I. MEETING CALLED TO ORDER at 7:02 p.m.
II. ROLL CALL Present were: Chuck Piland, Jan Dunlap, Herb Farber, Candy
Fish, Lloyd Governor, Randy Graves and Karolyne Johnson. Others
attending were, George Rubaloff-Planning Administrator, Larry R. Blanchard-
Public Works Director, and Cecelia Gordon-Public Works Secretary.
III. CORRESPONDENCE - George Rubaloff announced that he had a video tape
that was excellent for orientation for Planning Commission newcomers, and
that it was available for any that might want to check it out.
IV. APPROVAL OF MINUTES:
A. Review and Approval of September 6, 1994 Planning Commission
Minutes.
Commissioner Fish moved to approve September 6, 1994 Planning
Commission Minutes as written.
1 Commissioner Governor seconded the Motion, Roll Call Vote: Dunlap, yes;
Farber, yes; Fish, yes; Governor, yes; Graves, abstain, and Johnson, abstain,
and the Motion carried.
V. PUBLIC APPEARANCE - None
VI. BUSINESS
A� Review and recommendation regarding Draft Ordinance relating to
Neighborhood Commercial District Zone (CPMC 17.32.
George Rubaloff, Planning Administrator, reviewed the September 15, 1994
Memorandum, including the City Policy, Background (with planning
concepts), and entered the attachments, Draft Ordinance, and Maps
illustrating C-1 Zones into the record by reference.
Commissioner Graves moved on a minute motion, that they recommend the
Draft Ordinance relating to the Neighborhood Commercial District Zone
(CPMC 17.32). Commissioner Fish seconded the motion, and the motion
passed unanimously.
B. Review and Determination (Resolution no. 302) regarding Final Plat
Apolication for Land Partition located on the south side of Hopkins Road near
Bursell Road (Aoolicant• Anne McKibben).

Declaring a conflict of interest, as surveyor for the developer, Herb Farber
left his seat on the Commission and sat in the audience.
George Rubaloff reviewed the Planning Commission Memorandum dated
September 16, 1994, including the Criteria, Background and entered the
Location Map, Final Plat Application, Resolution No. 275, Copy of the
approved Tentative Plan and a copy of a Memorandum from Public Works
Director, dated September 16, 1994 into the record by reference.
Larry Blanchard reviewed his Memorandum of September 16, 1994, and
explained that the developer would have to pay for sewer and water
installation ($3,000 - $1,500 for water, $1,500 for sewer) before a Final Plat
could be signed.
Commissioner Graves stated that the longer the developer waits, the price of
installation will most likely increase.
Larry R. Blanchard stated the developer has to complete or bond for that
amount to install water and sewer.
Commissioner Graves asked how soon could the City install the utilities after
the money was paid. Larry Blanchard stated that it would take around 2
weeks.
Herb Farber, as agent for the developer stated that the City could set a time
limit on the current price.
The Commission's consensus was to continue the matter until the October
18, 1994 Planning Commission meeting.
VII. MISCELLANEOUS
George Rubaloff stated the agenda for the October 4, 1994 meeting would
include: Forest Glen #6, Klemick's Land Partition, The Site Plan for an office
on N. 1st, and a Minor site plan Amendment to Castle Court Condominium
property.
VIII. ADJOURNMENT
Commissioner Governor moved to adjourn, Commissioner Graves seconded
the motion, and all Commissioners entered their voice vote by signifying
"AYE" and the meeting adjourned at 7.35 pm.
