I• MEETING CALLED TO ORDER - 7:07 pm

II. ROLL CALL: Present were: Chuck Piland, Herb Farber, Candy Fish, Lloyd
Governor, and Randy Graves. Also present were George Rubaloff-Planning
Administrator, Larry R. Blanchard-Public Works Director, Mark Servatius, Fire
Chief/Building Official and Cecelia Gordon-Public Works Secretary/Department
Assistant. Duane Christensen and Karolyne Johnson had called to say they
would be unable to attend.
III. CORRESPONDENCE-George Rubaloff, Planning Administrator, announced that
the City Council had scheduled 7:00 pm, Wednesday, July 27, 1994 as a
combined meeting of Council and Planning Commission.
IV. APPROVAL OF MINUTES-Commissioner Graves moved to approve the Minutes
of the June 7, 1994 Planning Commission Meeting. Commissioner Governor
seconded the Motion. Roll Call Vote: Farber, yes; Fish, abstain; Governor, yes;
and Graves, yes; and the Motion passed unanimously.

VI. BUSINESS - Chairperson Piland opened the business portion of the meeting.
A. Review and Determination regarding a Final Plat for Countryside Villa9e
Subdivision (formerly known as Suburban Subdivision, generally to ated on the
north side of Hopkins Road where Primrose intersects with Hopkins Road (37
2W 11A TL 1603) (Applicant• Terry Buntin)
George Rubaloff stated that there were a few items that were not yet complete,
but that the City had received the Applicant's Cashiers Check (Cash Deposit)
in the amount of $3,700 as security for completing the remaining subdivision
requirements.
Larry Blanchard referred to his Memorandum of June 17, 1994 and reviewed
the items the Applicant had not completed, that item a. and b. had been
completed, c. d. needed to be completed ($2,500), item e. still had some part
to be completed ($500), items f. and g. ($700.00) for a total security amount
of $3,700. The amount of $3,700 is represented in the amount of the check
' received by the City from the Applicant on June 21, 1994.
There were no questions or concerns expressed.

Commissioner Fish moved to a rove Resolution 293 granting approval of a 1
Final Plat for Unit No 1 of Countryside Village Subdivision (Applicant: Terry
Buntin) 37S 2W 11A Tax Lot 1603 subject to the Public Works Staff Report
and showing that the Applicant provided performance security in the form of
a Cashier's Check in the amount of $3,700. Commissioner Governor seconded
the Motion Roll Call Vote: Farber. ves• Fish yes• Governor, yes and Graves
yes. The Motion carried unanimously.
B. Public Hearing - Review and Determination regarding a Subdivision Variance
Application for Unit No 4 of Forest Glen Subdivision generally located in the
Two-Family Residential Zone (R-2) on the east side of Bursell Road where a
westerly extension of Forest Glen Drive would intersect with Bursell Road
(372W 11 D TL 1300. 1400 and 1600) (Applicant/Owner: Noel Moore).
Chairperson Piland opened the Public Hearing.
George Rubaloff fully reviewed the Notice of Public Hearing dated June 1,
1994, and stated that the zoning should be corrected for the record as R2 with
a portion in R1 . George Rubaloff also covered the nature of hearings, criteria
for decision, public comments, and summary of procedure.
Herb Farber declared a conflict of interest as he is financially involved in the
project, and took a seat in the audience. There were no other conflicts of
interest or exparte communication.
George Rubaloff reviewed his Staff Report of June 17, 1994, including the
Request, Criteria, Authority, History.and Backgroiind and Conclusion, he also
entered the following exhibits into the record by reference: Notice of Public
Hearing and Location Map, dated June 1, 1994, CPMC 16.40.020, )
Application for Subdivision Variance, Scale Drawings of Lots 132, 133, 134,
and 135 and Public Works Department Staff Report dated June 17, 1994.
Larry Blanchard referred to his Memorandum dated June 17, 1994, and stated
that he was concerned about the lot depth exceeding the limits of providing
adequate water and sewer service to the property, but that the City water
pressure was enough to serve the length of lot. Also Larry Blanchard stated
that he had reviewed the Developer's engineer's topographical information for
lot drainage, and found that based on the engineer's information, the lots have
adequate drainage.
Commissioner Graves asked what the water pressure was. Larry Blanchard
stated that it was 80+ PSI static with a residual of 60 PSI.

' Chairperson Piland asked if the City had to pay for installation of a larger water
meter. Larry Blanchard stated that when the Developer pays for a water meter
at the time the permits are issued. If the meter needs to be larger, the developer
is required to pay this charge.
Herb Farber, representative, 1908 E. Jackson, for applicant Noel Moore, came
forward in support of the application for subdivision variance.
There were no questions.
No one else came forward in support of the subdivision variance.
Chairperson Piland closed the Public Hearing.
Commissioner Governor moved that they recommend Resolution #294 for
approval of the Application for Subdivision Variance for Unit No.4 of Forest
Glen Subdivision generally located in the Two-Family Residential Zone (R-2) on
the east side of Bursell Road where a westerly extension of Forest Glen Drive
would intersect with Bursell Roads (37 2W 11D TL 1300. 1400 and 1600)
(Aopli ant/Owner• Noel Moore) based on conditions in Staff Report and
Applicants Narrative Findings Commissioner seconded the Motion. Roll Call
Vote: Fish. yes: Governor. yes, and Graves, yes. and the Motion carried
unanimously_
Commissioner Farber returned to his seat on the Commission.
There was some discussion about how specific the Commission members had
to be in disclosing conflict of interest, and Commissioner Governor requested
staff to research the exact legal requirements.
VII. MISCELLANEOUS - Next Planning Commission Meeting on June 21, 1994.
VIII. ADJOURNMENT
Commissioner Farber moved for adjournment, Commissioner Graves seconded
the Motion. All voted aye and the meeting adjourned at 8:46 p.m.
