Pub': ic Works
Director ' s Report , Preliminary Plat. Application and reduced cccy
of the tentative plat .
Herb Farber , Surveyor , 102 Corcoran Lane , Central Point , _a.,ne
for,•�ard . He ir.for:med the Commission that he knew of the tv
requirement as stated in item #21 ir the conditions contained in
the Public Works Director ' s Report . He stated that Gary Whitt], _
.vould be installing a temporary 30 ' radius turn around or. Sno':+
Butte as required .
The Commission expressed concern that the addition of 8 nely 7ots
on Timothy could cause excessive traffic on Snowy Bu to 'Lane .
Larry R. Blanchard , Public Works Director explained that there
would be no through traffic except for those lots that frdn on
' Snowy Butte Lane.
No one else came forward to speak in favor of or in opposition
the resolution .
Commissioner Piland made a mction to approve Resolution 179
adopting Findings and Conclusions and recommending approval of the
preliminary plat for phase Iv of Stonecreek No. _2 Subdivision .
Commissioner Gilmour seconded the motion . Roll call vc-e :
Gilmour , yes ; Halley , yes ; Huge , yes ; and Piland , yes ., Ail
Commissioners voted in favor of the motion and the motion carried
unanimously .
Public Meeting Review and make recommendation to the City Courci :
for a final development plan for expansion of the Meadows P. U . D.
located at 555 Freeman Road ( 37 2W 11A Tax Lots 200 1000 , 1101 ,
1901 ) Applicant Neil Scheuneman ) .
There were no conflicts of interest expressed by the Commissioners
on this matter. Chairman Ellard opened the public meeting .
George Rubaloff , City Administrative Assistant, summarized his
staff report dated December 29 , 1989 which included a Certificate
of Posting , City 'council Resolution No . 530 , Planning Commission.
Resolution No . 530 , Planning Commission Resolution No. 172 , Letter
from Applicant noting changes in proposed final develooment plan ,
layout illustration of lots and Schematic of Development .

Mr . Neil Scheuneman , 555 Freeman Road , Central Point , Oregon came
forward. Mr . Scheuneman stated for the record that the number of
lots had been changed from 69 to 71 .
On the question of park fees , George Rubaloff , City Administrative
Assistant , explained that in the City Code , these fees are to be
paid prior to issuing the building permits , or that payment could
be deferred for twelve ( 12 ) months if financial stability can be
assured .
Mr . Scheuneman referred to Exhibit "A" of Planning Commission
Resolution No. 172 , in which the City would require the developer
to improve Freeman and Hopkins Roads . Mr . Scheuneman stated that
he would like to conduct a traffic study , which he felt may
generate unique and useful data.
Larry R . Blanchard , Public Works Director , agreed that an actual
traffic study conducted by Mr . Scheuneman would be a valid basis ,
for determining the actual traffic flow , considering the type of
residents locating in the new development and resulting traffic
trends
No one else came forward to speak in favor of or in opposition to
this matter .
Commissioner Piland made a motion that the final development plan
be recommended for City Council approval . Commissioner Halley
seconded the Motion . Roll call vote: Gilmour , yes; Halley , yes ;
Hugo, yes ; and Piland , yes . All Commissioners voted yes , and the
Motion passed unanimously.
MISCELLANEOUS
Informational report or annexation of School District No 6 area.
George Rubaloff, City Administrative Assistant, referred to his
Staff Report dated December 27 , 1989 , and gave some brief
background on it to the Commission . He stated that the School
District has requested this action because of their need for City
water at the regular rates that are available for water users in
the incorporated City limits . He also informed the Commission that
this matter would be coming before the Commission as an annexation
application review within the next couple of months , and wanted
them to be informed in advance .

Mobile home park location schematics .
The Commissioners agreed that the Mobile Home parks should
cooperate with City Fire and Police Departments with regard to
providing those agencies with adequate locater schematics for she
public safety and life support response .
ADJOURNMENT
Commissioner Gilmour moved that the meeting be adjourned .
Commissioner Halley seconded the motion . Roll call vote : Gilmour ,
yes ; Halley , yes ; Hugo, yes ; and Piiand , yes . All voted in ravor
of the motion and the motion carried unanimously .
Chairman Ellard adjourned the meeting at 8 : 35 p. m.
