MEETING CALLED TO ORDER at 7:05 p.m. II. ROLL CALL: Present were: Chuck Piland, Herb Farber, Candace Fish, Randy Graves and Karolyne Johnson. Also present were George Rubaloff -Planning N Administrator, Mark Servatius-Fire Chief/Building Official, Larry R. Blanchard- Public Works Director, and Cecelia Gordon-Public Works Secretary-Department U Assistant. Lloyd Governor was absent. m a III. CORRESPONDENCE - None IV. APPROVAL OF MINUTES Commissioner Fish moved to approve the Minutes of the November 2, 1993 Planning Commission Meeting. Commissioner Graves seconded the Motion. Roll Call Vote: Farber, yes; Fish, yes; Graves, yes and Johnson, yes and the Motion passed by a majority vote. V. BUSINESS A. PUBLIC HEARING - Review and determination of a Site Plan Aoplication for 4 FF ur-Plexes located on the Corner of 10th and Laurel Streets (37 2W 2CB TL 73017303, 7305 and 7306) (Applicant: John Ross and Assigns). Chairman Piland opened the Public Hearing. George Rubaloff, Planning Administrator, reviewed his Memorandum of November 10, 1993 and described the application, decision criteria and procedures for public participation. There were no conflicts of interest or ex-parte communication. George Rubaloff entered the following exhibits into the record by reference: Notice of Public Hearing, dated October 28, 1993, Assessor's Map, Site Plan Application, Planning/Zoning Staff Report dated October 14, 1993, Staff Report from Building and Fire Department dated October 25, 1993, Staff Report from Public Works Department dated September 13, 1993, and a copy of CPMC 12.02 (Street Improvements). 412 CITY OF CENTRAL POINT Planning Commission Minutes November 16, 1993 - Page Two George Rubaloff stated that there were several areas on the Plan that were not consistent with City zoning regulations. The Applicant had indicated a willingness to make the necessary revisions. John Ross, 1530 Modoc, Medford, Oregon, Applicant, came forward to request an extension of time to December 21, 1993 Planning Commission Meeting in order to make the necessary corrections on the Site Plan. George Rubaloff stated that it would be appropriate for the Planning Commission through a motion to vote on continuing the Public Hearing until December 21, 1993. Commissioner Farber moved to continue the Public Hearing on the Site Plan Application for Four-Plexes located on the Corner of 10th and Laurel Streets (37 2W 2CB TL 7301, 7303, 7305 and 7306) Applicant John Ross and Assigns until the December 21, 1993 Planning Commission Meeting. Commissioner Fish seconded the motion. Roll Call Vote: Farber, yes; Fish, yes; Graves, yes, and Johnson, yes, and the Motion carried unanimously. B. Public Hearing - Review and determination of a Site Plan Application for constructing a forty-four unit Multiple-Family Apartment Project located on Hopkins Road east of where Hopkins and Bursell Roads intersect (37 2W 11 ABD TL 1601 1602 and 1603)(Anolicant: Terry Buntin of Great American Homes. Chairman Piland opened the Public Hearing. George Rubaloff, Planning Administrator, reviewed his Memorandum of November 8, 1993 and described the application, decision criteria and procedures for public participation. There were no conflicts of interest or ex-parte communication. George Rubaloff entered the following exhibits into the record by reference: Notice of Public Hearing, dated October 28, 1993, Mailing List of Property , Owners of Record within 100 Feet Radius, Assessor's Map, Site Plan Application, Planning/Zoning Staff Report dated October 14, 1993, Staff Report from Building and Fire Department dated October 25, 1993, Staff Report from Public Works Department dated October 6, 1993. 413 CITY OF CENTRAL POINT Planning Commission Minutes November 16, 1993 - Page Three Larry Blanchard highlighted the Public Works Department Staff Report of October 6, 1993. On Condition #2, he requested that the Developer submit a traffic analysis regarding the adequacy of storage for a left turn. Condition #7 requires the developer plans to show the 50' right of way, street width of 36' from curb to curb, curbs/gutters, sidewalks, storm drainage, street lights and utility crossings. Blanchard also stated that connecting to the regional interceptor would save $200 per month BCVSA surcharge. The developer N would need to build a sanitary sewer system to connect to the 12" sanitary sewer in Columbine Way and provide an 8" sewer extension at the southerly U end of the property. m Q Mark Servatius stated that staff and applicant met and discussed fire and safety issues that weren't shown on the Site Plan. Mark Servatius stated the project would conform to applicable Fire and Safety rules if the applicant could meet the requirements in the staff report. George Rubaloff corrected the Planning Department Staff Review, Item 4, so that it states that Hopkins Road is a collector street. Mike Lanier, 2720 Stonebrook, Medford, agent for the applicant came forward in support of the proposed Site Plan Application. Mr. Lanier stated that his client would be able to meet the conditions outlined in the Staff Report including covered bike parking which could be handled with the covered automobile parking structure. He stated that the corrections to the parking isles would be shown on the Site Plan and that the on-site parking will be paved. The Plan will also indicate light poles, lighting, parking, loading, fire hydrants, maneuvering, required landscaping and ADA required "disabled" parking spaces. Charles Hobein, 745 Hopkins, whose property lies just west of the proposed development came forward with a question concerning the fence line and drainage. He also stated that it was dangerous driving East on Hopkins, and felt that it would be even more dangerous with the additional traffic flow. Larry Blanchard stated that future plans for Hopkins will depend on some development in that area, and the design will try to eliminate the horizontal curve. There will be three access, one on Hopkins, the second will be a new street entering the development and a third access will be off Beall Lane. He stated that traffic control of an intersection depends directly on the accident record, and that any signing, etc. today may not be adequate in 10 years. He informed the Commission that the City is in the process of developing a Master Transportation Plan. 414 CITY OF CENTRAL POINT Planning Commission Minutes November 16, 1993 - Page Four Larry Blanchard also stated that the drainage problem is addressed in the Public Works Conditions, requiring the Developer to design how they collect and discharge into the drainage system. No one else came forward in support of or in opposition to the proposed Site Plan. Chairman Piland closed the Public Hearing. Commissioner Fish moved to approve the Site Plan Application, subject to conditions outlined in Staff Reports, for a forty-four unit multiple-family apartment project located on Hopkins Road, east of where Hopkins and Bursell Roads intersect (37 2W 11ABD TL 1601, 1602 and 1603) (Applicant: Terry Buntin of Great American Homes) Commissioner Johnson seconded the Motion. Roll Call Vote: Farber, yes; Fish, yes; Graves, yes, and Johnson, yes, and the Motion carried unanimously. C. PublicMeeting-ReviewandRecommendationregardingZoneTextAmendment in the Thoroughfare Commercial District (C-5 Zone) relating to permitting automotive repair uses. Chairman Piland opened the Public Meeting. George Rubaloff referred to the Planning Department Memorandum dated November 1993, along with the map of the Thoroughfare Commercial Zone, City Council Resolution 670, Declaring Intent, and the proposed Text Amendment (Ordinance) and entered those items into the record by reference. There were no conflicts of interest, or ex-parte communication. No one came forward in support of or in opposition to the proposed amendment. Chairman Piland closed the Public Meeting. Commissioner Farber moved that Zone Text (C-5) be amended by City Council as stated, Commissioner seconded the Motion. Roll Call Vote: Farber, yes; Fish, yes; Graves, yes; and Johnson, yes and the Motion carried unanimously. 415 CITY OF CENTRAL POINT Planning Commission Minutes November 16, 1993 - Page Five D. Resolution 266 Aooroving Tentative Plan for Griffin Creek Estates Subdivision. including Agreement for Consent to Inclusion in Local Improvement District for Waiver of LID Assessment. Commissioner Farber removed himself from his seat with the Commission because of a conflict of interest. N George Rubaloff handed out a letter dated November 15, 1993, from the Applicant, Ted Branch, which provided an estimate for curbs, gutters and () sidewalk adjacent to Lots 1 , 10 and 15, in the amount of $4,815.62. m Q George Rubaloff referred to the November 10, 1993 Memorandum and stated that at the last Planning Commission meeting, the Commission authorized the adoption of Resolution 266, and since the Resolution had not been prepared at that time, the present review is to clarify the Planning Commission's determination in writing. Larry Blanchard stated that the City does not have a standard for a pavement transition, however, according to State Standards, transitions are determined by the designated speed for each street. The State of Oregon and Jackson County use a minimum 10 to 1 transition formula. West Pine is 32 feet wide, the future width will be 60 feet wide. 32 feet widened to 60 feet is an additional 28 feet of pavement or 14 feet of pavement on each side of the street. To calculate the transition, multiply 14 feet by the 10 foot transition factor, which equals a 140' transition. Larry Blanchard illustrated on the blackboard how the transition is calculated. Commissioner Fish moved that Resolution 266 be approved with the requirements that the street transition lanes should be 50' transition in each direction (Triangular) from the beginning of the curb radius and end of the curb both for both Emmalee and Nadine Courts to the existing pavement on West Pine Street, and that the written amount of $4815.62 be inserted in the Irrevocable Consent Agreement under #2. "Payment to City". Commissioner Johnson seconded the Motion. Roll Call Vote: Fish, yes; Graves, yes; and Johnson, yes, and the Motion carried unanimously. Chairman Piland stated that this decision will be communicated to the City Council at their November 18, 1993 meeting. Commissioner Farber returned to his seat on the Commission. 416 CITY OF CENTRAL POINT Planning Commission Minutes November 16, 1993 - Page Six E. Oral Update regarding the City's Periodic Review. The City Council has asked for consultant costs for planning tasks such as adding more commercial land in the UGB or within the UG area, adding more residential land, developing the 7 Oaks area, is railroad track area the only appropriate area for industrial or should it move toward 7 Oaks, can we go with more commercial/industrial East of 1-5, and also maybe having a consultant review and modernize the permitted and conditional uses and of the zoning code as needed. VI. MISCELLANEOUS-Announcement that the Next Planning Commission Meeting would the first Tuesday of the month, December 7, 1993, VII. ADJOURNMENT: Commissioner Farber moved that the meeting adjourn.
